COMMENTS: COMMITTEE COMMENTS  MAPLE GROVE ARBOR COMMITTEE REGULAR MEETING MINUTES AUGUST 12, 2021 VIRTUAL ONLINE MEETING 7:00 PM Call to Order The regular meeting of the Arbor Committee was called to order by Vice-Chair Kampel at 7:02 p.m. Members Present Vice-Chair Frank Kampel, Sarah Piket, Steve Courtney, Julie Gamber, Don Varney, Marilyn Arnlund, Bob Henke and Ed Reichow Members Absent Cody Lensing, Mike Aasen, Mary Parenteau Also Present Jesse Corrow, Staff Liaison Judy Hanson, City Council Liaison Approval of Agenda Frank Kampel requested the addition of 4E Vicksburg Lane cleaning. Motion Julie Gamber, second Sarah Picket to approve the amended agenda. Vote all ayes. Motion passed. Approval of Minutes No change. Motion Don Varney, second Sarah Piket to approve the minutes from June 10, 2021. Vote all ayes. Motion passed. Old Business 3A - Forest Management Corrow discussed this item was reviewed at the June arbor Plan Review committee meeting. Chair Parenteau provided a 2002 working draft prepared by Westwood, staff will provide a scanned copy to the committee for review. The city is considering getting a GPS system to better define the trail system. Kampel volunteered to assist with this project to have a working map for the designated trails. Discussed signage for this area to inform the public this is a forest management area but a public area. The Committee discussed what has been completed on the management list. The draft will continue to be reviewed at future Arbor Committee meetings. 3B - Maple Grove Parade Corrow discussed with Parenteau to order arbor committee t- Recap shirts. Color and design were discussed at the meeting. Henke and Arnlund volunteered to work on the project.  The Smokey Bear costume was great quality and would like the same costume next year with the blower attachment. Picking up and returning the costume was disorganized when arriving at the DNR location in St. Paul. Kampel volunteered to store the parade supplies until they are needed next year. Additional supplies for the parade was discussed. The eight bags of candy purchased was adequate. New Business 4A - Addison Dahmer – Addison Dahmer did not attend the meeting as scheduled. Gold Award Project Corrow asked if there are a couple volunteers to meet with Addison. Kampel and Parenteau will meet with Addison to collect her ideas. Corrow will coordinate with Addison to meet with Parenteau and Kampel. 4B - Conservation Partners Corrow discussed this item was provided by Arnlund. Legacy Grant Kampel reported he researched and found the grant money is available for C.P.L. grant and mentioned Park and Recreation or Public Works should apply for the grant. Arnlund said the 10% grant match could be in-kind match and doesn’t have to be cash. Councilmember Hanson stated council would have to approve any matching of the grant. Corrow will check with the Finance Department if any funds are available? Initial deadline for the first grant deadline of September 20, 2021 through May of 2022 for available money. 4C - Fall Tree Festival The Arbor Committee discussed the plans for the Fall Tree Planning Festival which was scheduled for September 25 through October 10, 2021. Similar to the 2020 event, it will include a Parade of Trees at the arboretum, a Tree Scavenger Hunt within various city parks and a visit to the Forest Preservation Area. Tree seedlings will be given away for prizes. Arnlund and Hanson volunteered to work together for the trees in the arboretum. Piket volunteered to locate other trees in city parks and schools and to update the tree festival flyer. Corrow will prepare information for Facebook and the city website. Tree prizes can be handed out at Public Works on Saturday, October 9 in the morning. Resident will need to show Maple Grove ID. Corrow will inventory the tree seedlings that were planted in the gravel bed. 4D - Landscape Review The committee discussed to review the landscape plans at Discussion meetings like done in the past. Members like discussing the plans during the meetings. Discussed keeping a timeline on  each set of plans and review plans at home prior to the upcoming meeting. Corrow presented the items the planner reviews on each landscape plan for a project. Committee discussed receiving an email to include the combined comments from the landscape plan reviews. 4E – Vicksburg Lane The Committee scheduled the adopt a street cleanup on Cleaning Vicksburg Lane for Wednesday, August 25 at 5:00 p.m. Kampel will send out an email of the event. Area Reports Corrow updated the committee about the Rotary Club. They would like the Arbor Committee to give a presentation at their next Rotary meeting. Parenteau will be presenting the committee mission on September 21. Courtney mentioned several dead trees on Weaver Lake Road that are located in front of Applebee’s. Arnlund asked if Public Works watering the trees on the boulevards? Corrow will follow up. Hanson updated the committee that residents were asking about emerald ash borer treatment. Trees need to be treated for the life of the tree. Arnlund praised the EAB information provided on the city website. Kampel asked if EAB banners should remain up in the community that were placed on public property. Ok to leave banners up. AGENDA ITEM AGENDA HEADING Community and Economic Forest Management Plan Review Development PREVIOUS ACTIONS: At their meeting of Thursday, August 12, 2021, the Arbor Committee had further discussion on what items should be reviewed that are listed on the plan based on the 2040 plan. A number of objectives in the management plan were identified that have not been pursued or implemented. RECOMMENDED COMMITTEE ACTION: COMMENTS: IT staff has GPS equipment capable of mapping the trails within the Forest Preservation Area. It is highly recommended that the coordinates are gathered in the late fall/early spring during leaf off for better readings and more accurate results. Signs are being developed to identify the boundaries of the Forest Preservation Area. Staff has contacted the vendor to begin production of the signs that will be installed behind residential lots that border the FPA. The Parks Department may be able to assist in the installation of the 4”x4” treated posts that will hold the signs. The city may also provide a “private property” sign on the opposite side of the post indicating the boundaries of the residential lots. Also, a copy of the draft management plan was emailed to committee members for review. AGENDA ITEM AGENDA HEADING Community and Economic Conservation Partners Development Legacy Grant PREVIOUS ACTIONS: At their meeting of Thursday, August 12, 2021, the Arbor Committee discussed the CPL grant funds and what the grant could be used for. RECOMMENDED COMMITTEE ACTION: The Arbor Committee is encouraged to review and discuss what specifically the CPL grant funds could be used for in the Forest Preservation Area preservation efforts. An activity list is provided for review. COMMENTS: In speaking with the DNR grant coordinator, she thought that enhancements to the Forest Preservation Area would be a great use of the grant money and encouraged the City of Maple Grove to apply for the Expedited Conservation Project (ECP) activities. She expects funding to be available into May of 2022 and it would be fine to apply up until that point. She will also be providing some example applications from metro cities for staff review. It appears there is forest preservation money available for the necessary 10% match, expenditure will require City Council approval. This is a reimbursement style grant in that invoices would be submitted to the DNR and the qualifying amount would be reimbursed or paid to a contractor. The event will include the Parade of Trees at the arboretum, a Tree Scavenger Hunt within various city parks and a visit to the Forest Preservation Area. RECOMMENDED COMMITTEE ACTION: COMMENTS: Below is an update on what has been planned and an update on progress: • The event will run from September 25th through October 10th. • Prizes will include the tree seedlings that were planted in the gravel bed (more details below). • The tree seedlings will be given out on Saturday, October 9 at the public works facility - Establish time for pick up and volunteers to hand out trees • Arboretum Trees have been identified – Judy and Marilyn • Park Scavenger Hunt - Sarah • Staff will promote the event on the city website and social media • Scavenger Hunt slides and Arboretum maps will be available online. Paper copies of the Arboretum maps will be onsite as well. • Other event promotions?
