MANTORVILLE CITY COUNCIL MEETING MINUTES
MONDAY, FEBRUARY 22, 2021
6:30 PM
1. Call to Order – Mayor Bradford called the meeting to order at 6:30 pm.
Members Present: Chuck Bradford (virtual), Don Hofstad, Sharon Davern, and Lyle Hoaglund.
Others Present: Virginia Knight, Rhonda Rocap, Carol Boyd, Joan Nesvold (remote), Shawn Murphy - MN
Dot, Jim Potter, Virgil Andrist, Jerry & Lu Miller, Jamie Rabe, DCSO Deputies Scott Prins & Justin Classen,
City Staff Shelly Germundson, Joe Adams, Ryan Jech, and Cami Reber.

Mayor Bradford turned the meeting over to Member Hofstad.
4. Consent Agenda – Motion made by Member Hoaglund, second by Member Davern to approve the consent
agenda as follows:
a) City Council Meeting Minute’s February 8, 2021
b) Warrant List February 22, 2021
c) FD Member T. Hodgman Letter of Resignation
Motion passed unanimously.

7. Old Business/New Business
a) Rental Property – 16 5th Street West – Jerry Miller, Owner
Mr. Miller noted the steps he is taking to address the additional Disorderly Use Violations which he
has been notified of receiving. He noted the eviction notices that he handed out to the two rental unit
tenants. He noted that March 7 and March 12 are the dates of eviction for units 2 and 3. Discussion
between Mr. Miller and the Council. Member Davern noted that she doesn’t want to see a good renter
out on the street just because others are causing a problem. Member Hoaglund noted they were
elected for a reason; it is their duty to keep this place clean and safe. Mr. Miller noted that both
renters should be out by the 15th of March. It was the consensus of the Council to have Mr. Miller
attend the next Council meeting after March 15th to see where things are at.
b) RESOLUTION 2021-03 RESOLUTION APPROVING PARTNERSHIP CONTRACT WITH MINNESOTA
DEPARTMENT OF TRANSPORTATION FOR HIGHWAY 57 PROJECT DESIGN
City Engineer, Tim Hruska, presented the Partnership Contract with MN Dot. This contract follows
very closely with the contract they have with the City. This contract goes through project
management, kick off meetings, monthly design meetings, meetings with ADA, roles and
responsibilities, etc. There will be two open house meetings planned on this to share with the public
and get the dialog going back and forth. Working with the Technical Advisory Committee is beneficial
in bridging that gap between the public and officials. MN Dot will be doing the phase 1 and phase 2
environmental review. All of the utility companies will be coordinating on this project. Expectations
are all spelled out in the contract. Motion made by Member Hoaglund, second by Member Davern to
approve Resolution 2021-03, RESOLUTION APPROVING PARTNERSHIP CONTRACT WITH
MINNESOTA DEPARTMENT OF TRANSPORTATION FOR HIGHWAY 57 PROJECT DESIGN. Motion
passed unanimously.
c) RESOLUTION 2021-02 A RESOLUTION DECLARING A VACANCY ON THE CITY COUNCIL
Member Davern commented that she hopes the next person coming in isn’t treated as badly as she
was. With that, she noted she quits and she left the meeting at 6:58 pm.
Motion made by Member Hoaglund, second by Member Bradford to approve RESOLUTION 2021-02 A
RESOLUTION DECLARING A VACANCY ON THE CITY COUNCIL. This is the vacancy for the seat that
was held by former Councilman Luke Nash. Motion passed unanimously.
Applications will be accepted until Monday, March 8, 2021 at 12 noon. The Council will review and
consider them at the regular meeting on Monday, March 8, 2021.

a) Public Works Report
• Joe reported on a grant for the Dennison Park Project to help fund the difference. He will keep
everyone posted on it.
• Ryan requesting a new 8 horse auxiliary motor for the yard vac on the John Deere. He got 2
prices; one for $900 and one for $700. Motion made by Member Hoaglund, second by Mayor
Bradford to approve the purchase for $719.99 from Northern Hydraulics. Motion passed
unanimously.

d) Committee Report
• MRA – Member Hoaglund reported that the Marigold Days Committee is optimistically
planning for Marigold Days September 11 & 12.
e) Council Member Report – None
f) Mayor Report – Mayor Bradford noted the loss of Council Member Nash and what a great
commitment he made to the City.

10. Adjourn – Motion made by Member Hoaglund, second by Mayor Bradford to adjourn the meeting at 7:09
pm. Motion passed unanimously.
