1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Will Lambert, Don Hofstad and Ryan Christensen.
Others Present: Gretta Becay and Cami Reber.

3. Additions/Deletions to Agenda - None
4. Consent Agenda – Motion made by Member Blair, second by Member Hofstad to approve as
presented:
a) City Council Meeting Minute’s January 9, 2017
b) Warrant List January 23, 2017
c) Dodge County Commissioners Meeting Agenda January 24, 2017
d) Dodge County Planning Commission Public Hearing Notice
e) Notice of Local Board of Appeal and Equalization
Motion passed unanimously.

7. Old Business/New Business
a) Guy Kohlenhofer, County Engineer – County 21 Paving Project
Resolution 2017-03 A Resolution Approving A County Project Within Municipal
Corporate Limits Located on C.S.A.H. 21
Dodge County Engineer, Guy Kohlenhofer, presented the Mill and Inlay project for County
Road 21. Basically, they will be removing what is in between the curb; removing enough
structure, bituminous and aggregate. Things will be unchanged. They will be taking out
some of the accesses but not Mr. Wallins due to previous negotiations. Motion made by
Member Blair, second by Member Christensen, to approve Resolution 2017–03 A
RESOLUTION APPROVING A COUNTY PROJECT WITHIN MUNICIPAL CORPORATE LIMITS
LOCATED ON C.S.A.H. 21. Motion passed unanimously.
b) Approval of City Logo Usage Policy & Application
An update was given on the final draft policy presented to the Council. A noteworthy item
that was mentioned is that the City doesn’t need to create an ordinance for misuse, there are
already avenues in place for this type of misuse. She asked if the Council wants to implement
any fee for the application, to use the logo. Member Christensen noted that it is free
advertising, to promote our City, he doesn’t feel a fee should be charged. They still have to
follow our usage guidelines. Motion made by Member Hofstad, second by Member Lambert
to approve the policy as presented. Motion passed unanimously.
c) 2017 Engagement Letter Smith Schafer & Associates – City Auditor
Motion made by Member Lambert, second by Member Blair to approve the standard
engagement letter for the 2016 Audit not to exceed the 2017 budget. Motion passed
unanimously.
d) 2017 Rental License Renewals
The final list of 2017 Rental License Renewals was presented to the Council. Motion made by
Member Blair, second by Member Christensen to approve the list as presented. Motion
passed unanimously.
8. TBD
a) Public Works Report – Cami updated the council on the recent water line break at 3rd Street
and Walnut, which was repaired this morning. She also updated the Council on the condition
of the unit heater in the West shed up at the shop. Once they got into it, they found more
damage than originally thought. Therefore, the whole heater needs to be replaced. Motion
made by Member Hofstad, second by Member Blair to approve the heater replacement at a
cost of $1,630.00. Motion passed unanimously.
b) City Clerk Report – Cami updated the Council on the request to hold the April SEMLM
meeting in Mantorville. She thought a Thursday would be best, the 13th or the 20th. The
Council is on board and said to move forward with getting it set up for whichever date would
work better.
c) Consultant Report – none
d) Committee Report
Chamber – Member Hofstad will get a list of upcoming events.
e) Council Member Report
Member Hofstad – discussed how Mantorville was listed #3 on a list of towns to visit
in MN.
Member Blair – none
Member Lambert – see what happens next week with the Park Board; if we are able
to round up new members
Member Christensen – update that the open house has been rescheduled to February
13th and that twitter is a great way to get things out to people.
f) Mayor Report – Mayor Bradford reported that he won’t be able to attend the St. Paul Mayors
reception; Cami to send a note out to Council Members on it in case anyone wants to attend.
He will mention the need for additional Park Board Members in his article. He spoke of an
idea on the Welcome Center, and gave an update on the segment on KTTC regarding the
internet expansion to the surrounding areas.
