MANTORVILLE CITY COUNCIL MEETING AGENDA
MONDAY, MARCH 26, 2018
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Don Hofstad and Ryan Christensen.
Also Present: Fire Chief JJ Williams, Gretta Becay and Cami Reber.
2. Pledge of Allegiance - Done
3. Additions/Deletions to Agenda - None
4. Consent Agenda – Motion made by Member Hofstad, second by Member Christensen to approve
the consent agenda as follows:
a) City Council Meeting Minute’s March 12, 2018
b) Warrant List March 26, 2018
c) Notice of Stussy Quarry Expansion
d) EDA Meeting Minutes February 7, 2018
e) Notice of Local Board of Appeal and Equalization April 9, 2018
Motion passed unanimously.
5. Public Concerns – Trinity and Jackie Tague approached the Council regarding a letter they
received from the City requiring them to move the shipping container from their property by April
1, 2018. They are here to request an extension to June 1, 2018. The Council consented to extend
it to June 1, 2018. He also is questioning why he cannot keep it on his lot, move it to the backyard,
and make some improvements to it and keep it as an accessory structure. Mayor Bradford noted
that this type of structure is not allowed in the City.
Trinity also noted his concern of the speeding along 9th Street in front of the Tague home. They
have spoken to the sheriff’s dept on this and nothing is done. He suggested that speed bumps be
put in. The Mayor noted we should request a speed trap be put up there. The most activity is
during the morning and evenings weekdays are the worst. Council had discussion on the number
of stop signs along 9th Street and maybe we look at pulling a few. The Mayor suggested the
sheriff’s department having more of a presence out there, LED flashing signs, the speed trap being
placed there and pinch points.

7. Old Business/New Business
a) Replacement Boulevard Tree Program Policy/Application
City Council reviewed the final draft of the Replacement Boulevard Tree Program
Policy/Application. Motion made by Member Blair, second by Member Hofstad to approve as
presented. Motion passed unanimously.
b) Fire Hall Renovations Update – Fire Chief JJ Williams
Fire Chief JJ Williams presented a list of costs received at this point for the Fire Hall remodel
project. Council Members discussed. The numbers, so far, have come in well under budget.
However, once we get into it, we don’t know what we are going to find. He presented the
idea of using any extra funds to update the City Hall front office. Member Christensen noted
that he liked the idea of updating the interior as well as it is the first thing they see when they
come in; more welcoming and user friendly would be nice. Motion made by Member
Christensen, second by Member Blair to approve the $36,860 for the Fire Hall renovations as
presented and bring back numbers for the City Hall office piece. Member Hofstad asked if we
want to be able to do the City Hall office piece of things, include X amount or look at how
much it is going to cost? Member Blair noted that doing the work concurrent is fair but we
don’t want to hold up the Fire hall piece of it and make sure we don’t run into any surprises
with the first part of the demo going. Motion passed unanimously.
c) First Payments to Kasson per WW Agreement
Mayor Bradford and Member Blair discussed the first payment to Kasson, the formulas and
how everything looks good per the agreement. Member Christensen asked if the trainings
that Joe went to will help in any area’s to improve our flows. Joe noted that yes, they have
things that they will be able to look at and also the point repairs that have been discussed for
this year should have a good impact on any I&I. The City wide camera project last year
helped a lot to note the areas that need to be worked on.
d) Life Time Dog Tags Notice and Fee Confirmation
Cami asked to confirm the cost that the Council wants to put on the new Lifetime Dog tags.
All agreed to go with the $25 and to proceed with doing the post card mailing she presented.
She noted that she has to update the ordinance and fee schedule and is hoping to bring that
to the next City Council for review.
8. TBD
a) Public Works Report – Joe gave an update on the following:
His training classes in Rural Water classes and the Collection classes.
Update on the water main break on the 22nd at 4th and Walnut; SL fixed the break,
water was shut down for less than an hour.
Quality flow was called in to check out the alarms at the lift station. False alarms
were going off all weekend. Low level and high level floats were replaced and should
help.
Got out the street sweeper today and did some practice with that.
Meeting with Tim tomorrow morning on street projects;
Continue to fill potholes, work on trees.
All supplies in for Mantor Bathroom, garbage cans in, bases in; waiting on fence caps.
b) City Clerk Report – Cami reported on the following items:
Reminder to all of the LBAE before the next meeting; be here at 6:00 pm.
AT&T has been issued their building permit and should start in the next month.
Auditors here this week – no staff meeting because they will be here.
Gathering information on the data storage.
Working on the work comp renewal, you should get it soon.
Spoke with Township, no blacktop project for this year but the discussion is going on.
Mayor can attend a meeting in May or June but no hurry.
c) Consultant Report – none
d) Committee Report
Chamber – Member Hofstad reported that the Easter Egg hunt is this Saturday.
e) Council Member Report - None
f) Mayor Report – lights on bridge look good; did get a wireless security device on Bergmann
bus stop to deter activity.

10. Adjourn – Motion made by Member Hofstad, second by Member Christensen to adjourn the
meeting at 7:16 pm. Motion passed unanimously.
