MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, SEPTEMBER 11, 2017 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Will Lambert, Ryan Christensen, Don Hofstad Others Present: DCSO – Deputy Michelle Clements, Gretta Becay and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda - None 4. Consent Agenda – Motion made by Member Lambert, second by Member Hofstad to approve the consent agenda as follows: a) City Council Meeting Minute’s August 28, 2017 b) Warrant List September 1, 2017 and September 11, 2017 c) Dodge County Commissioners Meeting Agenda d) Dodge County Sheriffs Call Report August e) Notice of LED Street Lighting Replacement – Xcel Energy Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing – Motion made by Member Blair, second by Member Hofstad to close the regular session and go into public hearing session at 6:32 pm. Motion passed unanimously. a) Ordinance 03-2017 – Chapter 150.053 Titled Swimming Polls City Clerk Cami Reber explained the purpose of the public hearing. The hearing is required by law on any amendment to a change in the zoning code ordinance. The amended pool ordinance proposes changes to meet state building code. It includes the 5,000 gallon capacity threshold for requiring a building permit and incorporates the updates to the fencing requirements. If an above ground pool installed with a sidewall of 4 feet or greater and a removable ladder, then it is not required to install a fence completely around the pool as previously required. There was no input received from the public or any Council Members. Motion made by Member Blair, second by Member Hofstad to close the public hearing and go into regular session at 6:34 pm. Motion passed unanimously. 7. Old Business/New Business a) Ordinance 03-2017 AN ORDINANCE AMENDING TITLE 15, CHAPTER 150 OF THE CODE OF ORDINANCES OF THE CITY OF MANTORVILLE REGARDING POOLS, SPAS, AND HOT TUBS Member Hofstad noted it all looks pretty forward. Motion made by Member Blair, second by Member Lambert to approve Ordinance 03-2017 AN ORDINANCE AMENDING TITLE 15, CHAPTER 150 OF THE CODE OF ORDINANCES OF THE CITY OF MANTORVILLE REGARDING POOLS, SPAS, AND HOT TUBS. Motion passed unanimously. b) 2018 Preliminary Budget Cami reviewed the preliminary budget that she put together with the Council. She noted that all groups’ wish lists are incorporated in here including the upgrade project to the Fire Hall. She lowered the contribution to the CIP Fund in order to pass a balanced budget at a 7% increase in the levy. Member Lambert discussed the shed replacement at Mantor Field, electric hand dryers in those bathrooms, fencing at Mantor Field which he is not sure if the Joint Ventures group will contribute or not, and trash cans. He discussed the need to take out more boulevard trees and do we want to consider initiating a cost sharing program with the property owners for replacement of those taken out. The thought is to contribute a $100 as a match to the resident to put in another tree on their own property but not in the boulevard. The Park Board has implemented a line item of $1,000 for the year. They discussed the need to replace the Kubota mower. Member Hofstad questioned the need for a part time mower due to the WW plant going away? Mayor Bradford noted that he feels it would be needed in 2018 but probably not in 2019. Cami will bring the resolution adopting the preliminary levy to the next Council Meeting. 8. TBD a) Public Works Report - None b) City Clerk Report -None c) Consultant Report - None d) Committee Report  Fire Department – Member Hofstad reported that Marigold Days was good and they had about 700 at the pancake breakfast. e) Council Member Report  Member Hofstad – He was thankful for the weekend and the wonderful weather.  Member Blair – None  Member Lambert – He reported a good Marigold Days; applaud the first responders for their timely response to an incident; applaud the KM girls’ soccer team for their help during Marigold Days – very appreciated and they seemed to have fun.  Member Christensen – He noted the great turn out and he enjoyed the Fire Departments pancake breakfast. f) Mayor Report – The Mayor noted the holes in the ground where we took out trees in the park and if the guys can fix them. One is next to basketball court. He also noted that Marigold Days was a fun weekend. 9. Executive Session - None 10. Adjourn – Motion made by Member Hofstad, second by Member Lambert to adjourn the meeting at 7:47 pm. Motion passed unanimously.
