Historic Landmark Commission
Thursday, July 9, 2020 5:30 PM Multi-Purpose Room
This meeting was open to the public and conducted by video
conferencing with access to the public.
1. CALL TO ORDER
Chairman Smith called the meeting to order at 5:38 p.m. in the Multi-Purpose Room at
City Hall, 1200 East Broad Street, with the meeting being open to the public and notice
of said meeting, giving date, place, and subject thereof, having been posted as
prescribed by Chapter 551, Texas Government Code.
The Chairman noted that under Section 8700 of the Zoning Ordinance and the
Commission’s Rules of Procedure, three members of the Commission constituted a
quorum to do business.

2. APPROVAL OF MINUTES
20-3481 Minutes - Approval of the February 13, 2020 Historic Landmark
Commission Meeting Minutes
Chairman Smith called for approval of the minutes of the February 13, 2020 meeting.
Vice-Chairman Littlefield made a motion to approve the minutes as presented.
Commissioner Walker seconded the motion which carried by a vote of 3 to 0.
Aye: 3- Mark Walker; David Littlefield and Robert Smith
Nay: 0
Absent: 3- Amanda Kowalski; Houston Mitchell and Lynda Pressley
Abstain: 0

4. OTHER AGENDA ITEMS
20-3452 HLC#19-011: Consideration of Possible Changes to the City’s Historic
Markers
Mr. Wright gave a presentation on the proposed aluminum markers and stated that the
markers had a similar appearance, were lighter weight and less expensive than the
zinc markers.
After discussion, Vice-Chairman Littlefield made a motion to approve the
aluminum historic marker as presented. Commissioner Walker seconded the
motion which carried by a vote of 3 to 0.

Abstain: 0
20-3603 HLC#20-006: Consideration of an Application for Hotel/Motel Tax
Funding for the Historic Mansfield Preservation Grant Program
Chairman Smith stated that with the COVID-19 situation, it is possible that the
Commission may not receive funding from the Hotel/Motel Tax for next year.
Mr. Wright suggested that the Commission request $10,000 total. He also
recommended that Commission open the grant program to certain historic downtown
commercial buildings to assist with qualified rehabilitation projects, with priority still
given to owner-occupied residential properties.
After discussion, Commissioner Walker made a motion to proceed with the
application . Vice-Chairman Littlefield seconded the motion, which carried by
a vote of 3 to 0.

5. COMMISSION ANNOUNCEMENTS
Chairman Smith stated that Delia Jones, the Planning and Zoning Secretary, had
recently retired and expressed the Commission’s appreciation for her years of service.
Chairman Smith announced that he had ordered a plaque for her on behalf of the
Commission and asked Staff to make certain Ms. Jones received it.
6. STAFF ANNOUNCEMENTS
Mr. Wright asked the Commissioners to begin thinking about the Annual Vision and
Goals for next year and stated that the Commission’s Annual Report will be due in

October. He also stated that work on the Preservation Plan Update would be
scheduled for upcoming meetings.
Mr. Wright stated that work on the Man House has been delayed and it is unlikely that
the grand opening of the museum would be on Founder’s Day.
7. ADJOURNMENT OF MEETING
With no further business, Chairman Smith adjourned the meeting at 5:59 p.m.
