CALL TO ORDER Chairman Knight called the meeting to order at 6:00 p.m. in the City Council Chambers of City Hall, 1200 East Broad Street, with the meeting being open to the public and notice of said meeting, giving the date, place, and subject thereof, having been posted as prescribed by Chapter 551, Texas Government Code. Staff Present: Arty Wheaton-Rodriguez, Assistant Director of Planning Shirley Emerson, Planner I Jennifer Johnston, Development Coordinator Commissioners: Present 7 - Anne Weydeck;Blake Axen;Kent Knight;Stephen Groll;Justin Gilmore;David Goodwin and Michael Mainer 2. APPROVAL OF MINUTES 21-4464 Minutes - Approval of the December 6, 2021 Planning and Zoning Commission Meeting Minutes Commissioner Groll made a motion to approve the December 6, 2021 minutes as presented. CONSENT AGENDA 21-4473 SD#21-065: Final Plat of Lot 1, Block 1, Alliance Industrial Addition on 20.429 acres located at 75 Regency Parkway; JPH Land Surveying, Inc., surveyor, CRP/AI Mansfield Owner, L.P., owner and Alliance Industrial Company, developer Commissioner Mainer made a motion to approve the plat as presented. Vice-Chairman Axen seconded the motion which carried by the following vote: Aye: 7- Anne Weydeck; Blake Axen; Kent Knight; Stephen Groll; Justin Gilmore; David Goodwin and Michael Mainer Nay: 0 Abstain: 0 8. PUBLIC HEARINGS 21-4467 SD#21-070: Public hearing on a replat to create Lots 2R1A and 2R1B, Block 1, THR RTC; Randall E. Eardley of Wier & Associates, Inc. (engineer/surveyor) on behalf of Wes Johnston of Medcore Development, LLC (developer) and David Kulkarni of Haven at Mansfield, LLC (owner) Chairman Knight opened the public hearing at 6:04 p.m. and called for anyone wishing to speak to come forward. Seeing no one come forward to speak, Chairman Knight closed the public hearing at 6:04 p.m. After a brief discussion, Commissioner Gilmore made a motion to approve the replat as presented. Commissioner Weydeck seconded the motion which carried by the following vote: Aye: 7- Anne Weydeck; Blake Axen; Kent Knight; Stephen Groll; Justin Gilmore; David Goodwin and Michael Mainer Nay: 0 Abstain: 0 CITY OF MANSFIELD Page 2 Planning and Zoning Commission Meeting Minutes - Final January 18, 2022 21-4466 SUP#21-009: Public hearing and consideration of a request for a Specific Use Permit for an Auto Rental on approximately 5.82 acres being Lot 3, Block 1, Mansfield Commons located at 920 N US 287, Suite 306; The Commons at Walnut Creek 18, Owner; Avis Budget, proposed tenant/applicant Ms. Emerson, Planner I, gave a presentation and was available for question. Mr. Wagner, applicant, was available for questions. Chairman Knight opened the public hearing at 6:08 p.m. and called for anyone wishing to speak to come forward. Seeing no one come forward to speak, Chairman Knight closed the public hearing at 6:08 p.m. After a brief discussion, Vice-Chairman Axen made a motion to approve the Specific Use Permit as presented. Commissioner Groll seconded the motion which carried by the following vote: Aye: 7- Anne Weydeck; Blake Axen; Kent Knight; Stephen Groll; Justin Gilmore; David Goodwin and Michael Mainer Nay: 0 Abstain: 0 9. SUMMARY OF CITY COUNCIL ACTIONS Assistant Planning Director Mr. Wheaton-Rodriguez advised the Commission of the following: •ZC#21-021 – 601 & 605 S Main St second and final reading passed •ZC#21-018 – 7 Brews second and final reading passed •SUP#21-007 – Chick-fil-A one and only reading passed •ZC#21-017 – Mouser first reading passed 10. COMMISSION ANNOUNCEMENTS None 11. STAFF ANNOUNCEMENTS Assistant Planning Director Mr. Wheaton-Rodriguez advised the Commission the regularly scheduled meeting for March 2022 will need to be moved in order to accommodate City Council. 12. ADJOURNMENT OF MEETING Commissioner Mainer made a motion to adjourn the meeting.
