Police Chief Nick Reimer explained the data collected from the stealth stat
from September 28, 2018 - September 29, 2018. Adler Gabriel and Chief
Reimer will work on drafting a response letter to the constituents who
brought this concern forward. At this time this item will be placed on file.

18-1149 Request from the Capital Civic Centre to install 2 handicap stalls on the
north side of the 700 block of Jay Street in front of Manitowoc Pharmacies
as suggested in the parking study analysis.
Moved by Czekala, seconded by Brey, that this Request be approved and
referred to Council. The motion carried by the following vote:

18-1150 Waiver of loud noise ordinance for Spanish Thanksgiving Concert at
Manitowoc County Expo.

Alder Czekala made a motion to grant the waiver of the noise ordinance
until 1 a.m.
Moved by Czekala, seconded by Brey, that this Request be approved and
referred to Council. The motion carried by the following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:
18-1151 Lifequest billing dispute 182A-18-2809.
18-1152 Lifequest billing hardship 182A-18-2859 and 182A-18-2774.
Alderperson Howe read the notice to go into closed session. Moved by: Brey, seconded by
Czekala, to convene in closed session. The motion carried on roll call vote by the folloing vote: Aye:
3 - Howe, Czekala, Brey. Nay: none.

Moved by Brey, seconded by Czekala, to reconvene in open session. Motion carried by the
following vote: Aye: 3 - Howe, Czekala, Brey. Nay: none.

18-1151 Lifequest billing dispute 182A-18-2809.
Adler Czekala made a motion to forgive the outstanding charges.
Moved by Czekala, seconded by Brey, that this Request be approved and
referred to Council. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
