20-1205 Discussion and possible action regarding the traffic speed on Broadway
Street between North Rapids Road and Harvest Circle.
A motion was made to reduce the speed limit on Broadway Street between
Michigan Avenue and Harvest Circle to 25 miles per hours, to increase
signage in the area as Public Infrastructure sees fit, and to contact the
Town of Manitowoc Rapids about reducing the speed limit on the west side
of Broadway Street.
Moved by Novak, seconded by Vanderkin, that this Communication be approved
and referred to council. The motion carried by the following vote:
Aye: 4- Czekala, Novak, Vanderkin and Bailey
20-1198 Sex offender residency appeal for Michael Dean.
Appeal was approved for 90 days in a TLP home. Another appeal must be
turned in for any other location in the City of Manitowoc.
Moved by Novak, seconded by Vanderkin, that this Request be approved and
referred to Council. The motion carried by the following vote:

20-1199 Lakeshore Humane Society agreement between the cities of Manitowoc
and Two Rivers.
Moved by Novak, seconded by Vanderkin, that this Agreement be approved and
referred to Council. The motion carried by the following vote:

20-1200 Request to move the Rectangular Rapid Flash Beacon in the area of
Waldo Boulevard at North 15th Street from the west side of the street to the
east side.
Moved by Novak, seconded by Vanderkin, that this Request be approved and
referred to Council. The motion carried by the following vote:

20-1201 Amendments to Snow, Weed, and Forestry Ordinance and forfeiture
schedules.
Moved by Novak, seconded by Vanderkin, that this Ordinance be approved and
referred to Council. The motion carried by the following vote:

20-1202 Ordinance to amend snowmobile regulations.

20-1203 Proposed Ordinance to regulate outdoor lighting.

20-1206 Ordinance to establish forfeiture amount for violations of 14.030, Rabies.

20-0580 Request to add stop signs at the intersection of Summit Street and South
9th Street.
A motion was made to remove the yield signs on Summit Street at North
9th Street and to install stop signs on North 9th Street at Summit Street for
northbound and southbound traffic.
Moved by Novak, seconded by Vanderkin, that this Request be approved and
referred to Council. The motion carried by the following vote:

8. Convene in Closed Session
A motion was made by Jeremiah Novak, seconded by Brett Vanderkin, to
convene in closed session. The motion carried by the following vote:
Aye: 4- Czekala, Novak, Vanderkin and Bailey
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:
20-0804 LifeQuest EMS hardship request, call 182A-19-2213
20-1204 LifeQuest EMS billing dispute, call 182A-20-2504A.

A motion was made by Jeremiah Novak, seconded by Aaron Bailey, to
reconvene in open session. The motion carried by the following vote:

20-0804 LifeQuest EMS hardship request, call 182A-19-2213
A motion was made to allow a payment plan to be setup on the LifeQuest
recommended adjustment amount of $243.88.
Moved by Novak, seconded by Vanderkin, that this Request be approved and
referred to council. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting will be held in Council Chambers and is also being conducted via Zoom
remote conferencing. Members of the public may call to listen in at 888 475 4499 US

Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility. The above governmental body will meet to discuss and possibly take
action on the agenda items set forth below.
