Meeting also available via Remote Conferencing 1. Call to Order 2. Roll Call Present: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 3. Public Comment Alder McMeans declared the meeting open for public comment. In accordance with policy, the pubic input portion of the meeting is not made part of the official record. 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. Discussion and Action Items 20-0911 Request for no parking areas on South 16th Street between Clark Street and Franklin Street to allow for safer pedestrian crossing. Attachments: Request for no parking on S. 16th St between Clark St and Franklin St. -WAF City of Manitowoc Engineering Division Manager, Greg Minikel will work with Wisconsin Aluminum Foundry Safety Specialist, Brandon Nickels to add no parking areas on South 16th Street between Clark Street and Franklin Street. Moved by Novak, seconded by Czekala, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 20-0912 Request for a stop sign at the intersection of North 23rd Street and La Follette Avenue. Attachments: N 23RD ST INTERSECTIONS - 2017-2020 Request for a stop sign at the intersection of N 23rd St. and La Follette Ave. Moved by Novak, seconded by Czekala, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey City of Manitowoc Page 2 Public Safety Committee Meeting Minutes September 15, 2020 20-0913 Request to reduce the speed limit on Waldo Boulevard from North 20th Street to North Rapids Road to 25 MPH. Attachments: Request to reduce speed limit on Waldo Blvd to 25mph Waldo Blvd - Photos 2100 - 3900 BLK - WALDO BLVD 2015-2020 - ACCIDENTS Police Chief Nick Reimer expressed his concerns about the speed in the area and feels the time would be right since the roadway is closed. Chief Reimer explained if the speed limit is reduced, speed boards and flags would need to be used when reopening the roadway for traffic calming measures. Citizen Paul Bratz who resides on Waldo Boulevard feels very strongly the speed limit should be reduced because vehicles are traveling much greater than the posted 35 MPH speed limit. At this time the committee does not support this change. Moved by Czekala, seconded by Vanderkin, that this Request be placed on file. The motion carried by the following vote: Aye: 4- Czekala, Vanderkin, McMeans and Bailey Nay: 1- Novak 20-0914 An Ordinance to amend Section 10.010 of the MMC regulating Provisions of State Law Adopted by Reference (Traffic Regulations). Attachments: 10.010 Ord to reduce speed limit on Plank Road Plank Rd speed limit reduction Moved by Novak, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 20-0915 An Ordinance to amend Section 10.390 of the MMC regulating Parking Prohibited. Attachments: Ord to Amend 10.390 re parking at Manila no parking on Manila St at S 10th St. Moved by Czekala, seconded by Vanderkin, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 6.
