Discussion and Action Items 23-0736 Request for "No Parking - Loading Zone" at 810 South 18th Street. Attachments: 810 S. 18th Street A motion was made to table this item until November when the construction in the area is complete. The committee requested contact be made with Wisconsin Aluminum Foundry to determine what their parking arrangements will be. Moved by Boldt, seconded by Beeman, that this Request be tabled and brought back in November. The motion carried by the following vote: Aye: 5- Kaderabek, Boldt, Beeman, Cummings and Vanderkin 23-0660 Request for flashing pedestrian signs at the intersections of North 18th and New York Avenue and North 18th and Wisconsin Avenue. Attachments: Flashing Ped N. 18th and New York Ave and N 18th and Wiscinsin Ave N 18th ped signs Aerial Map of N. 18th St. Michigan to Waldo Stopping Sight Distance Information Engineering Division Manager Greg Minikel reviewed the area and feels the best location for flashing pedestrian crossing would be New York Avenue and North 18th Street. A motion was made to approve the request and add it to the 2024 project budget. Moved by Boldt, seconded by Kaderabek, that this Action Item be approved and referred to Council. The motion carried by the following vote: Aye: 5- Kaderabek, Boldt, Beeman, Cummings and Vanderkin 23-0733 Request for "15 Minute Loading Zone" parking stall on the North side of Jay Street in the 800 block. (See attached photo) Attachments: Jay Street Loading Zone - Doneff Moved by Vanderkin, seconded by Kaderabek, that this Request be denied and referred to Council. Attachments: Discuss MMC 6.120 Lighting Fires A motion was made to direct Fire Chief Blaser to work with the City Attorney to review and draft necessary amendments to MMC 6.120. This should be brought back to Public Safety once complete. Moved by Vanderkin, seconded by Beeman, that this Communication be placed on file. The motion carried by the following vote: Aye: 5- Kaderabek, Boldt, Beeman, Cummings and Vanderkin 23-0739 Ordinance to amend section 18.090 of the Manitowoc Municipal Code regulating Electrical Permits. Attachments: ORD TO AMEND 18.090 ELECTRICAL PERMITS Moved by Vanderkin, seconded by Kaderabek, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Kaderabek, Boldt, Beeman, Cummings and Vanderkin City of Manitowoc Page 3 Public Safety Committee Meeting Minutes September 11, 2023 23-0740 Ordinance to amend section 16.150 of the Manitowoc Municipal Code regulating Minimum Property Maintenance Standards. Attachments: PS re 16.150 Inspection Supervisor Bill Nichols explained this ordinance was amended to require landlords of single units to provide garbage disposal services to their tenants. Furthermore, this amendment also better defines temporary housing and allows temporary housing to be established for 10 days in a 12-month period instead of 30 days. A motion was made by Alder Vanderkin to approve the ordinance and seconded by Alder Boldt. An amendment to the motion was made by Alder Bolt to strike section 1(2) defining recreational vehicles and temporary housing and section (3)(b) the number of days a person is permitted to stay on a premises and seconded by Alder Kaderabek. Alder Vanderkin voted no to the amendment. Moved by Boldt, seconded by Kaderabek, that this Ordinance be approved as amended and referred to Council. The motion carried by the following vote: Aye: 4- Kaderabek, Boldt, Beeman and Cummings Nay: 1- Vanderkin 23-0741 Ordinance to amend section 14.140 of the Manitowoc Municipal Code regulating Loud Noise. Attachments: PS re 14.140 Moved by Boldt, seconded by Beeman, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 5- Kaderabek, Boldt, Beeman, Cummings and Vanderkin 6. Convene in Closed Session A motion was made by Alderperson Brett Vanderkin, seconded by Alderperson Darian Kaderabek, to convene in closed session at 7:30 p.m. The motion carried by the following vote: Aye: 5- Kaderabek, Boldt, Beeman, Cummings and Vanderkin City of Manitowoc Page 4 Public Safety Committee Meeting Minutes September 11, 2023 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.
