3. Public Comment
Public Safety Vice Chair Alderperson Reckelberg declared the meeting
open for public input. In accordance with policy, the public input portion of
the meeting is not made part of the official record.
4. Consent Agenda
These items will be approved by one motion unless any Committee Member wishes to remove an
item for discussion.
REMOVAL OF CONSENT AGENDA ITEMS: None.
Approval of the Consent Agenda
Moved by Schlei, seconded by Kaderabek, to accept the Consent Agenda Items
and recommendations of the various committees The motion carried by the
following vote:

23-0112 Police Department Regional Shoot House

Police Chief Nick Reimer is looking for approval to secure funding to
construct a regional shoot house on the gravel pit property on Hecker
Road. Officer Jeremy Weber explained a regional shoot house would
provide live fire training in a 360-degree environment to law enforcement
personnel. DPI/Engineering staff has mapped out a portion of land suitable
for this project (see attached map). A motion was made to approve the
request to secure grant funding for this project.
Moved by Schlei, seconded by Kaderabek, that this Request be approved and
referred to Council. The motion carried by the following vote:
Aye: 3- Schlei, Reckelberg and Kaderabek
Excused: 2- Vanderkin and Boldt
23-0113 Ordinance to create section 10.460 of the MMC regulating parking of
recreational vehicles (RV's) and truck campers on City streets.

Moved by Schlei, seconded by Kaderabek, that this Ordinance be approved and
referred to Council. The motion carried by the following vote:

6. Convene in Closed Session
A motion was made by Alderperson Darian Kaderabek, seconded by Chairperson
Bill Schlei, to convene in closed session at 5:51 p.m. The motion carried by the
following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:
23-0114 LifeQuest billing dispute, call 182A-22-2540.

7. Reconvene in Open Session
A motion was made by Alderperson Darian Kaderabek, seconded by Chairperson
Bill Schlei, to reconvene in open session at 6:02 p.m. The motion carried by the
following vote:

Excused: 2- Vanderkin and Boldt
23-0114 LifeQuest billing dispute, call 182A-22-2540.
A motion was made to rescind the charges.
Moved by Kaderabek, seconded by Schlei, that this Request be approved and
referred to Council. The motion carried by the following vote:

8. Adjournment
A motion was made by Chairperson Bill Schlei, seconded by Alderperson Darian
Kaderabek, that this meeting be adjourned at 6:05 p.m. The motion carried by
the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Those attending the meeting via
Zoom who wish to give public input are asked to keep their microphone muted until
public input is opened to improve audio quality for all attendees. Those using their
phone to call in may hit *6 to mute and unmute themselves.

Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
