900 Quay Street City of Manitowoc Manitowoc, WI 54220 www.manitowoc.org Meeting Minutes - Final Room Tax Commission Wednesday, May 23, 2018 5:00 PM City Hall Council Chambers Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby given to the public, to the Herald-Times-Reporter, the official newspaper of Manitowoc, and to those news media who have filed a written request for this notice that a meeting of the above-referenced will be held at the date, time and location listed above. Notice is hereby given that a majority of the Common Council of the City of Manitowoc, or a standing committee of that body, may be present at this meeting to gather information about the subject matter over which they have decision making responsibility. The above governmental body will meet to discuss and possibly take action on the agenda items set forth below. Call to Order Roll Call Present: 4- Nickels, Sitkiewitz, Sparacio and Reilly Absent: 2- McMeans and Brey Approval of Minutes 18-0458 Approval of minutes from Monday, April 16, 2018 Attachments: 04-16-2018 Minutes Moved by Sitkiewitz, seconded by Sparacio, that the Minutes be approved. The motion carried. Ayes, 10. Nays, none Discussion and Action Items 18-0342 Request from Capitol Civic Centre for $100,000.00 from the Room Tax Reserve Fund for renovations to the Capitol Civic Centre. City of Manitowoc Page 1 Room Tax Commission Meeting Minutes - Final May 23, 2018 Attachments: 1_CCC LOBBY EXPANSION - Old Pub Space 2_CCC LOBBY EXPANSION STAIRS 3_CCC 2nd FLOOR PANORAMA 4_CCC 2nd FLOOR LOBBY RESTROOMS 5_CCC NEW SEATING 6_CCC NEW LOBBY BAR -- will be larger than rendering indicates 7a_CCC Economic Impact 7b_CCC ACT TWO PROJECTS BUDGET 7c_CCC 2017-18 BOARD OF DIRECTORS Discussion: Matt Schliesman gave an overview of Act II of their capital campaign. They are planning a $2.5 million capital campaign. The request is for $100,000 from the Room Tax Commission for the campaign. Motion to approve $25,000 per year for 4 consecutive years with the first payment being made January 1, 2019 and the final payment made on January 1, 2022. Further, that the Capitol Civic Centre will have a city representative that is appointed by the Mayor and approved by the Common Council as an ad-hoc member on the Capitol Civic Centre Board of Directors during the duration of funding. The first payment on January 1, 2019 will come from the $50,000 budgeted for a professional video in the 2018 room tax commission budget. Further, the Capitol Civic Centre will not ask the city for any further dollars during the duration of the of funding. The room tax commission also retains the right to stop funding if the project is stalled or does not happen. Moved by Nickels, seconded by Sitkiewitz, that this request be approved. The motion carried. Ayes, 10. Nays, none 18-0464 Update from 2017 Windigo Fest No discussion since this was discussed at a previous meeting. 18-0457 Discussion and possible action on Windigo Fest Discovery Grant request Attachments: Windigo Fest Grant Application Discussion and possible action on Windigo Fest Discovery Grant Request Dawn Dabeck provided an overview of the planned 2018 Windigo Fest and the changes they are planning for the event, including adding Sunday as a day. Motion to approve $6,500 for the 2018 Windigo Fest from Discover Manitowoc Grant fund. Moved by Sitkiewitz, seconded by Nickels, that this request be approved. The motion carried. Ayes, 10.
