Present: 5- Czekala, Novak, Vanderkin, McMeans and Bailey
3. Public Comment
Alder McMeans declared the meeting open for public comment. In
accordance with policy, the pubic input portion of the meeting is not made
part of the official record.
4. Consent Agenda
These items will be approved by one motion unless any Committee Member wishes to remove an
item for discussion.

Moved by Novak, seconded by Czekala, to accept the Consent Agenda Items and
recommendations of the various committees The motion carried by the following
vote:

5. Discussion and Action Items
20-0911 Request for no parking areas on South 16th Street between Clark Street
and Franklin Street to allow for safer pedestrian crossing.

City of Manitowoc Engineering Division Manager, Greg Minikel will work
with Wisconsin Aluminum Foundry Safety Specialist, Brandon Nickels to
add no parking areas on South 16th Street between Clark Street and
Franklin Street.
Moved by Novak, seconded by Czekala, that this Request be approved and
referred to Council. The motion carried by the following vote:
Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey
20-0912 Request for a stop sign at the intersection of North 23rd Street and La
Follette Avenue.

20-0913 Request to reduce the speed limit on Waldo Boulevard from North 20th
Street to North Rapids Road to 25 MPH.

2100 - 3900 BLK - WALDO BLVD 2015-2020 - ACCIDENTS
Police Chief Nick Reimer expressed his concerns about the speed in the
area and feels the time would be right since the roadway is closed. Chief
Reimer explained if the speed limit is reduced, speed boards and flags
would need to be used when reopening the roadway for traffic calming
measures. Citizen Paul Bratz who resides on Waldo Boulevard feels very
strongly the speed limit should be reduced because vehicles are traveling
much greater than the posted 35 MPH speed limit. At this time the
committee does not support this change.
Moved by Czekala, seconded by Vanderkin, that this Request be placed on file.
The motion carried by the following vote:
Aye: 4- Czekala, Vanderkin, McMeans and Bailey
Nay: 1- Novak
20-0914 An Ordinance to amend Section 10.010 of the MMC regulating Provisions
of State Law Adopted by Reference (Traffic Regulations).

Prohibited.

A motion was made by Jeremiah Novak, seconded by Steven Czekala, that this
meeting be adjourned at 6:50 p.m. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.
