MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, AUGUST 28, 2017 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Will Lambert, Ryan Christensen and Don Hofstad Others Present: Spencer Bradford, Dan Trapp, Paul Larsen, DCSO Deputies Scott Prins and Tyler B., Gretta Becay and Cami Reber 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda  Addition - 4c) Public Hearing Notice for Dodge County Planning Commission  Item 7c) will remain on the table 4. Consent Agenda – Motion made by Member Lambert, second by Member Christensen to approve the consent agenda as follows: a) City Council Meeting Minute’s August 14, 2017 b) Warrant List August 28, 2017 Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing – Motion made by Member Lambert , second by Member Blair to close the regular session and open the public hearing at 6:31 pm. Motion passed unanimously. a) 6:30 – CUP Request Paul Larsen Paul Larsen, applicant, presented his plans for the moving of an accessory structure onto his lot where he has the Memorabilia Store. The accessory structure that he is going to relocate is on a parcel of land a couple of blocks away. The owner was going to demolish it and put up a new one. Paul is planning to use it for additional storage for his business. Dave Dripps, owner of two lots located near the project area, could not be in attendance but did submit questions via email. Mayor Bradford read the questions as follows: 1. Will the structure be required to have a non-porous floor such as concrete or bituminous? The structure will have a concrete floor. 2. Setbacks The side location will be 2’ from the side lot which meets code. The rear property line will be 6’. 3. Is this property in the flood fringe and require engineered drawings? The property to the South is considered flood fringe but Paul’s lot is not. The elevation for the building will be close to what the opera house accessory structure is. 4. What is the lot percentage in the commercial zone? There is not a green space requirement in the commercial zone. 5. Parking requirements There is no designated parking for the business currently. The use of the building is for merchandise storage and lawnmower storage. It is not a commercial structure where loading and unloading will take place. Member Christensen questioned the width of the access off of Clay Street for getting the building in. Paul answered that he got permission from the MRA to go down the alley, behind the opera house and put it on the slab. It will not be coming in from Clay Street. Motion made by Member Hofstad, second by Member Blair to close the public hearing at 6:43 pm. Motion passed unanimously. 7. Old Business/New Business a) RESOLUTION 2017-10 A RESOLUTION APPROVING A CONDITIONAL USE PERMIT TO MOVE AND RELOCATE AN ACCESSORY STRUCTURE IN THE COMMERCIAL ZONE Member Blair commented that he can’t foresee this being a burden and doesn’t see a dramatic increase in the business; it’s not an additional store front where he will be selling stuff out of. Mayor Bradford asked how high the structure is. Paul responded that it is similar to the garage that faces Clay Street. Motion made by Member Hofstad, second by Member Lambert to accept Resolution 2017-10, A RESOLUTION APPROVING A CONDITIONAL USE PERMIT TO MOVE AND RELOCATE AN ACCESSORY STRUCTURE IN THE COMMERCIAL ZONE. Motion passed unanimously. b) City Vehicle Truck Wrap Graphics Council discussed the quotes received on the vehicle wraps. Mayor Bradford noted his preference is to keep business as close to the City as possible. Member Blair noted the Dodge Center business is less and it will be easier for staff to drop off and pick up the vehicles for the work. Two options submitted which entailed a full vehicle wrap or just the door wraps. Cami noted it is City staff’s recommendation to go with just the door wraps, not the full bumper to bumper. Member Hofstad’s opinion is that it better justifies us to do the one on the door because we are a government agency for the City, it would look more professional. If we were a business and not a government entity, it would be another consideration. Member Lambert asked about the durability of the wrap and needing to replace it in the future. Motion made by Member Hofstad, second by Member Lambert to accept the door brand. Friendly amendment by Member Blair that we are accepting the quote from National Fleet Graphics for $300 for two of them. Motion passed unanimously. c) Tabled Request for Reimbursement for Crop Loss – Tabled d) Request for Cost Share – Marigold Days Event Transportation Council discussed the request for contributions towards the shuttle that will be running between the fairgrounds and Mantorville on Friday and Saturday during Marigold Days. The total cost for both days is $1,800. Council agreed that if they do it from 12 noon to midnight, they would be more willing to contribute. Lambert requested that traffic be monitored so they know how many people utilize it. Motion made by Member Hofstad, second by Member Lambert to approve a contribution of $200 towards the Marigold Days shuttle. Motion passed unanimously. Cami noted that this request will also be presented to the EDA, and requests have also been made to the Marigold Days Committee, Chamber and Relief Association. e) Set Truth and Taxation Dates The Annual Truth in Taxation dates have been set. The primary meeting will be held on December 11, 2017 during the regular Council Meeting starting at 6:30 pm and if needed, the continuation date is for December 18, 2017 at 6:30 pm. Motion to accept was made by Member Hofstad and a second by Member Lambert. Motion passed unanimously. 8. TBD a) Public Works Report - None b) City Clerk Report - None c) Consultant Report - None d) Committee Report  Fire Department – Member Hofstad reported on Mass casualty event.  KM Joint Powers – Mayor Bradford followed up on the request for additional funds for the Joint Powers Contract with the School District and Kasson. The plan is to add additional nighttime lighting to the varsity softball and baseball diamonds. Member Christensen asked if Matuska can come and talk to us about it. Mayor Bradford said he would get with him.  MRA – Member Lambert reported on the Greek revival house projects being worked on and they are also working on Marigold Days. e) Council Member Report  Member Hofstad – Reported on his ride along from 6 pm to 4 am with the Dodge County Sheriff’s Office.  Member Blair – Asked for update on the WW Project, reported on a hole in the right of way along 5th Street West of Mantor Drive that needs to be filled and consider no parking 6th and 7th Street along Highway 57 from Friday to Sunday.  Member Christensen – None  Member Lambert – None f) Mayor Report – Mayor Bradford gave an update on Marigold Days and the EDA Gem. Thursday of this week he will attend the Coalition of Governments meeting. 9. Executive Session - None 10. Adjourn – Motion made by Member Blair, second by Member Hofstad to adjourn the meeting at 7:10 pm. Motion passed unanimously.
