Roll Call Present: 5- Howe, Lotz, Czekala, Williams and Pelot 3. Public Comment The Public Safety Committee Chair declared the meeting open for public input. In accordance with policy the public input portion of the meeting is not made part of the official record. 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. Discussion and Action Items 19-1314 Two Hour Parking on York Street and North 9th Street. Attachments: 2-Hour Parking on York St. and North 9th Street A motion was made by Alderperson Lotz to eliminate the sunset clause on the current ordinance. Moved by Lotz, seconded by Pelot, that this Communication be placed on file and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 19-1313 Request to rescind unpaid outstanding parking tickets from 2004-2006. Attachments: Request to rescind outstanding parking tickets from 2004-2006 Moved by Williams, seconded by Lotz, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 19-1315 An Ordinance to amend Section 10.290 of the Manitowoc Municipal Code regulating Traffic Regulations - One Way Streets. Attachments: Ordinance to Amend 10 Moved by Lotz, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 19-1318 Amend Section 10.390 of the Manitowoc Municipal Code regulating Parking Prohibited on Menasha Avenue to reflect the changes due to the reconstruction. The motion carried by the following vote: City of Manitowoc Page 2 Public Safety Committee Meeting Minutes December 9, 2019 Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 19-1319 Request to reduce the speed limit on Waldo Boulevard from Memorial Drive to River Court to 25 MPH. Attachments: Map of Memorial Drive to Waldo Blvd. Waldo Map and recommendation A motion was made by Alderperson Lotz to reduce the speed limit on Waldo Boulevard from Memorial Drive to River Court to 25 miles per hour. Moved by Lotz, seconded by Czekala, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 19-1316 An Ordinance to create Section 14.230 of the Manitowoc Municipal Code regulating Unlawful Massage Therapy Practices. Attachments: Memo re Massage Therapy Regulations Ord to Create 14 - Massage Therapy Moved by Lotz, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 19-1320 Discussion regarding Building Inspection Monthly Citation Report. Assistant City Attorney explained this report is not used internally and become cumbersome to produce. The Public Safety Committee would like to see a citation report quarterly. Moved by Czekala, seconded by Lotz, that this Communication be placed on file. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 6. Convene in Closed Session City of Manitowoc Page 3 Public Safety Committee Meeting Minutes December 9, 2019 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 19-1317 Lifequest billing dispute 182A-18-2928. Alderperson Howe read the notice to go into closed session. Moved by Williams, seconded by Lotz, to convene in closed session. The motion carried on roll call vote by the following vote: Aye: 5 - Howe, Lotz, Czekala, Williams, and Pelot. Nays: None. The Public Safety Committee deliberated in closed session. (redacted - - Closed Session) Moved by Czekala, seconded by Williams to reconvene in open session. Motion carried by the following vote: Aye: 5 - Howe, Lotz, Czekala, Williams, and Pelot. Nay: None. 7. Reconvene in Open Session 19-1317 Lifequest billing dispute 182A-18-2928. A motion was made by Alderperson Czekala to deny the request and work with City staff to setup a payment plan. Moved by Czekala, seconded by Williams, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 5- Howe, Lotz, Czekala, Williams and Pelot 8.
