900 Quay Street City of Manitowoc Manitowoc, WI 54220 www.manitowoc.org Meeting Minutes - Final Room Tax Commission Thursday, June 3, 2021 4:30 PM City Hall Council Chambers and via Zoom remote conferencing software Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby given to the public, to the Herald-Times-Reporter, the official newspaper of Manitowoc, and to those news media who have filed a written request for this notice that a meeting of the above-referenced will be held at the date, time and location listed above. Notice is hereby given that a majority of the Common Council of the City of Manitowoc, or a standing committee of that body, may be present at this meeting to gather information about the subject matter over which they have decision making responsibility. This meeting is being conducted both in Council Chambers at City Hall and via Zoom to maximize opportunities for residents to attend. Those attending the meeting via Zoom who wish to give public input are asked to keep their microphone muted until public input is opened to improve audio quality for all attendees. Those using their phone to call in may hit *6 to mute and unmute themselves. The motion carried (6-0). City of Manitowoc Page 1 Room Tax Commission Meeting Minutes - Final June 3, 2021 Discussion and Action Items Closed Session Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 21-0517 Discussion and possible action on terms for an agreement with the MAVCB 21-0518 Discussion and possible action on future of tourism services provided to the City of Manitowoc Motion by Czekala, second by Sitkiewitz to enter closed session for items 21-0517 and 21-0518. Motion carried on a roll call vote (6-0) at 4:43 p.m. Aye: 6- Reilly, Tegen, Czekala, Brey, Sitkiewitz and Nickels 21-0517 Discussion and possible action on terms for an agreement with the MAVCB for tourism services 21-0518 Discussion and possible action on future room tax revenue expenditures for tourism promotion and development Reconvene in Open Session Motion by Brey, second by Sitkiewitz to return to open session. Motion carried on a roll call vote (6-0) at 5:27 p.m. Aye: 6- Reilly, Tegen, Czekala, Brey, Sitkiewitz and Nickels 21-0517 Discussion and possible action on terms for an agreement with the MAVCB for tourism services 21-0518 Discussion and possible action on future room tax revenue expenditures for tourism promotion and development 21-0519 Discussion and possible action on purchasing a bus to be used as a trolley Dan Koski provided an overview of the request for a backup vehicle in case the City trolley were to break down especially with the recent decision to start allowing special events to utilize the trolley. PI has located a used school bus in good condition for $4,000 that would serve as backup. Motion by Brey, second by Czekala to allocate $4,000 for the purchase of a school bus to serve as a backup to the City trolley. Motion carried (5-1), Sitkiewitz voted no.
