Discussion and Action Items 21-0854 Ordinance 16.350 of the Manitowoc Municipal Code regulating fences and hedges. Attachments: ORD TO REVISE FENCES AND HEDGES.pdf This Ordinance was requested by building inspection staff to clarify the heights, setbacks, and other regulations relating to residential fences on corner properties. Staff is often asked for clarification in these areas and the hope is this will eliminate the confusion. This ordinance did get approved by the Plan Commission. Moved by Reckelberg, seconded by Boldt, that this Ordinance be approved and referred to Council. Attachments: Alder Reckelberg - Traffic and Road Signage request.pdf Alder Reckelberg requested one-way street signs to be placed on the Northeast and Northwest corners of 8th Street and Washington Street. A work order will be completed for these signs to be installed. Moved by Vanderkin, seconded by Boldt, that this Communication be placed on file. Attachments: Alder Vanderkin - Request to make Madison Street and S. 13th Street a controlled intersection.pdf MADISON ST - S 13TH ST - 2018-2021.pdf Alder Vanderkin expressed his concern regarding the lack of controlled intersections in this area. Alder Vanderkin made a motion to make this intersection controlled. After further discussion, Alder Vanderkin withdrew his motion and made a new motion to place this item on file. Moved by Vanderkin, seconded by Reckelberg, that this Request be placed on file. The motion carried by the following vote: Aye: 5- Schlei, Vanderkin, Beeman, Boldt and Reckelberg 21-0866 Discussion and possible action on removing the South 8th Street and Franklin Street signals and adding a 4-way stop (to be implemented when the City transitions to 2-way streets downtown). Attachments: Mayor Nickels - S. 8th Street and Franklin Steet to 4-way stop.pdf Items 21-0866 and 21-0867 are related and were brought forward to start a discussion on adding 4-way stops versus traffic signals in the downtown area. City staff is working on preparing for the 2-way street transition and if equipment is needed, due to turnaround time, this equipment will need to be ordered. There was a discussion today amongst city staff and there are pros and cons to both options. a recommendation was made to leave the existing traffic signs there and add stop signs with flashing lights to test the flow of traffic. This item was tabled for further discussion in the future. Moved by Reckelberg, seconded by Vanderkin, that this Action Item be tabled. The changes proposed in this ordinance are intended to reduce the number of unlawful firework displays in the City, eliminate the sale of illegal fireworks within the City, and hold those who violate the fireworks statute or allow minors in their care to violate the fireworks statute accountable. Moved by Reckelberg, seconded by Vanderkin, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Vanderkin, Beeman, Boldt and Reckelberg 6.
