Attachments: Forefront Dermatology Letter to City of Manitowoc RE Downtown Parking 8-10-18 Clinical Facility Manager Brian Van De Kreeke explained his concern regarding the high growth trajectory for Forefront Dermatology and the elimination of the unlimited parking in their area. By taking these spaces away Forefront Dermatology will max out the parking spaces available in their parking lots with the number of employees they currently have, leaving no room for growth. Adler person McMeans suggested Forefront Dermatology place some language in their employee policy regarding parking arraignments. Mayor Justin Nickels proposed the following changes to the downtown 2-hour parking Ordinance: York Street between 8th and 9th Street South side: Should be changed to unlimited parking (10 spots) York Street between 9th and 10th Street North side: 2-Hour parking for all spots 115 feet off North 9th Street Unlimited parking for all spots 200 feet off North 10th Street (3 spots) South side: 2-Hour parking for all sports 115 feet off North 9th Street Unlimited parking for all spots 200 feet off North 10th Street (5 spots) 9th Street between York Street and Maritime Drive West side: Should be changed to unlimited parking East side: Should be changed to unlimited parking (Roughly 11 unmarked spots) Moved by Czekala, seconded by McMeans, that this Communication be approved and referred to council. Attachments: Head Start Request Kim Larson, Director of Head Start requested the removal of the 2-hour parking along South 9th Street to allow for staff and parent parking. Police Chief Nick Reimer recommended we reach out to businesses in the area to see what their parking demands are. Administrative Assistant Amber Noworatzky will send out a letter to businesses in the area. 18-0832 Request for "No Parking During School Hours 8 a.m. - 4 p.m." signs to be placed on Hamilton Street between South 9th Street and South 10th Street. Attachments: Head Start Request Alderperson Brey made a motion to instruct the City Attorney to draft an ordinance for bus only parking 7:30 a.m. - 4:30 p.m. Monday thru Friday from the corner of South 9th Street down Hamilton Street along the United Methodist Church building. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 18-0834 An Ordinance to amend Section 14.270 of the Manitowoc Municipal Code regulating Smoking and Tobacco Products and Section 8.230, Regulation of Park and Related Facilities. Attachments: Ord to Amend 14.270 Smoking and Tobacco Products Staff Attorney Liz Majerus explained this Ordinance revision was made to prohibit smoking near the Manitowoc Youth Baseball Complex at Citizen Park and to expand the definition of smoke to include all other activities involved with smoking other than carrying. Moved by McMeans, seconded by Lotz, that this Ordinance be approved and referred to council. Attachments: Donation Collection Bin Permit Application Form - Fillable Ordinance to Create 11.090 Donation Collection Bins The Public Safety Committee would like to see amendments to section (b) (2) Permit Fees and section (d) Penalties. Staff Attorney Liz Majerus will look into what the maximum permit application fee can be and will also work with Judge Olson on the forfeiture amount. Discussion and Action Items - Old Business 18-0688 Citizen request for "No Truck" signs to be placed on Michigan Avenue at North 18th Street. Alderperson Scott McMeans made a motion to instruct engineering staff to place signs to redirect trucks from traveling on Michigan Avenue at North 18th Street. Moved by McMeans, seconded by Brey, that this Request be approved and referred to council. Attachments: 3500 - 3600 blk Calumet Ave Calumet Ave 1 Calumet Ave 2 Calumet Ave 3 Calumet Ave Crash Information Copy of USH 151 between 35th and 36th 2013 to prel 2018 Engineering Division Manager Greg Minikel stated the only recommendations he can make is to place curbing in the roadway to not allow for a left hand turn or to place no left turn signs when exiting McDonalds. Alderperson Sitkiewitz reminded the committee of the petition residents on South 36th Street brought forward in the past reference McDonalds customers turning right onto South 36th Street when exiting. A motion was made by Alderperson Czekala to place this item on file. Moved by Czekala, seconded by Brey, that this Request be placed on file.
