MANTORVILLE CITY COUNCIL MEETING MINUTES MONDAY, FEBRUARY 8, 2021 6:30 PM 1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm. Members Present: Chuck Bradford, Don Hofstad, and Lyle Hoaglund. Others Present: Emma Germundson, Rhonda Rocap, Ginger Knight, Carol Boyd, Dan Trapp (remote), Jim Potter (remote) City Staff Joe Adams, Shelly Jensen-Germundson, Ryan Jech, and Cami Reber. 2. Pledge of Allegiance - Done 3. Additions/Deletions to Agenda – Pull item 9, add item 7c) Fire Department Purchase Approval 4. Consent Agenda – Motion made by Member Hofstad, second by Member Hoaglund to approve the consent agenda as follows: a) City Council Meeting Minute’s January 28, 2021 b) Warrant List February 8, 2021 & Supplemental February 8, 2021 c) EDA Meeting Minutes January 5, 2021 d) Fire Department General Meeting Minutes February 2021 e) DCSO Call Report for Mantorville January 2021 f) Notice of LBAE Meeting April 12, 2021 g) Notice of OSHA Complaint & City Response Motion passed unanimously. 5. Public Concerns - None 6. Public Hearing(s) – None 7. Old Business/New Business a) DUO Violations Notice – 16 5th Street West Cami updated the Council on the additional Disorderly Use Ordinance violations recently issued to Mr. Miller, owner of 16 5th Street West. After discussion, the City Council is asking him to attend the next Council meeting to present his plan. If they decide that the plan falls short, then they will pursue the next step. Council discussed and noted that they want to make sure that things can be done, such as a rental license revocation, even in light of the COVID mandates. b) Staff Water and Wastewater Training Approval Motion made by Member Hofstad, second by Member Hoaglund to approve the water and wastewater training for Ryan Jech. Motion passed unanimously. c) FD Request for Expenditures The Fire Department requested approval for the following two items: • A Digital Pager – Motion made by Member Hofstad, second by Member Hoaglund to approve the purchase for $860.50. Motion passed unanimously. • 2 Portable Lights – Motion made by Member Hoaglund, second by Member Hofstad to approve the purchase for $260. Motion passed unanimously. 8. TBD a) Public Works Report – Joe Adams reported on the following: • Due to the cold weather, if you have shallow water lines, it is recommended to keep your water running to avoid freezing.  b) City Clerk Report – Cami reported on the following: • The Highway 57 Technical Advisory Committee will have their first meeting tomorrow. • The new phone system is going in on Thursday. c) Consultant Report – None d) Committee Report • Fire Department – Member Hofstad reported that there is no information regarding the Chestnut Apartments Fire but he expects that JJ will be coming in the future to give an update. • MRA – Member Hoaglund reported that their meeting tomorrow they will discuss the remodel on the Greek Revival home. e) Council Member Report • Member Hofstad – Gave a reminder to everyone to please shovel out the fire hydrants; it makes it easier on the Fire Department. • Member Hoaglund – Commented on the Newly Elected Officials Course he is taking and he was surprised that we have a social media policy in place as many cities do not. f) Mayor Report – Mayor Bradford noted that he put the City and State flag at half mass in reflection of everything that has happened this last week and to honor those we have lost. He noted the efforts of everyone that responded to the building fire including the community members that offered food and drinks; it shows the value of living in a small community and how proud he is of that. 9. Executive Session - Pulled a) Pursuant to Minnesota Statutes Sections 13D.05, subdivision 3(b) a to conduct a closed session to discuss matters protected by attorney client privilege related to a potential lawsuit 10. Adjourn – Motion made by Member Hofstad, second by Member Hoaglund to adjourn the meeting at 6:55 pm. Motion passed unanimously.
