MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, MARCH 12, 2018 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Don Hofstad, Will Lambert, and Ryan Christensen. Others Present: Gretta Becay, City Prosecutor David Jacobsen, Scott Larsen and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda - None 4. Consent Agenda – Motion made by Member Hofstad, second by Member Lambert to approve the consent agenda as follows: a) City Council Meeting Minute’s February 26, 2018 b) Warrant List March 12, 2018 c) Fire Department General Members Meeting Minutes March 7, 2018 d) Dodge County Planning Commission Public Hearing Notice e) Dodge County Sheriff’s Call Report for Mantorville February 2018 Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing – None 7. Old Business/New Business a) City Prosecutor David Jacobsen City Prosecutor David Jacobsen presented his 2017 prosecution services report to the Council. He started in August of 2014 and does the prosecution services on an as needed basis for the City. His firm prosecuted a total of 25 cases for 2017 which is down from 26 in the previous year. He enjoys serving as the City Prosecutor and looks forward to continuing. b) In Kind Donation Request Stage Coach Days Member Lambert spoke on behalf of the Stage Coach Days Committee. They are requesting an in kind donation of two free nights of camping for one of their vendors during the Stage Coach Days celebration. The dates for camping would be June 29 and 30 and the vendor will be providing children’s activities during the SCD celebration. Members discussed the impact of approving something like this and how many more will come forward to request the same thing. Member Christensen noted that we can just take it on a case by case basis to determine the type of public benefit that will be received in allowing it. Motion made by Member Christensen, second by Member Blair to approve the in kind donation of two nights of camping. Motion passed unanimously. c) Additional Funding to KM Joint Ventures Mayor Bradford explained the funding increase request by the KM Joint Ventures. Each entity is contributing an additional 50% of their yearly contribution to go towards the lighting project at the softball/baseball fields. Mantorville would pay $7,500 for the next 5 years (versus $5,000). Member Lambert feels we should continue to participate in this and feels it has been to our overall advantage. It benefits the youth of both communities. It’s an additional $2,500 each year for 5 years. Member Christensen noted that per person, Mantorville is paying more and has less fields; Kasson pays less per person and has more residents. Mayor Bradford feels that the addition of the lights have added to the functionality of the fields and provides the younger students more opportunities. Motion made by Member Lambert, second by Member Hofstad to increase the commitment by 50% for the next 5 years to the KM Joint Powers. Member Blair appreciates the 5 year thing, doesn’t think we are necessarily seeing value for our investment but what is the underlying goal and mission as a whole. Is the City of Mantorville benefitting in shared equipment and whatnot. Would the City of Mantorville have done projects whether the JV was a part of it or not – has it pushed us to do more things with their involvement and would we of done it ourselves. Everyone noted that it is good to see what is going on (the meeting minutes) and including them in the packets. Motion passed with Mayor Bradford and Members Blair, Hofstad and Lambert voting for and Member Christensen voting against. d) Resolution 2018-04 Granting a Line Extension Permit to Mediacom Motion made by Member Blair, second by Member Hofstad to approve Resolution 2018-04, Resolution Granting a line Extension Permit Authorizing the Provision of Cable Service. Motion passed unanimously. e) Replacement Boulevard Tree Program Policy Draft This is the draft policy previously discussed. The dollars are in the budget and the final written policy will be brought back to the next meeting. f) County Wide Housing Study Council Members discussed the concept of the County Wide Housing Study. It was noted that the EDA has approved to commit to half of the cost, $900, if the City would commit to the other half, $900. We would be saving on the overhead side of things but is there $1,800 worth of value. What is the purpose of collecting the data if it’s only going to sit on the shelf? Further discussion on how this could be benefitting for the update of the comprehensive plan. Mayor Bradford noted that at the rate our city grows, the data will be valuable for a long time. Motion by Member Christensen, second by Member Lambert to approve $900 towards the city’s cost of the County Wide Housing Study. Motion passed unanimously. g) City Hall Summer Hours Cami requested the implementation of summer hours for City Hall by closing at 12 noon on Fridays. The rest of the week would be normal hours. This would begin the day after Memorial Day until the day after Labor Day. Motion made by Member Hofstad, second by Member Christensen to approve. Motion passed unanimously. 8. TBD a) Public Works Report – Scott reported on the following;  His request to bring back the part time mower position for up to 600 hours at $11.44 per hour and to continue with Andy Anderson. Member Hofstad asked what they would do to keep busy in light of the WW plant going away. Scott replied that they have to get the baseball fields back in shape, potholes to fill, park improvements, Mantor field, tree removal, culverts to clean, valves to exercise and raise, etc. Motion made by Member Lambert, second by Member Blair to approve bringing back Andy Anderson for the hours and rate as requested. Motion passed unanimously.  The Park Board budget of Waste receptacles – Motion made by Member Lambert, second by Member Blair to approve the spending of $2,172 for litter collection. Motion passed unanimously.  He and Joe will be in school in Rochester this week  Joe to be gone next week for FOG schooling  Started on 5th Street and will keep it fixed up as best as can  Mower came in, sweeper came in b) City Clerk Report – Cami reported on the following:  Continues to work with AT&T.  Working on Census Bureau paperwork.  Preparing for the Audit.  Have meetings set up with Vendors on Electronic Data Storage.  Dog Park Equipment came in. c) Consultant Report – None d) Committee Report  Chamber – Member Hofstad reported on the Easter Egg hunt coming up.  Fire Department – Member Hofstad reported on State schooling that FD Members will be attending and are encouraging attendance.  Park Board – Member Lambert reported that Greatland offered that if we pay for the rock for the path, they will donate some excavation work.  Relief – Meeting postponed until April.  Township – Someone heard they are going to start paving this summer. The Mayor would like to follow up on this. e) Council Member Report  Member Lambert – Reminder of the Mulligan Stew event starting at 4:30 this Thursday. f) Mayor Report - None 9. Executive Session - None 10. Adjourn – Motion made by Member Christensen, second by Member Hofstad to adjourn the meeting at 7:39 pm. Motion passed unanimously.
