Tuesday, June 4, 2019 5:00 PM City Hall Council Chambers
Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.

Moved by Brey, seconded by Reilly, that these Minutes be approved. The motion
carried by the following vote:

19-0565 Discussion and possible action on Discover Manitowoc Grant request for
Subfest 2019

・ Karen Duvalle presented the event details and funding request. She
indicated that the funding request for 2019 was lowered from the 2018
request. She added event details, such as in celebration of the 50th
anniversary of the museum they would be offering 50 cent admission to
all on Sunday of the event. Friday will be opening event for sponsors on
the roof deck; Saturday will be the bulk of events and outdoor activities
including a kayak and paddle board race, live music and a boat parade;
Sunday’s focus will be on the museum itself. They have right-sized the
event for the resources they have and learned from prior years. McMeans
indicated his support for their past efforts and what the event does.
Kroner stated the remaining balance for the Discover Manitowoc Grant Fund
after this award would be $13,941.
Moved by McMeans, seconded by Reilly, to approve the $8,000 request. The
motion carried by the following vote:

19-0567 Discussion and possible action on request from Erin LaBonte for Public Arts
funding

Erin Labonte presented her request for $7,000 in funds to be set aside for
public arts projects in 2019. When coupled with other funds and donations
received, this award would allow completion of two murals in the City’s
downtown. One would be placed on the Vagabond Studios building with the
theme of celebrating the Sister City connection. The other will be a tribute to
Ron Stokes and will be completed as part of ArtSlam as a community paint by
number image of one of Ron Stokes artworks. She is still looking for location
for this one. McMeans expressed that approval of location desired should be
approved by the Mayor prior to be painted, and that the City would cut the
check for that mural once the location is known and approved.
Moved by Brey, seconded by McMeans, to approve the request of $2,000 for Sister
City mural, and to approve $5,000 for the Ron Stokes Mural subject to approval of
location by Mayor Nickels. The motion carried by the following vote:
