Discussion and Action Items - Old Business 19-0552 Manitowoc Sex Offender Residency Board Appeal for Michael Szente. Discussion and Action Items - New Business City of Manitowoc Page 2 Public Safety Committee Meeting Minutes June 10, 2019 19-0649 Request for no parking on the north side of Green Street from South 9th Street east to the end of the roadway, during school hours. Attachments: MPSD - NO PARKING ON THE NORTH SIDE OF GREEN STREET FROM SOUTH 9TH STREET Lincoln High School Principal, Lee Thennes along with School Resource Officer, Miranda Check were present to discuss their concerns about the current bus drop off and pick up location due to the realignment plan taking effect with the 2019-2020 school year. There will be approximately 350 more students attending Lincoln High next year. Because of the increase in students, Brandt Buses has estimated they will need five buses for drop off and pick up instead of the two buses they currently have. Principal Thennes also explained five buses is truly an estimate, because Brandt Buses will be revising their two mile policy to include more student who need transportation. The goal of this request is to ensure a safe spot for students to get dropped off and picked up. Assistant City Attorney, Liz Majerus will work with the Public Infrastructure department for proper language to draft the Ordinance amendment. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Jacobs 19-0645 An Ordinance to amend section 10.330(1) of the Manitowoc Municipal Code regulating U-Turns, Left-Hand Turns Prohibited - Penalty. Attachments: Ord to Amend Ch. 10.330 U-Turn Prohibitions Assistant City Attorney, Liz Majerus explained the Community Development department has been surveying high traffic areas of the City to identify signs that are no longer applicable. The propose amendment will revert the City back to State Statutes which regulates where a U-Turn is permissible and where it is not. Law Enforcement can still regulate U-Turns base on State Statutes, but there won't be any additional U-Turn prohibitions beyond those statutes. Moved by Lotz, seconded by Jacobs, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Jacobs City of Manitowoc Page 3 Public Safety Committee Meeting Minutes June 10, 2019 19-0646 Riverview Park emergency siren testing. Citizen Jay Muchin expressed his concern to Alder Williams about the noise level from the siren in Riverview Park. The siren is tested every Saturday every other week for one minute and three minutes. Fire Chief Todd Blaser obtained a decibel reading on May 18th. The initial readings were obtained within various areas of the park with reading ranging from 108 - 113 decibels. An additional reading was obtained outside the park with a reading not exceeding 108 decibels. Citizen Jay Muchin feels the particular day and time doesn't seem to be a good fit for the area in which the siren is located. Deputy Fire Chief Karl Koch explained a standard decibel reading when standing 100 feet from a siren should be 128 decibels. Fire Chief Todd Blaser is willing to come back to the committee with more information and evaluate how often and when the sirens are tested. 19-0650 Request to rescind aged outstanding parking tickets fees. Attachments: MTPD - Request to rescind aged outstanding parking tickets Assistant Chief Rob Barbier explained after several attempts to collect payment the Police Department would like to request to rescind several outstanding parking tickets.
