MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, SEPTEMBER 24, 2018 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Henry Blair, Will Lambert, Ryan Christensen and Don Hofstad. Others Present: Dan Trapp, John Buckingham, Jim Potter, Gretta Becay, Scott Larsen and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda – Remove item 7f. 4. Consent Agenda – Motion made by Member Christensen, second by Member Blair to approve the consent agenda as follows: a) City Council Meeting Minute’s September 10, 2018 b) Warrant List September 24, 2018 c) Park Board Meeting Minutes August 28, 2018 d) KM Care & Share Event Motion passed unanimously. 5. Public Concerns - Done 6. Public Hearing – None 7. Old Business/New Business a) Removal of Brown Shed from WW Site Scott Larsen presented the verbal quotes he received for removal of the brown shed from the Waste Water site. The first one was $14,600 and the second is $13,500 from Winegar of Wabasha. The verbal quotes include the cost for new footings in the amount of $7,500. He received a quote from Morton buildings for a new shed in the amount of $28,000. It was requested to get the second quote from Koebele in writing for the next meeting and get the two verbal’s he received for moving it in writing. b) Water Line Connection – 5th Street East – Brannan Property After discussion, Motion made by Member Lambert, second by Member Blair to proceed with making the connection to the Brannan property and assess the cost to their taxes. A friendly amendment was made by Member Lambert to spread the cost of $4,500 over a 5 year period. Motion passed unanimously. c) Park Board Spending Approvals Motion made by Member Lambert, second by Member Christensen to approve the $650 expense to finish the concrete work at Dennison Field. Motion passed unanimously. d) Resolution 2018-15 – RESOLUTION ADOPTING THE PROPOSED PROPERTY TAX LEVY COLLECTIBLE IN THE YEAR 2019 Motion made by Member Blair, second by Member Christensen to approve Resolution 2018- 15 A RESOLUTION ADOPTING THE PROPOSED PROPERTY TAX LEVY COLLECTIBLE IN THE YEAR 2019. Motion passed unanimously. e) Resolution 2018-16 – A RESOLUTION ACCEPTING A DONATION TO THE CITY OF MANTORVILLE. Motion made by Member Lambert, second by Member Blair to approve Resolution 2018-16 A RESOLUTION ACCEPTING A DONATION TO THE CITY OF MANTORVILLE. Motion passed unanimously. f) Resolution 2018-17 – A RESOLUTION APPROVING A LOT SPLIT – Pulled g) Manhole Flushing Equipment Purchase Joe Adams submitted a request for the purchase of equipment/supplies needed for the air release man holes. Scott noted that there are 6 manholes that need to be flushed yearly. Member Christensen asked what the cost would be if we hired it out versus buying the equipment. Scott replied that it would be much more. Motion made by Member Hofstad, second by Member Lambert to approve the $600 expense in purchasing the items needed for the manhole flushing. Motion passed unanimously. 8. TBD a) Public Works Report – Scott reported on the following:  Several trees are being removed  Joe and he are busy with the mowing  Westrum leak detection was in and no leaks were detected.  October 9 is Hydrant Flushing  They received another pallet of patch material  He will be meeting with Xcel on the breaker box later this week. b) City Clerk Report – Cami reported on the following:  Personnel Committee is working on staff evaluations. Any input should be sent to me or only 1 of the committee members.  Fire Department Open House is October 9 from 5:30 – 7:30. Member Hofstad questioned this date as it has always been on a Wednesday, not a Tuesday. He thinks it is the 10th. Cami will verify this with Patti who was working on it with JJ.  Fall Festival is the last Saturday in October.  SE Sewer Project bids will be accepted and opened on October 4, 2018 at 2:00 pm.  5th Street East is due to be closed all week.  Campground to close on October 15. c) Consultant Report – None d) Committee Report  Fire Department – Member Hofstad reported on Fire Prevention Week October 7 – 14 and the activities that the FD does.  MRA – Member Lambert reported on the property maintenance items they are completing on all the MRA owned buildings. e) Council Member Report – None f) Mayor Report - Mayor Bradford gave a report on the 5th Street East Project. 9. Executive Session - None 10. Adjourn – Motion made by Member Christensen, second by Member Blair to adjourn the meeting at 7:06 pm. Motion passed unanimously.
