Present: 4- Czekala, Novak, Vanderkin and McMeans
Absent: 1- Bailey
3. Public Comment
Alderperson McMeans declared the meeting open for public comment. In
accordance with policy, the public comment portion of the meeting in not
made part of the official record.
4. Consent Agenda
These items will be approved by one motion unless any Committee Member wishes to remove an
item for discussion.
REMOVAL OF CONSENT AGENDA ITEMS: None.
Approval of the Consent Agenda
Moved by Czekala, seconded by Novak, to accept the Consent Agenda Items and
recommendations of the various committees The motion carried by the following
vote:

21-0235 Discussion and possible action to change downtown parking,
recommending to deny the request

Nick Mueller from the Community Development Department was present to
address the request and questions regarding downtown parking.
Moved by Czekala, seconded by Vanderkin, that this Request be denied and
referred to Council. The motion carried by the following vote:
Aye: 4- Czekala, Novak, Vanderkin and McMeans
21-0236 Discussion and possible action regarding the 2018 parking study.

A motion was made by Alderperson McMeans to recommend the Mayor's
office to appoint a parking manager role to oversee the parking system
and downtown parking authority.
Moved by McMeans, seconded by Czekala, that this Action Item be approved and
referred to Council. The motion carried by the following vote:
Aye: 4- Czekala, Novak, Vanderkin and McMeans
A motion was made by Alderperson Novak to draft an ordinance to allow
unlimited parking on the east and west side of South 7th Street from
Franklin Street to Washington Street.
Moved by Novak, seconded by McMeans, that this Action Item be amended. The
motion failed by the following vote:
Aye: 2- Novak and McMeans
Nay: 2- Czekala and Vanderkin

6. Adjournment
A motion was made by Steven Czekala, seconded by Jeremiah Novak, that this
meeting be adjourned at 6:15 p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting will be held in Council Chambers and is also being conducted via Zoom
remote conferencing. Members of the public may call to listen in at 888 475 4499 US
Toll-free, Meeting ID: 884 7940 2529, Password: 937403.
Those wishing to make public comment should email anoworatzky@manitowoc.org
or call 686-6559 with their comment no later than 3:00 p.m. Central the day of the
meeting.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility. The above governmental body will meet to discuss and possibly take
action on the agenda items set forth below.

Any Committee Member may request removal of any item from the Consent Agenda, and such
