Discussion and Action Items 23-0216 Prohibited Dangerous Animal objection by Tamra Bolle for Majestic. Tamra Bolle, owner of "Majestic" was present to contest the order she received to remove her dog from the City limits of Manitowoc. Mason Benzinger the step-father of the individual bit by "Majestic" was also present to discuss his concerns about the dog and why he feels the dog should be ordered out of the City. Chief Reimer explained after receiving correspondence from Mason Benzinger an investigation took place and it was determined "Majestic" meets the definition of a "prohibited dangerous animal" pursuant to MMC 14.020(2)(C). A notice was sent to Tamra Bolle ordering "Majestic" out of the City limits of Manitowoc. Tamra contested the order which then required the matter to be placed on the Public Safety agenda to be reviewed by the Public Safety Committee. A motion was made by Alderperson Reckelberg to move forward with the recommendation from Police Chief Reimer and order to remove the dog "Majestic" from the City limits of Manitowoc. Moved by Reckelberg, seconded by Vanderkin, that this Action Item be accepted and placed on file. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt City of Manitowoc Page 2 Public Safety Committee Meeting Minutes March 13, 2023 23-0215 Traffic concern on Waldo Boulevard in the area of Rapids Road and North 40th Street. Attachments: Waldo Blvd traffic concern - Tony Rodriguez Tony Rodriguez a resident from North 40th Street informed the Public Safety Committee about his concern with the speed limit on Waldo Boulevard. Tony explained traffic speeds through this area making it very dangerous. Tony would like to see either a reduction in the speed limit or possibly a plan to install a round-a-bout at the intersection of North Rapids Road and Waldo Boulevard. A motion was made by Alderperson Schlei to install a radar display board like the one installed on Waldo Boulevard at Fleetwood Drive in the Southbound direction of travel on Waldo Boulevard somewhere between North Rapids Road and Fleetwood Drive. Moved by Schlei, seconded by Reckelberg, that this Action Item be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 23-0213 An Ordinance to amend and repeal portions of section 10.390 of the MMC regulating parking on South 10th Street. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt City of Manitowoc Page 3 Public Safety Committee Meeting Minutes March 13, 2023 23-0214 Pedestrian crossing concern at the intersection of South 8th Street and Marshall Street. Attachments: S. 8th Street and Marshall Street - Laura Stecker S. 8th Street and Marshall Street - Charlene Bordeau Several parents along with Pastor Hoff from First German Lutheran School expressed their concern about pedestrian crossing at the intersection of South 8th Street and Marshall Street. During before-school and after-school hours, many young children cross at this intersection and since the 2-way traffic conversion, they feel there is a noticeable change in the traffic pattern. Several recommendations such as making the intersection a 4-way stop, adding flashing lights, and providing a school crossing guard were made. After some discussion, no action was taken on this item at this time. Police Chief Reimer will request more enforcement in this area and members of First German will work on possibly coming up with funds to install pedestrian crossing signs or provide a crossing guard. Collin Braunel will also discuss with the school board if there are any options they can provide. 23-0217 Discussion and possible action on removing parking in the 900 block of Marshall Street. Attachments: Removal of Parking in the 900blk or Marshall St. 20230307_131403 20230307_131406 Proposed Ordinance Change for No Parking North Side of Marshall St_ Marshall St & S. 10th St Alderperson Brey explained he received a call from Mr. Chase from Chase Financial Services located at 1035 S. 10th Street. Mr. Chase is having issues with parking on the North side of Marshall Street in the 900 block. There is a small curb line between Mr. Chase's driveway and the Manitowoc County building that is often used as a parking spot. This space isn't long enough for a vehicle to park and be 4 feet away from both driveways. Mr. Chase is requesting this area be changed to no parking. Moved by Vanderkin, seconded by Reckelberg, that this Action Item be approved and referred to Council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt City of Manitowoc Page 4 Public Safety Committee Meeting Minutes March 13, 2023 23-0218 Request to change two parking stalls in front of Mikadow Theater on Washington Street to a loading and unloading zone. Attachments: Mikadow Theater Washington St aerial photo - mikadow Theater The owner of the Mikado Theater will work with Police Chief Reimer and DPW staff to identify the temporary loading zone needs and to determine proper signage at the owner's expense. Moved by Reckelberg, seconded by Vanderkin, that this Action Item be approved and referred to council. The motion carried by the following vote: Aye: 5- Schlei, Reckelberg, Vanderkin, Kaderabek and Boldt 23-0219 Automatic Aid Agreement between the City of Manitowoc and the City of Two Rivers.
