21-0318 Request to extend the No Parking on South 10th Street in the area of
Division Street.

This request is to extend the no parking on the east side of South 10th
Street all the way to Division Street. Per engineering staff this would
extend the no parking about 175 feet.
Moved by Czekala, seconded by Vanderkin, that this Request be approved and
referred to Council. The motion carried by the following vote:

21-0320 Crime Prevention Committee amended bylaws.

The Crime Prevention Committee voted to change the presentation of the
Crime Prevention Award from April to October of each year.
Moved by Czekala, seconded by Vanderkin, that this Action Item be approved
and referred to Council. The motion carried by the following vote:

21-0319 An Ordinance to establish forfeitures for various violations of Chapter 10 of
the MMC regulating traffic.

Moved by Czekala, seconded by Vanderkin, that this Ordinance be approved and
referred to Council. The motion carried by the following vote:

21-0321 Discussion regarding Ordinance 18.040 regulating outdoor lighting.

Alder Brey asked for this item to be brought back to Public Safety because
there were some concerns about the defined exceptions in this ordinance
and how it was going to be enforced. Fire Chief Todd Blaser and
Inspection Supervisor Bill Nichols prepared and presented a Powerpoint to
explain the intent of this ordinance and how enforcement action will be
taken.
Moved by Novak, seconded by Czekala, that this Communication be placed on
file and referred to Council. The motion carried by the following vote:

7. Convene in Closed Session
A motion was made by Steven Czekala, seconded by Brett Vanderkin, to
convene in closed session.. The motion carried by the following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:

8. Reconvene in Open Session
A motion was made by Steven Czekala, seconded by Brett Vanderkin, to
reconvene in open session. The motion carried by the following vote:

21-0322 Lifequest hardship request, call 184A-20-4177.
A motion was made by Alder Czekala for a payment plan to be setup.
Moved by Czekala, seconded by Vanderkin, that this Request be approved and
referred to Council. The motion carried by the following vote:

9. Adjournment

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting will be held in Council Chambers and is also being conducted via Zoom
remote conferencing. Members of the public may call to listen in at 888 475 4499 US
Toll-free, Meeting ID: 884 7940 2529, Password: 937403.
Those wishing to make public comment should email anoworatzky@manitowoc.org
or call 686-6559 with their comment no later than 3:00 p.m. Central the day of the
meeting.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
