Discussion and Action Items - New Business 19-0049 An Ordinance to amend the Bond Schedule for violations of Section 14.390 of the Manitowoc Municipal Code regulating Habitual Truancy. Attachments: Hab Truancy Bond Amendment (2) Truancy Deposit Assistant City Attorney Liz Majerus stated Lincoln High School Principal Lee Thennes reached out to the City a few months back to discuss the current approach for Habitual Truancy. There is roughly 10% of the student body that is chronically truant and we are trying to figure out a way to address this issue. The current process is a step program that progressively increases the forfeiture amount. A meeting was held with Police Chief Reimer, Assistant City Attorney Liz Majerus, Principal Thennes, Officer Check, Municipal Court Judge Olson, and Municipal Court Clerk Lynn Heyduk to discuss the new Habitual Truancy program. This program would adjust the Habitual Truancy deposit schedule from $187 first offense to a single deposit of $439. A maximum of one citation per semester will be issued with a standard deposit of $439. The convicted student may 'work-off' the $439 forfeiture at a rate of $10.98 per day of school attendance. Attachments: Sex Offender Residency Board Appeal for Jonas Ellwart Attorney Aaron Damrau was appointed by the State Public Defenders Office to represent Mr. Jonas Ellwart. Attorney Damrau discussed Mr. Ellwart's condition and why he is requesting the appeal. The Public Safety Committee is requesting Attorney Damrau provide further medical documentation on Mr. Ellwart's prognosis to the City Attorney's Office and Police Chief Reimer. A motion was not made at this time. This item should be discussed at the January Council meeting provided documentation on Mr. Ellwart's condition has been obtained. This Request was referredto the Common Council 19-0053 Manitowoc Sex Offender Residency Board Appeal for David Pfeifer. Attachments: 1500 blk of Hamilton St Engineering Division Manager Greg Minikel reported to the committee after reviewing the municipal code there isn't anything currently written in the ordinance requiring signage to be posted in this area. A work order will be sent to staff to have to sign removed. This Request was placed on file City of Manitowoc Page 3 Public Safety Committee Meeting Minutes January 14, 2019 19-0050 An Ordinance to create/amend/repeal Section 14.150 of the Manitowoc Municipal Code, Regulation of Loudspeakers. Attachments: Ord to Amend 14.150 Regulation of Loudspeakers Waiver of Loudspeaker Regulation Request Form (2) Assistant City Attorney Liz Majerus stated this request was created after last months Public Safety meeting where a noise ordinance waiver was needed. The question was raised as to whether the Chief of Police could simply approve a waiver of the noise ordinance. Chief Reimer was comfortable assuming this responsibility so this is a draft ordinance to the response. Moved by Czekala, seconded by Brey, that this Ordinance be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 19-0054 Request for "No Truck Route" signs to be place on Ray Street during the County Highway R construction. A motion was made to work with DPI staff to place "No Truck Route" signs on Ray Street, Macarthur Drive, and Woodlawn Drive during the County Highway R Construction. Moved by Brey, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 19-0055 Request for "No Parking" on the east side of South 10th Street between Franklin Street and Jay Street.
