Meeting also available via Remote Conferencing 1. Call to Order 2. Roll Call Present: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 3. Public Comment Alder McMeans declared the meeting open for public comment. In accordance with policy, the public comment portion of the meeting is not made part of the official record. 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: None. Moved by Czekala, seconded by Vanderkin, that this Action Item be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 20-1203 Ordinance to regulate outdoor lighting. Attachments: Outdoor lighting memo.pdf Ord to Create 18.040 Outdoor Lighting 2nd Version.pdf Ord to Create 18.pdf Assistant City Attorney Majerus explained this ordinance was brought forward to committee back in December of 2020 where committee approved it but then it was not taken up by Council. A that time there were concerns regarding holiday lighting. Holiday lighting has since been added and defined in the ordinance. Moved by Novak, seconded by Czekala, that this Ordinance be approved and referred to Council. Convene in Closed Session A motion was made by Steven Czekala, seconded by Brett Vanderkin, to convene in closed session. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 21-0131 LifeQuest hardship request, call 182A-20-3581. (Closed session portion of the Minutes has been redacted.) 7. Reconvene in Open Session A motion was made by Jeremiah Novak, seconded by Steven Czekala, to reconvene in open session. A motion was made by Alder Czekala for a payment plan to be setup. Moved by Czekala, seconded by Bailey, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 8. This meeting will be held in Council Chambers and is also being conducted via Zoom remote conferencing.
