1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford, Henry Blair, Don Hofstad, Luke Nash, and Sharon Davern.
Others Present: John Buckingham, Joan Nesvold, Tod Fyten, Jim Potter, Virgil & Carol Andrist, Emma
Jensen-Germundson, Lyle Hoaglund, Tyler Vermeeersch – DCSO, City Staff Shelly Jensen-Germundson, Joe
Adams, Ryan Jech and Cami Reber.

4. Consent Agenda – Motion made by Member Hofstad, second by Member Blair, to approve the consent
agenda as follows:

d) EDA Meeting Minutes September 1, 2020

Member Nash questioned the Garbage Hauler License and the missing information in the residential pick
up costs. Cami noted that they are only a commercial garbage hauler. Motion passed unanimously.

7. Old Business/New Business
a) Tod Fyten – Building Proposal
Tod Fyten, owner of the Mantorville Brewery, approached the Council on a proposal for the purchase
of the old Radiator Shop Building/Creamery Building. He spoke on the history of the old Creamery
building, the building material and the research he did. He handed out a proposal for the purchase of
the building.
Member Davern asked why Tod doesn’t fix up his current building. Member Hofstad asked about
items in the purchase agreement regarding costs that the seller would be responsible for. There was
further discussion on Tod’s proposed plans and what will be put in there.
Member Davern and Member Nash noted that the Council already made a decision, this is mute issue.
Member Blair noted that this isn’t really any different than what was presented previously. Hofstad
noted he agreed with Member Blair and the building is in rough shape. Consensus of Council. No
action at this time, move forward with the plan on the table.
b) Property Complaints
Discussion on changes to our long grass code to actually define length. Member Davern noted her
discussions with the DNR not to have perfectly manicured laws in order to help with insect and
wildlife. It is up for grabs as to what is appropriate. We aren’t good at enforcing our codes and why is
it an issue if we aren’t going to enforce. Member Blair noted that these issues come up when we go to
enforce certain ordinances and we find we don’t necessarily have a leg to stand on. Member Davern
noted that we need to go through all our codes instead of piecemealing things. Member Blair
responded that yes, we do but sometimes to get them done you have to do one here and one there. He
noted an issue with enforcing this with land that is prairie, woodland, grandfathered in, slopes,
waterways, roadways, etc. Half the City would be leveled if we chose 8”. Defining rank growth will
need to be greatly defined with not only the length but property, types, public/private/ types of land,
out lots, parks, etc.
Cami noted she wants input from the City Council for a direction to move in as far as length goes and
she will note the other items brought up tonight for incorporation into a draft revision to bring back.
They agreed that 8” sounds good but to be sure to mention the other areas that this could impact.
Member Nash asked if there was an update on the disorderly use violations. Cami noted it is in the
hands of the attorneys and what our options are for a property with Disorderly Use violations.
8. TBD
a) Public Works Report – Joe reported on the following:
• Rochester Service for a Fall clean-up of leaves in the catch basins. Motion made by Member
Nash, second by Member Blair for approval to spend $800. Motion passed unanimously.
• Park Board is requesting to purchase 3 trees at $650. The money is in the Park Board budget.
Motion made by Member Nash, second by Member Blair to approve the purchase of the trees.
Motion passed unanimously.
• Hydrant flushing today and will finish up tomorrow.
Member Nash asked questions about trees being trimmed back that are obstructing stop signs. Joe
noted that this has been done but it may be a good idea for he and Member Nash to take a look.
b) City Clerk Report
Cami reminded the Council that next Monday is the workshop meeting starting at 6:00 pm.
c) Consultant Report – None
d) Committee Report
• Chamber – Member Hofstad reported they are cancelling the Fall Festival and will determine
if Old Fashioned Christmas will take place. The Cemetery Walk was a huge success and they
followed up with the speaker Jamie Schwickerath regarding career navigator for the KM
Schools.
• EDA – Mayor Bradford reported they discussed the budget for next year and he gave an
update on the Mantorville CARES process. The Larger than Life exhibit is looking to continue
going forward next year.
• Fire Department – Member Hofstad reported that Fire Prevention Week is cancelled. Items
were delivered to the school to be handed out to the kids in reference Fire Safety.
• KM Joint Powers – Mayor Bradford reported that there was a budget update given, they are
going to coordinate a joint project on the Mantorville BB court.
• MRA – Member Nash reported that they have cancelled all in person meetings.
• Park Board – Member Blair reported they had discussion on trees and playground stuff.
e) Council Member Report
• Member Nash – noted he would get with Cami on items for the retreat agenda.
f) Mayor Report – A reminder to keep your cell phones on silent or in your pockets.

10. Adjourn – Motion made by Member Hofstad, second by Member Blair to adjourn the meeting at 7:16 pm.
