MANTORVILLE CITY COUNCIL MEETING MINUTES
MONDAY, SEPTEMBER 10, 2018
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Will Lambert, and Don Hofstad.
Others Present: Spencer Bradford, Dale Brannan, Jim Potter, Gretta Becay, Joe Adams and Cami
Reber.
2. Pledge of Allegiance - Done
3. Additions/Deletions to Agenda – Remove 9. Executive Session.
4. Consent Agenda – Motion made by Member Blair, second by Member Hofstad to approve the
consent agenda as follows:
a) City Council Meeting Minute’s August 27, 2018
b) Warrant List September 10, 2018
c) August Dodge County Sheriffs Call Report for Mantorville
d) FD General Members Meeting September 5, 2018
e) FD 2019 Training Reimbursement MBFTE
f) Terminated NPDES – WW Plant Permit
Motion passed unanimously.

6. Public Hearing – None
7. Old Business/New Business
a) Removal of Brown Shed from WW Site
Cami noted that she was approached by someone asking to buy it. Mayor Bradford
suggested to circle back on that when Scott brings the information back to Council.
b) Vandalism at City Shop
Mayor Bradford explained to the Council about some items walking off at the City shop.
Council briefly discussed what type of monitoring/alarm system they should start thinking
about. Joe Adams noted that as part of the bathhouse project, there is a suggestion on a
camera system. He suggested we look into that and see if it is something we could
implement City wide. He will look into this and bring something back to the Council in the
future.
c) Water Line Connection – 5th Street East – Brannan Property
Dale Brannan approached the Council on getting his property connected to City water while
the road is tore up along 5th Street East. The City Council had discussion on who is
responsible for payment of the connection. The quote that the City received by IHMS
Construction, who is doing the road work, is $4,500. Does the City cover the cost and do we
utilize our resources while they are there doing the road work and install the water line?
What precedence will we be setting? Member Lambert suggested the City to cover the cost
of running it to the property line. Member Hofstad suggested kicking in a 2 year timeline.
Dale commented that the cost quoted is way too high and he is not paying that cost. He will
work with us but not at that cost. It’s in the City’s best interest to do it now while the road is
tore up. After much discussion, it was a consensus of the Council to have a resolution put
together for the next meeting with an assessment trigger point in the future. We will
continue the discussion at the next meeting. Let’s find out what’s behind those numbers and
is there something we are missing.
d) Tax Forfeited Property
The City Council discussed the tax forfeiture parcel located at 408 West Street. Cami
explained that the City would have to have a public purpose use in order to have it conveyed
to them. They can’t just have it conveyed to them to turn around and sell it. It was the
consensus of the City Council that they are not interested in the parcel. Cami noted to them
that we would have the ability to reassess the outstanding assessment on the parcel after it
sells.
e) NCICT Agreement with Dodge County
The NCICT Agreement is an agreement with the Dodge County Sheriff’s office regarding our
requests for background checks on new employees. Motion made by Member Lambert,
second by Member Hofstad to approve the NCICT Agreement with Dodge County. Motion
passed unanimously.
f) 2019 Budget and Levy Hearing Dates
Motion made by Member Blair, second by Member Lambert to set the 2019 Budget and Levy
Hearing Dates for December 10 and December 17. Motion passed unanimously.
g) 2019 Preliminary Budget
Park Board
EDA
Discussion on the preliminary budget and the addition of the Park Board and EDA wish lists. Wish
list numbers were added to the preliminary budget and Council will continue discussion on those
until final budget and levy in December. Council agreed to set the preliminary levy at 10%. Cami
will bring back a resolution for them to pass at the next meeting.

a) Public Works Report – Joe gave an update for Public Works.
b) City Clerk Report – Cami gave a City Clerk report.
c) Consultant Report – None
d) Committee Report
Chamber –Member Hofstad noted that the Chamber had their Pizza Stand during
Marigold Days but has not heard how they have done.
EDA – Mayor Broadford gave an update on the EDA and budget request to contract
with CEDA and as part of the branding project updating the City signs with the new
logo.
Fire Department – Member Hofstad reported on Marigold Days; approximately 640
people went through the Fire Departments Pancake Breakfast, the new kitchen
updates worked excellent for this year’s breakfast, they are planning to bring back
Red Dirt Road again next year.
Park Board – Member Lambert noted that they put together the budget items for
2109 and he brought up the donation request for the ADA accessible port a potty to
go along the 3rd base line at Dennison Field. The Park Board is requesting the City
accept the donation of materials from an anonymous donor. Cami will put together a
donation resolution for the next meeting.
e) Council Member Report – All Council Members commented on what a great weekend and
outcome for Marigold Days it was.
f) Mayor Report – Mayor Bradford felt that the numbers are up for attendance at Marigold
Days, he was out there all weekend approaching people and noted it is amazing how many
people came.
9. Executive Session - Pulled
a) Closed Meeting - pursuant to Minnesota statute 13D.05, subdivision 3(b), permitted by
attorney/client privilege to discuss the pending lawsuit Potter v. City of Mantorville
The City’s Attorney for the lawsuit was unable to attend the City Council meeting. Mayor Bradford
summarized a written statement which was provided by the attorney giving everyone an update
on the lawsuit.
10. Adjourn – Motion made by Member Hofstad, second by Member Lambert to adjourn the meeting
at 8:05 pm. Motion passed unanimously.
