Roll Call Present: 5- Howe, McMeans, Czekala, Lotz and Brey 3. Public Comment The Public Safety Committee Chair declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made part of the official record. 4. Approval of Minutes and Monthly Reports 19-0256 February 2019 Public Safety Meeting Minutes Attachments: PS Meeting Minutes 02-11-19 Moved by Czekala, seconded by Brey, that these Minutes be accepted and placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 19-0257 February 2019 Police Department Monthly Report Attachments: February 2019 Police Department Monthly Report Moved by Czekala, seconded by Brey, that this Report be accepted and placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey City of Manitowoc Page 1 Public Safety Committee Meeting Minutes March 11, 2019 19-0259 February 2019 Building Inspection Summary Report Attachments: 02-2019 BI Summary Report Moved by Czekala, seconded by Brey, that this Report be accepted and placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 19-0260 Building Inspection Monthly Citation Report Attachments: BI Report 2018 - February 2019 FINAL Moved by Czekala, seconded by Brey, that this Report be accepted and placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 5. Discussion and Action Items - New Business 19-0255 Discussion regarding Jackson Elementary School drop off and pick up locations. Attachments: Jackson Elementary School - North 17th Street North 17th Street - Jackson Elementary School - 2019 Citizen Ashley Eick and Principal of Jackson Elementary School Duane Simmons were present to discuss the drop off and pick up locations for Jackson Elementary School. Department of Public Infrastructure will work on clearing snow from North 17th Street and possibly in the area of North 18th Street and Menasha Avenue. Alderperson James Brey suggested we look into applying for the safe route to school grant so a formal school drop off and pick up location can be funded. Moved by McMeans, seconded by Brey, that this Communication be placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey City of Manitowoc Page 2 Public Safety Committee Meeting Minutes March 11, 2019 19-0262 York Street Parking Discussion Attachments: IMG_1244 IMG_1245 IMG_1246 IMG_1247 Police Chief Nick Reimer explained he took a ride in the area on today's date and observed there was ample parking in the area for businesses. Alderperson Eric Sitkiewitz reminded the committee the original recommendation from the parking study was that the entire section be two hour parking. Adler Sitkiewitz stated the unlimited long term parking seems to be the issue in the area and will continue to be the issue as Lakeshore Technical College moves to the area. Moved by Czekala, seconded by McMeans, that this Communication be placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 19-0263 Discussion on ambulance collection. Alderperson Howe read the notice to go into closed session. Moved by Czekala, seconded by McMeans to convene in closed session. This motion carried on roll call vote by the following vote: Aye: 5 Howe, Czekala, McMeans, Brey, Lotz Nay: none. 6. Convene into Closed Session 19-0263 Discussion on ambulance collection. The Public Safety Committee deliberated in closed session. ( redacted - - Closed Session.) Moved by Brey, second by Lotz to reconvene in open session. Motion carried by the following vote: Aye: Howe, Czekala, McMeans, Brey, Lotz Nay: none. 7. Moved by Howe, seconded by McMeans, that this Communication be placed on file. The motion carried by the following vote: Aye: 5- Howe, McMeans, Czekala, Lotz and Brey 8.
