Discussion and Action Items - Old Business 19-0052 Manitowoc Sex Offender Residency Board Appeal for Jonas Ellwart. Moved by McMeans, seconded by Brey, that this Request be placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 6. Discussion and Action Items - New Business 19-0150 Ordinance to Amend 10.830 Bicycle Registrations. Attachments: Ord to amend 10.830 Bicycle License Registration Fees Assistant City Attorney Liz Majerus explained the changes are to streamline the Ordinance to a more current practice and to allow for the Police Department to host free bicycle registration days. Moved by Brey, seconded by Czekala, that this Ordinance be approved and referred to council. Moved by Czekala, seconded by McMeans, that this Report be placed on file. Attachments: December 2018 Fire Department Monthly Report Fire Chief Todd Blaser reported out the 2018 Fire & Rescue Department year-end highlights. Moved by Brey, seconded by Czekala, that this Report be placed on file. Moved by McMeans, seconded by Brey, that this Report be placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 19-0154 Request for "No Truck Route" signs on South 35th Street between Calumet Avenue and Dewey Street. Moved by Czekala, seconded by Lotz, that this Report be placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey City of Manitowoc Page 3 Public Safety Committee Meeting Minutes February 11, 2019 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 19-0155 Lifequest billing hardship request 182A-18-4859. Alderperson Howe read the notice to go into closed session. Moved by Czekala, seconded by McMeans to convene in closed session. The motion carried on roll call vote by the following vote: Aye: 5 - Howe, Czekala, McMeans, Brey, Lotz. Nay: none. 6. Convene into Closed Session The Public Safety Committee deliberated in closed session. (redacted - - Closed Session.) 19-0155 Lifequest billing hardship request 182A-18-4859. Moved by Brey Second by Czekala to reconvene in open session. Motion carried by the following vote: Aye: 5 - Howe, Czekala, McMeans, Brey, Lotz. Nay: none. 7. Reconvene in Open Session 19-0155 Lifequest billing hardship request 182A-18-4859. A motion for a fifty percent reduction of the bill was made by Alderperson McMeans, but it failed due to lack of second. A motion was made by Alderperson Brey to reduce the bill by $310.00. Moved by Brey, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 8.
