Attachments: S. 10th Street and Division Street Request.pdf S 10TH ST - DIVISION ST Accident Data.pdf Map of S. 10th St. - Division to South.pdf This request is to extend the no parking on the east side of South 10th Street all the way to Division Street. Per engineering staff this would extend the no parking about 175 feet. Moved by Czekala, seconded by Vanderkin, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 21-0320 Crime Prevention Committee amended bylaws. Attachments: Crime Prevention Committee Bylaws.pdf The Crime Prevention Committee voted to change the presentation of the Crime Prevention Award from April to October of each year. Moved by Czekala, seconded by Vanderkin, that this Action Item be approved and referred to Council. Attachments: Ord to amend bond schedule_.pdf Moved by Czekala, seconded by Vanderkin, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 21-0321 Discussion regarding Ordinance 18.040 regulating outdoor lighting. Attachments: Ord to Create 18.040 Outdoor Lighting.pdf Lighting ordinance concerns - Jeff amd Margaret Seidl .pdf Outdoor Lighting concerns - Richard Kunz.pdf Alder Brey asked for this item to be brought back to Public Safety because there were some concerns about the defined exceptions in this ordinance and how it was going to be enforced. Fire Chief Todd Blaser and Inspection Supervisor Bill Nichols prepared and presented a Powerpoint to explain the intent of this ordinance and how enforcement action will be taken. Moved by Novak, seconded by Czekala, that this Communication be placed on file and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 7. Convene in Closed Session A motion was made by Steven Czekala, seconded by Brett Vanderkin, to convene in closed session.. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 21-0322 Lifequest hardship request, call 184A-20-4177. (Closed session portion of the Minutes has been redacted.) Reconvene in Open Session A motion was made by Steven Czekala, seconded by Brett Vanderkin, to reconvene in open session. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 21-0322 Lifequest hardship request, call 184A-20-4177. A motion was made by Alder Czekala for a payment plan to be setup. Moved by Czekala, seconded by Vanderkin, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 5- Czekala, Novak, Vanderkin, McMeans and Bailey 9. This meeting will be held in Council Chambers and is also being conducted via Zoom remote conferencing.
