recommendations of the various committees The motion carried by the following

21-0031 Request to reduce the speed limit on the west end of Waldo Boulevard
from 35 miles per hour to 25 miles per hour.

A motion was made by Novak to reduce the speed limit to 25 miles per hour and
install a lighted radar board. Due to a lack of second, the motion failed. A
motion was made by Novak, seconded by Czekala, to install a speed radar board
in the area of Waldo Boulevard and Fleetwood Drive. This Request is being
referred to the Finance Committee due to the cost associated with the radar
board installation. The motion carried by the following vote:

21-0032 Request to remove three parking stalls on South 8th Street in from of Stand
Adventures.
Moved by Novak, seconded by Czekala, that this Request be placed on file. The
motion carried by the following vote:

21-0033 Request for unlimited parking on South 14th Street between Washington
Street and Marshall Street.

21-0034 Joint Powers Agreement between Manitowoc County Joint Dispatch
Center and the City of Manitowoc effective March 1, 2021.

Moved by Czekala, seconded by Novak, that this Agreement be approved and
referred to Council. The motion carried by the following vote:

A motion was made by Steven Czekala, seconded by Jeremiah Novak, to
convene in closed session. The motion carried by the following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:
20-1204 LifeQuest EMS billing dispute, call 182A-20-2504A.

8. Reconvene in Open Session
A motion was made by Jeremiah Novak, seconded by Steven Czekala, to
reconvene in open session. The motion carried by the following vote:

20-1204 LifeQuest EMS billing dispute, call 182A-20-2504A.
A motion was made by Alderperson Novak to rescind the charges.
Moved by Novak, seconded by Czekala, that this Request be accepted and
referred to Council. The motion carried by the following vote:

9. Adjournment
A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above

This meeting will be held in Council Chambers and is also being conducted via Zoom

gather information about the subject matter over which they have decision making
responsibility. The above governmental body will meet to discuss and possibly take
