MEETING
1. CALL TO ORDER
Chairman Knight called the meeting to order at 6:29 p.m. in the City Council Chambers
of City Hall, 1200 East Broad Street, with the meeting being open to the public and
notice of said meeting, giving the date, place, and subject thereof, having been posted
as prescribed by Chapter 551, Texas Government Code.

Commission Meeting Minutes
Commissioner Mainer made a motion to approve the February 7, 2022 minutes
as presented. Commissioner Groll seconded the motion which carried by the
following vote:
Aye: 5- Anne Weydeck; Kent Knight; Stephen Groll; David Goodwin and Michael

22-4540 SD#21-069: Preliminary Plat of Reserve Townhomes at Mansfield, on
approximately 34.345 acres generally located southwest of Matlock Road
and north and east of East Broad Street; Steve Clare Horning-Lockwood,
owner, Stillwater Capital, developer, and BGE, Inc., engineer
Commissioner Groll made a motion to approve the preliminary plat as
presented. Commissioner Goodwin seconded the motion which carried by the
following vote:
Aye: 5- Anne Weydeck; Kent Knight; Stephen Groll; David Goodwin and Michael
Mainer
Nay: 0
Absent: 1- Justin Gilmore
Abstain: 1- Blake Axen
6. PUBLIC HEARINGS
22-4538 SD#22-007: Public hearing on a replat to create Lot 4R, Block 2,
Weatherford Addition; Priya Acharya of Wier & Associates, Inc.
(engineer/surveyor) on behalf of Deblock, Ltd. c/o of Tommy Reilly of
Reilly Brothers Company (owner/developer) and Mark Nelson of BDR
Realty, LLC (owner/developer)
Chairman Knight opened the public hearing at 6:34 p.m. and called for anyone wishing
to speak to come forward.
Seeing no one come forward to speak, Chairman Knight closed the public hearing at
6:34 p.m.
After a brief discussion, Commissioner Weydeck made a motion to approve the
replat as presented. Vice-Chairman Axen seconded the motion which carried
by the following vote:
Aye: 6- Anne Weydeck; Blake Axen; Kent Knight; Stephen Groll; David Goodwin
and Michael Mainer

Chairman Knight opened the public hearing at 6:35 p.m. and called for anyone wishing
to speak to come forward.
Seeing no one come forward to speak, Chairman Knight closed the public hearing at
6:35 p.m.
After a brief discussion, Commissioner Goodwin made a motion to approve the
replat as presented. Commissioner Weydeck seconded the motion which
carried by the following vote:
Aye: 5- Anne Weydeck; Blake Axen; Kent Knight; Stephen Groll and David
Goodwin
Nay: 0
Absent: 1- Justin Gilmore

SF-7.5/12 Single-Family Residential District to PD, Planned
Development District for single-family residential uses on approximately
2.997 acres known as Lot 15, Mount Zion Estates, located at 301 Sayers
St.; Michael Thomas of MJ Thomas Engineering, LLC (engineer) on
behalf of Christine Panagopoulos of Trinity Habitat for Humanity
(owner/developer)
Mr. Alexander, Director of Planning, gave a presentation and was available for
questions.
Mr. Yager, representative for the applicant, 2201 Ashland Ave., gave a presentation
and was available for questions.
Mr. Lawrence, representative for the applicant, 3300 W. 7th St., was available for
questions.
Mr. Thomas, representative for the applicant, 4700 Bryant Irvin Ct., was available for
questions.
Ms. Panagopoulus, representative for the applicant, 3300 W. 7th St., was available for
questions.
Chairman Knight read into record a letter from Targa Resources in regards to the
pipeline that runs through the property.
Chairman Knight opened the public hearing at 6:44 p.m. and called for anyone wishing
to speak to come forward.
Chairman Knight read into record a card in opposition from Rolando Copado, 310
Sayers St.
Chairman Knight read into record a card in opposition from Billy Ford, 975 Wilson Dr.
Chairman Knight read into record a card in opposition from Keitrick Armstead, 717
Morgan Rd.

Tanya Ragan, 501 Elm St., spoke on the project.
Seeing no one else come forward to speak, Chairman Knight closed the public hearing
at 7:00 p.m.

After a discussion, Commissioner Groll made a motion to deny the request for
a zoning change. Commissioner Weydeck seconded the motion which carried
by the following vote:

and Michael Mainer
Nay: 0
Absent: 1- Justin Gilmore
Abstain: 0
