MAPLE GROVE ARBOR COMMITTEE REGULAR MEETING January 9, 2020 MAYOR’S CONFERENCE ROOM 7:00 PM Call to Order The regular meeting of the Arbor Committee was called to order by Chairperson Parenteau at 7:00 p.m. Members Present Mary Parenteau, Frank Kampel, Sarah Piket, Steve Courtney, Julie Gamber, Marilyn Arnlund, Bob Henke, Don Varney, Cody Lensing, Dan Sanford Members Absent Ed Reichow Also Present Judy Hanson, Council Liaison, Jesse Corrow, Staff Liaison Peter Vickerman, Planning Manager Jake Walesch, Gonyea Development Oath of Office Council Member Hanson administered the Oath of Office to Committee Members Marilyn Arnlund, Steve Courtney, Julie Gamber and Sarah Piket. Election of Officers Motion by Committee Member Courtney, seconded by Committee Member Arnlund to reappoint Mary Parenteau as Chairperson of the Arbor Committee. Motion approved unanimously on a voice vote. Motion by Committee Member Courtney, seconded by Committee Member Gamber to reappoint Frank Kampel as Vice-Chairperson of the Arbor Committee. Motion approved unanimously on a voice vote. Motion by Committee Member Arnlund, seconded by Committee Member Gamber to reappoint Sarah Piket as Secretary of the Arbor Committee. Motion approved unanimously on a voice vote. Approval of Agenda Chairperson Parenteau asked if there were any additions and Minutes or revisions to the agenda. None were offered. Hearing no further additions or revisions, Committee Member Courtney made a motion to approve the agenda. The motion was seconded by Committee Member Varney and passed unanimously on a voice vote. Arbor Committee Meeting Minutes January 9, 2020 Page 2 Chairperson Parenteau asked if there were any revisions to the December 12, 2019 minutes. Committee Member Sanford noted that he was not present. Hearing no further revisions, Committee Member Varney made a motion to approve the minutes of the December 12, 2019 meeting as amended. The motion was seconded by Committee Member Lensing and passed unanimously on a voice vote. Special Business Elm Road/ Gonyea The Tree Survey for the Elm Road Project was Development presented by Jake Walesch from Gonyea Development. There was significant discussion on the staff recommendation that a conservation easement be placed over preserved trees in the T-Zone. Specifics of the easement were not determined at this time. Committee Member Arnlund requested that the tree inventory include the health of the trees. Old Business Parking Lot The Subcommittee held two meetings since the last Subcommittee Arbor Committee Meeting. At one of the meetings, Subcommittee Members met with Peter MacDonagh from the Landscape Architecture Department from the University of Minnesota. Tree Preservation Peter Vickerman presented the ordinance changes that Ordinance were discussed at the December 12, 2019 meeting. Additional changes and corrections were suggested by the Arbor Committee. 36-722 (2) – There was a question about the tree value in the Fee Schedule and concern that the amount was too low. The Arbor Committee requested that the next time the fee schedule is reviewed and approved, staff consider referencing the Guide for Plant Appraisal – authored by the Council of Tree and Landscape Appraisers. Mr. Vickerman indicated staff could consider using the guide for future schedule changes. Arbor Committee Meeting Minutes January 9, 2020 Page 3 36-728(1)(6) – There was discussion around the additional details regarding driplines and root cutting. Committee Member Parenteau asked if the protection fence should be included in the diagram but Mr. Vickerman indicated this will be included in other required documentation. 36-728(3) – There was discussion regarding the progressive replacement ratio. Committee Member Parenteau suggested that the replacement ratio not be progressive and all replacements should be based on the ratio the total amount allowed removal. Mr. Vickerman will put together comparison examples of current and both possible new methods. A few minor grammatical changes were requested. Committee Member Kampel asked if the Tree Preservation Area sign had been designed. Mr. Vickerman indicated that it had not and would take input from the Committee. Mr. Vickerman indicated he would bring proposed changes back to the Committee one more time before finalization, possibly as part of the February meeting. Tree Sale Committee Member Arnlund asked where the “important note to homeowners” information will be placed. Staff Liason Corrow will follow-up with Kelly Matzke to see where it was published (newsletter, other) in 2019. Committee Member Sanford will send the initial height and pricing information to Staff Liason Corrow to include with the tree list. Some of the information in the “Features” column for the Honeycrisp Apple will be removed. New Business Arbor Day Event Arbor Committee Meeting Minutes January 9, 2020 Page 4 Vendors – The Arbor Committee would like all vendors to return for the 2020 event, with the exception of the Pet Garage which is believed to be out of business. Committee Member Arnlund will try to find a “master naturalist” to attend this year. Committee Member Varney will contact Minnesota Native Landscapes to see if they would be interested in attending. Arbor Committee Contributions – Committee Member Henke will call Wright Soil & Water Conservation District to get the order form and information on the varieties and will also talk to Lynde’s regarding Sunflowers. Committee Member Kampel will source the Tote Bags. Committee Member Sanford will obtain trees for the Tree Raffle. Kids Activities – Committee Member Arnlund will secure prizes. Committee Member Parenteau will contact Home Depot about building kits. Volunteers – Committee Member Piket will contact Maple Grove Senior High and Parnassus. Committee Member Parenteau will contact Heritage Christian Academy. Staff Liason Corrow will contact Boston Scientific. Advertising – Committee Member Parenteau has contacted Maple Grove Magazine to see if they could include information about the event. It is not known if they were contacted in time. Committee Member Piket will update the advertising poster and Committee Member Henke will hang/distribute. Committee Members Anrlund and Varney volunteered to be interviewed by CCX Media for the Arbor Day event and Tree Sale. Arbor Committee Meeting Minutes January 9, 2020 Page 5 Buckthorn Removal The Arbor Committee identified Saturday, October Event 24th as the date for this year’s Buckthorn Removal Event. Committee members requested more information from the Police Department regarding the Capable Partners bow hunting program which takes place in the Tree Preservation Area. Area Reports There were no updates to provide from the December 12, 2019 meeting. Committee Member Henke inquired about trees being removed by the county on the north end of Zachary Lane. No one was aware of why they were being removed. Adjournment Committee Member Courtney made a motion to adjourn the meeting at 9:19 p.m. The motion was seconded by Committee Member Sanford and passed unanimously on a voice vote.
