1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Sharon Davern, Luke Nash and Don Hofstad,
Others Present: Kim Boyum, Lyle Hoaglund, Troy Stafford, Ruth Pettey, Joan Nesvold, Rhonda Rocap,
Ginger Knight, Virgil & Carol Andrist, Jim Potter, City Staff Shelly Jensen-Germundson, Joe Adams, Cami

3. Additions/Deletions to Agenda - None
4. Consent Agenda – Motion made by Member Nash, second by Blair to approve the consent agenda as
follows:
a) City Council Meeting Minute’s September 14, 2020
b) Warrant List September 28, 2020
Motion passed unanimously.
5. Public Concerns
Resident Ruth Pettey spoke to the Council regarding a walk through being done on the trailer court. She
noted that the sites are being prepared for bringing in two new homes. Something needs to be done so we
don’t allow such old trailers to be brought in. She is also requesting that the ones being rented are
inspected. She noted that the storage sheds are not on concrete, there is parking along the trailer park side
which obstructs traffic and there is concerns for public safety being able to get in and out of there.
Discussion on a possible moratorium on any new trailers being brought in. Cami to send Minnesota
Department of Health there to inspect and work with the City Attorney on things.
Resident Wendy Schleeter noted that there are trailers on Chestnut Street with enough space to have
parking and a yard so why not in the Trailer Park.

7. Old Business/New Business
a) Koreen Seim – Event Request – Removed from agenda.
b) Set Fall Council Workshop Meeting
The City Council set the Fall Workshop meeting for October 19, 2020 starting at 6:00 pm. Discussion
items will be 9th Street traffic, the Trailer Park, 2021 projects and budget.
c) Request for Employee Leave of Absence
Ryan Jech will be on a medical leave of absence beginning on October 16, 2020. He will potentially be
gone for 8-12 weeks. Ryan noted that if all goes well, he will be back on December 19, 2020. Staff
presented their recommendation for coverage during this time. Council discussed posting and hiring
on a seasonal position for this coverage. By the time the City posted and hired on a new employee,
Ryan would potentially be back.
• Extension of Seasonal Position – Motion made by Member Blair, second by Member Nash to
keep Brad Suhr on through the end of December. Motion passed unanimously.
• On Call Seasonal Snow Plow Operator – Motion made by Member Hofstad, second by Member
Blair to contact the two interested parties from the Fire Department. Motion passed
unanimously.
8. TBD
a) Public Works Report – Joe Adams reported on the following:
• The gas and electric have been removed from the shop building and Greatland will be here
within the next 3 weeks for removal of the building. Mayor Bradford asked Member Nash if he
had some outstanding items on this. Member Nash noted that Cami got the numbers he was
looking for regarding the lot values. Member Davern asked if the MRA wanted pieces of the
building. Member Nash noted that they had mentioned it and he hadn’t brought it back to
them until he had a date that it was going to come down. He will let them know. Joe asked
that if anyone is interested, that they let him know.
• Member Hofstad noted that he believes the flags placed on the stop signs along 9th Street are
helpful. Discussion regarding a speed study being done farther down by the Chestnut Street
area and more enforcement being done. After additional discussion, it was noted that this is
worth looking into again as the residents along here are not happy and want the stop signs
back.
• SL Company requesting the 2020 Street Projects completion date be moved to October 16,
2020, instead of September 30, 2020. The rain weather has slowed them up a bit. Motion
made by Member Davern, second by Member Hofstad to grant them the extension for
completion to October 16, 2020. Motion passed unanimously.
b) City Clerk Report
Cami noted that the City Hall roof will be completed this week.
c) Consultant Report – None
d) Committee Report - None
e) Council Member Report
Member Nash asked about the Highway 57 project and when the meetings will take place with the
City and the businesses. He noted that he does not want any of this project started without input from
the Council and affected businesses.
f) Mayor Report
• Mayor Bradford noted that this morning the KM advisory committee met and the current
recommendation is that there will be no change on all levels at the school.
• He gave an update from the CARES act committee. They are proceeding with round 2, and
they lowered the threshold to $500.
Motion made by Member Blair, second by Member Hofstad to close the regular session and go into closed
Session at 7:53 pm for the purpose of completing the one-year staff review of Ryan Jech. Motion passed
unanimously.
Motion made by Member Blair, second by Member Nash to go back into regular session at 8:23 pm.
9. Executive Session
a) Staff Review – Motion made by Member Nash, second by Member Davern to approve the work hours
change for Ryan Jech to 7:30 am – 4:00 pm Monday – Friday and to have him attend all City Council
Meetings. This will be reviewed again three months after his return from medical leave. Motion passed
unanimously.
10. Adjourn – Motion made by Member Blair, second by Member Hofstad to adjourn the meeting at 8:24 pm.
