COMMENTS: COMMITTEE COMMENTS  MAPLE GROVE ARBOR COMMITTEE REGULAR MEETING MINUTES JUNE 10, 2021 VIRTUAL ONLINE MEETING 7:00 PM Call to Order The regular meeting of the Arbor Committee was called to order by Chair Parenteau at 7:00 p.m. Members Present Chair Mary Parenteau, Vice-Chair Frank Kampel, Sarah Piket, Steve Courtney, Julie Gamber, Cody Lensing, Don Varney, Marilyn Arnlund, Mike Aasen Members Absent Bob Henke, Ed Reichow Also Present Jesse Corrow, Staff Liaison Judy Hanson, City Council Liaison Approval of Agenda Parenteau requested the addition of 3C Landscape Review Process. Arnlund requested the addition of 4A EAB Banner. Motion Gamber, second Piket to approve the amended agenda. Vote all ayes. Motion passed. Approval of Minutes Kampel requested minor change to how a sentence was worded. Motion Varney, second Kampel to approve the amended minutes from May 13, 2021. Vote all ayes. Motion passed. Old Business Conservation Easement Parenteau explained that the council had voted against Update pursuing the conservation easement. Hanson explained that the perpetuity piece swayed her vote. That was always her main concern and she didn’t want to encumber the land with an irreversible easement. Since a lot of this land is wetland, she believes it’s very unlikely that they will build on it or change the use in the future. The mayor has also agreed to work with Hennepin County to update the management plan for this land. Piket stated that it was disappointing to not achieve the outcome they were hoping for, but it was good to see the  mayor interested in partnering with the county on management restoration work. Parenteau stated that there was a lot of misinformation at the workshop and disagreed with the argument that a majority of the land is wetland. The Westwood Study reported that 200 acres are woodland, 100 acres are wetland, 20 acres are upland meadows, and 7 acres are driveway. Parenteau expressed that it was frustrating because it felt like the committee did not have the opportunity to discuss this with the council at the workshop. Varney expressed his concerns with the land being under the jurisdiction of the Public Works department. He believed this to be atypical, and was worried they do not actually care about the land. He expressed that no one wanted to step up and take responsibility for the land. Courtney agreed. The committee agreed that this issue could be remedied by hiring a city forester. They also agreed that the next step is to review the existing management plan. Maple Grove Parade Corrow announced that the committee has officially been accepted into the parade. The committee began planning their float. Landscape Review Process The committee discussed having in person meetings in the near future, and then they will be able to start reviewing landscaping plans together. New Business EAB Banner Arnlund had used grant funds to purchase banners for Ash Trees in the past. There are still more that need to be hung up, so she asked each member to take 10 of the banners and hang them up on ash trees around the city. AGENDA ITEM AGENDA HEADING Community and Economic Forest Management Plan Review Development PREVIOUS ACTIONS: At their meeting of Thursday, June 10, 2021, the Arbor Committee discussed revising the current Forest Management Plan. This document is attached for your review. Chairperson Parenteau also provided staff with a copy of 200+ page draft of the management plan which will be scanned and sent to the Arbor Committee soon. The draft was developed by Westwood Professional Services RECOMMENDED COMMITTEE ACTION: COMMENTS: Staff is looking into ways to better map out and define the trail system within the FPA in order to manage off path foot travel. Signs are being developed to identify the boundaries of the Forest Preservation Area. Signs will be placed where residential lots border the FPA. COMMITTEE COMMENTS ATTACHMENTS Forest Preservation Management Plan  FOREST PRESERVATION MANAGEMENT PLAN Mission Statement • To engage Maple Grove residents, academic institutions, volunteer groups, and government agencies in appreciating, understanding, protecting, and restoring the natural values and integrity of the forest and open space system, and • To pursue additional linkages to increase the connectivity of open spaces. Goal and Objectives Goal • To preserve and maintain the forest and open space lands for future generations. Objectives Citizen Enjoyment and Quality of Life • To encourage the general public to experience the natural environments of the open space system. Land Protection and Management • To continue to protect, restore, connect, and manage the network of forests, wetlands, and open spaces. Nature Education • To provide opportunities for visitors to learn from their experiences with nature. • To provide nature and wildlife study opportunities while respecting the fragile character of these environments. Ie mission statement, goals and objectives are the same today as they were in 2002 when they were established. It seems appropriate at this point to further refine the Westwood plan by establishing eleven (11) strategies in order to achieve the stated goals and objectives. Attached are the general strategies along with specific management elements relating to those strategies. FOREST MANAGEMENT PROGRAM Strategies A. 1. Manage invasive species 2. Establishment of a reforestation program 3. Establishment of a prairie restoration program 4. Confirmation of regeneration progress 5. Management of woodchip trail system 6. Construction of structures 7. Establishment of a signage system 8. Establishment of wetland/hydrology controls to avoid possible detriment to vegetative areas 9. Prohibit any use of the area that is inconsistent with the established goal of the forest and open space property 10. Provide for a means of wildlife management as governed by local and state regulations 11. Continue efforts to acquire Ethel Acres property  A 1. Manage Invasive Species 8. Priority 1 Allocate sufficient resources to achieve elimination of buckthorn and prickly ash in all areas labeled Control #1 on Exhibits 1 and 3 of the Interim Management Plan within a 5 year period. Since these areas are highly ranked Maple/Basswood forests with extensive existing overs tory trees, reforestation is not required at this time. b. Priority 2 Follovving eradication in Contra! area #1 areas, proceed to eliminate reed canary grass infestation in the Reed Canary Grass control area shown on Exhibit 1 within 1 year. The ditch block shown on Exhibit 1 should be reviewed for viability. c. Priority 3 Proceed to eradicate buckthorn and prickly ash in Control area #2 followed by Controf area #3 on Exhibits 1 and 3 within a 4 year period. d. Continue management on an ongoing basis to stop buckthorn, prickly ash and reed canary grass invasion in all areas. e. Review, on an annual basis, possible management plan adjustments by a qualified forest management specialist. A2. Establishment of a reforestation program a. Pursue a reforestation program area S 19 (2 locations) on Exhibit 3 using only native plant materials b. To minimize destruction of tree seedlings/saplings from wildlife, provide a means to protect individual trees from wildlife. A 3. Establishment of a prairie restoration program a. Pursue a prairie restoration program in area N26 on Exhibit 1 and S8 and 826 on Exhibit 3. b. Conduct prescribed burns in all 3 areas every 3 to 5 years AA. Confirmation of regeneration progress Observation and analysis of native species seedlings and saplings in the forest understory which indicates the potentiat of a healthy forest community which will replicate itself. Said observation, analysis and confirmation shall be provided by a forest resource specialist. In areas where regeneration is not progressing, determine cause and obtain recommendations to advance the regeneration process, which may include, but not be limited to, control burning or deer exclusion. A5. Management of woodchip trail system a. Maintain existing woodchip trails b. Following the invasive species eradication program, pursue expansion of the trail system by adding the loop around the Otterness property (if feasible as a result of Elm Creek water elevations) followed by the trails to the Ethel Acres property should that property be acquired. c. All trails shall be wood chipped pedestrian trails with no motor vehicles allowed (except City maintenance vehicles used exclusively to maintain the forest and open space area). A.~. Construction of Structures a. No public buildings of any kind shall be allowed.  b. Benches-, shall be allowed in selected areas where they will not lead to the degradation of the immediate area. c. Following the invasive species eradication, prairie reforestation and restoration programs, pursue the construction of a non-hard surface parking area at the entrance to the existing north trail off of Vicksburg Lane. A7. Establishment of a signage system a. Erection of signage unique to the forest area: 1. At entrances- City of Maple Grove Forest and Open Space Preserve No motorized vehicles Stay on wood chip trails e Description of the history and uniqueness of the area 2. Along trails, at various locations to delineate trail route A8. Establishment of wetland/hydrology controls to manage invasive species common to wetland areas and to maintain the natural ecosystems of the entire forest preservation area. A9. Prohibit any use of the area that is inconsistent with the goal of preservation and maintenance of the land for future generations. • Review, on a case by case basis, all activities that take place within the forest preservation area not specifically identified within this management plan. Said activities to be reviewed by the Forest Management Committee and/or consulting forester. J. Provide for a means of wildlife management as governed by local and state regulations. • In the effort to promote regeneration of native plant materials, allow non-firearm hunting of deer and control of other wildlife as needed. A11. Continue efforts to acquire Ethel Acres property. a To provide a loop trail system, as opposed to the undesirable dead end trail, efforts should resume to acquire the Ethel Acres property in total or, if not feasible, the northerly forested portion. I am also a sophomore at Wayzata High School. I have been in Girl Scouts since I was in kindergarten. I am writing to you in hopes of your support for my Gold Award project. The Girl Scout Gold Award is the highest award in Girl Scouts and projects must benefit the community and be sustainable. One of my favorite hobbies is to be outside, enjoying nature. My family and I love to go to National Parks all over the country and hike, but since there are none close, we love to go hiking at Maple Grove Preserve! This small but beautiful preserve is very important to my family and many families in our community, to get outside and be one with nature. We would love to see this preserve be protected for many years to come. I believe that the Maple Grove Preserve should be granted permanent protection through an easement with Hennepin county's easement program. Hennepin County just recently adopted a climate action plan which includes protecting and enhancing natural resources and land use. I am sure you are also aware that Hennepin aims to achieve net zero greenhouse gas emissions by 2050. This includes preserving and restoring natural areas. I believe these new action plans could help the preserve receive protected status and help Hennepin reach zero greenhouse emissions by 2050. For my Gold Award project, I would like to work with you to: - Learn more about the work of the Maple Grove Arbor Committee - Work with you in your efforts to get the Maple Grove Preserve protected (I see from your meeting minutes this is something you're working on) - Improve signage and trail markers around the Maple Grove Park Preserve - Start a "Friends of the Maple Grove Park Preserve" to raise awareness, funds, and volunteers to keep the preserve beautiful and accessible to everyone I would need your support to make this happen and if you as the experts would be able to help me in this goal, it would be greatly appreciated! The application deadline is September 13, 2021. Please refer to the attached advertisement for links to the grant program. COMMENTS: COMMITTEE COMMENTS ATTACHMENTS: CPL Grant Program Advertisement The CPL grant program is now accepting applications for FY2022 The Conservation Partners Legacy grant program (CPL) funds conservation projects that restore, enhance, or protect forests, wetlands, prairies, or habitat for fish, game, and wildlife in Minnesota. Grant requests may range from $5,000 to $400,000 with a maximum total project cost of $575,000. Nonprofit organizations and government entities are eligible to apply, and a 10% match of non-state origin is required. Funding for the CPL program comes from the Outdoor Heritage Fund. $7.175 million is available for the Traditional and Metro grant cycles. Projects must be on public lands/waters or on lands protected by a permanent conservation easement. Apply by 3:00 PM September 20, 2021. $2.5 million is available for the Expedited Conservation Projects (ECP) grant cycle. ECP funds up to $50,000 for eligible activities on public lands and waters. The ECP application is open continuously through May 19, 2022, or until all funds are awarded. Apply by 3:00 PM September 13, 2021 for the first round of ECP funding. AGENDA ITEM AGENDA HEADING Community and Economic Fall Tree Festival Planning Development PREVIOUS ACTIONS: As was the case last year, the Arbor Day Event was cancelled in April due to the pandemic. In 2020, the Arbor Committee rallied to plan and promote a Fall Tree Festival that encouraged residents to visit the Maple Grove Arboretum and other city parks. RECOMMENDED COMMITTEE ACTION: COMMENTS: The Arbor Day Foundation has waived the requirement for an Arbor Day celebration 2021, however, if the Arbor Committee would like to host another Fall tree festival this year, planning for the event needs to begin. AGENDA ITEM AGENDA HEADING Community and Economic Landscape Review Discussion Development PREVIOUS ACTIONS: Earlier in the year the decision to remove landscape plan reviews from the Arbor Committee agendas. In the past, Arbor Committee meetings were becoming exceedingly long, to the point that the Committee was losing members because of it. When people do resign from the Committee, we often do informal exit interviews with them. We have received quite a bit of feedback from folks telling us that landscape reviews became overly time consuming and tedious. RECOMMENDED COMMITTEE ACTION: The Arbor Committee is encouraged to discuss if it would like to review landscape plans at future meetings. The matter will be discussed with the City Administrator for approval. COMMENTS: While City Code does not reference landscape review as a specific duty of the Arbor Committee, our thought was to offer the ability to review plans online as a way to allow those members who chose to do so the option. Since switching to that route, we typically only receive one to three review forms per project. Our landscape requirements are defined in code, so staff always regularly reviews them for each project. AGENDA ITEM AGENDA HEADING Community and Economic Area Reports Development PREVIOUS ACTIONS: None RECOMMENDED COMMITTEE ACTION: The area reports section of the agenda provides an opportunity for any Committee member to report any item in the city that needs staff attention. Arbor related items will be forwarded to the appropriate staff member with a response provided at the next meeting. COMMENTS: Rotary Club: Chair Parenteau was asked to attend the September 21st Rotary Club meeting in order to discuss the goals and efforts of the Arbor Committee. The Rotary Club is interested in working with the Arbor Committee in buckthorn removal and tree plantings around the city. They may also join in on the Buckthorn Removal Event at the Forest Preservation Area later this fall. Trash Can Enforcement: Committee Member Henke had previously emailed the group regarding trash can enforcement. A response from the Zoning Enforcement Officer is attached on the following page. For the first time, our department has a seasonal employee, which is allowing more time to enforce some of these issues we couldn’t in the past. The city is not randomly citing residents, we are receiving complaints. The city has chosen to take a complaint based approach with zoning enforcement issues.   With this approach, we avoid being blamed for targeting specific homeowners or neighborhoods with violations. Nor, do we have the time or staff to actively go around to patrol the streets looking for violations.   Complaint based approach puts an emphasis on neighbors to speak to each other about a situation or to contact the city if it’s something that needs to be addressed.   We always notify residents and businesses first, if they are in violation of an ordinance, giving them time to correct it, before we ever send them a citation.   Often times it is just educating residents or businesses on what is allowed. Citations are never given without staff first witnessing the issue ( preferably photographing). Our ultimate goal is code compliance. If the city needs to be contacted about an ordinance violation, using the See Click Fix app or weblink has become a great tool. See Click Fix can be used to report a variety of issues from street lights out, potholes, watering restrictions, parking, trash bins, etc. This program is available through our website, as well as, a mobile app and photos can be attached. Plus, it’s map based, so they don’t need to know addresses. Once entered it goes directly into our tasking software. https://www.maplegrovemn.gov/services/seeclickfix This is simply an option that has been well received by many residents. I personally agree with the trash can ordinance in that visible cans are an eyesore, and I can counter-argue all the reasons given for not putting containers in the garage, but then I also wish cat owners would realize leash laws apply to them as well as dog owners. But the reason I’m forwarding this isn’t for my forum on the topic, but to question why the city seems to only randomly choose what to enforce and when. Is it only when a neighbor complains? If so, wouldn’t it be prudent to put a reminder of the rule in a utility billing (it at least covers recycling if not trash) and then, after a reasonable amount of time for compliance, start a more uniform, equitable enforcement? Or no enforcement if so chosen. Just my thoughts, but if you see a response in that thread from someone with my surname, know that part of his 40 years of keeping trash cans in the garage were in my household . Keep in mind these 2 garbage cans have been in the same spot for 4 years and get moved to the curb weekly. Called the city and supposedly they need to be kept out of sight of the street. So apparently somebody driving by has a problem with them or one of my neighbors decided to be a sackless human and just come talk to me about this because there are other people on the same street doing the same thing with cans on the side of their house.
