MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, APRIL 9, 2018 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:35 pm. Members Present: Chuck Bradford, Will Lambert, Ryan Christensen and Don Hofstad. Others Present: Dan Trapp, Gretta Becay, Scott Larsen, and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda Add 7e. Request from SCD planning committee for Riverside Park Use. Add to 7a. Follow up discussion on the Zumbro Watershed Project Funds. 4. Consent Agenda – Motion made by Member Hofstad, second by Member Christensen to approve the consent agenda as follows: a) City Council Meeting Minute’s March 26, 2018 b) Warrant List April 9, 2018 c) Fire Department General Member Meeting Minutes April 4, 2018 d) Dodge County Sheriff March Call Report for Mantorville e) Notice of SEMLM Meeting f) Toward Zero Deaths Workshop Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing – None 7. Old Business/New Business a) Support for Regional Designation of the Zumbro Water Trail Mayor Bradford reviewed the request from the Mayor of Oronoco regarding the City’s participation in the Regional Designation of the Zumbro Water Trail. Member Lambert is under the impression that we are being asked to join a list, along with other communities, without a significant financial commitment from the City having to be made at this time. This is so we can seek grant monies or pursue a project as a whole and hire a consultant to help with this. The initial investment to bring in the consultant is $2,000 and would be divided among all the cities involved. From the Mantorville standpoint, there could be some generalized benefit. He asked if the EDA had been approached on this from a Tourism aspect. Member Hofstad noted that if we join this, maybe we could have a representative come and discuss this further and explain the benefits we would see from this. Mayor Bradford noted that it would be good to get something regional wide and to be a part of it, but we would want to incorporate our plan into theirs, not theirs into ours. The Mayor asked how we want to move forward: Throw it over to the EDA and ask them what a project for our community would look like and if they come up with one, make a recommendation to do it ourselves or engage with the community already doing a project along the river; say no, not interested; say yes, spend the initial money and see where it goes and bow out if needed later; or request additional information and have the Council come up with a project that they might be looking at. Member Christensen noted that if we don’t see anything as a council to meet the areas they are looking at to incorporate into their master plan, then he would say no. If we do, he would suggest moving forward and asking the EDA what they can do. After discussion it’s the consensus of the Council to send this to the EDA for their review and look for their recommendation. They can choose to take action themselves or make a recommendation to the City. Member Lambert spoke about the Zumbro Watershed Project and the supplemental funds for the Mantorville Parks. If Casey’s doesn’t grant us the easement for the path, they have alternative ways to spend the funds whether it is on trees, additional picnic tables, etc. This is the Park Boards recommendation. No action is required tonight but the money needs to be spent before the end of May. A recommendation from the Park Board will be brought to the City Council after their April meeting. b) LMCIT Work Comp Renewal 2018/2019 Cami presented the 2018/2019 Work Comp Renewal. Motion made by Member Christensen, second by Member Hofstad to approve the work comp renewal as presented with the recommendation for the regular premium option. Motion passed unanimously. c) Application for Exempt Gambling Permit – KMGSA Motion made by Member Hofstad, second by Member Lambert to approve the Application for Exempt Permit for the KMGSA and their event on August 5, 2018 in Riverside Park. Motion passed unanimously. d) Approval of Fire Department Applicant Member Hofstad presented the information on new Fire Department applicant, Marc Unnasch. Motion made by Member Christensen, second by Member Lambert to approve the applicant contingent on the background check coming back clean. Motion passed unanimously. e) Request to Reserve Riverside Park from SCD Committee Motion made by Member Lambert, second by Member Hofstad for requesting the use of Riverside Park from the Stage coach Days Committee on June 30 and July 1 for an event in the Park. There will be a draft horse pull taking place on Goat Island. Motion passed unanimously. 8. TBD a) Public Works Report – Scott presented the following items;  They met with Tim, there is a lot of work that is being gone over; I/I, cement work, seal coating, pavement repairs, etc. He is getting numbers on some of the cement work and estimates on manhole covers. Leprechaun Lane is tore up pretty badly so will be on the list of street repairs he brings forward.  He talked to Rochester service about doing a City wide street sweeping and the cost has increased from $1,800 to $2,000. Council discussed the purchase of the sweeper attachment that was just bought. The request is tabled to confirm budget dollars.  Shakopee Rock for Mantor field - $900 – Motion made by Member Lambert, second by Member Hofstad to approve the expenditure. This is in the Park Boards budget. Motion passed unanimously.  Frasier was here to look at the Treatment Plant and will begin demo next week.  Alarms at the WWTP that were going off are fixed now – couple of floats were messed up and SL had to be called in.  He would like to recommend that as far as the brush dump goes, they leave it locked. People go in and drop off steel fence posts and wire, railroad spikes, etc. He would like to keep it only for City use, no residents. Consensus of Council to close it for a year or two and then see what happens.  Member Hofstad questioned the need for an emergency plan regarding the force main to Kasson getting hit or if there is one in place. He questioned if any emergency response would be needed to help contain any sewer leakage and has the FD been notified of this if it is. Scott responded that they do have a plan in place and they have the equipment on hand to help contain something until it can be fixed, should the need arise. b) City Clerk Report – Cami updated the Council on the following:  AT&T precon meeting is tomorrow morning at 8:30 am.  Due to this, the staff meeting will held later.  Auditors to be here in May – working to set up the pre audit review with Finance.  EDA walking tour brochure has been updated and is being sent to printers this week.  Tim will be at the next meeting with all the big projects.  Joe will be presenting information on trees at the Community Ed class that was rescheduled to Wednesday of this week.  Noted the SEMLM meeting information in the packet and to let her know if anyone wants to be signed up for this. c) Consultant Report – None d) Committee Report  Chamber – Member Hofstad reported that the Easter Egg hunt went well and they are planning for SCD.  Fire Department – Member Hofstad reported on the LP Burn Training taking place on May 2 in Riverside Park.  Relief – Member Hofstad reported they are working on Marigold Days. e) Council Member Report - None f) Mayor Report - None 9. Executive Session - None 10. Adjourn – Motion made by Member Hofstad, second by Member Christensen to adjourn the meeting at 7:33 pm. Motion passed unanimously.
