COMMENTS: Council approved the reappointments for Arbor Committee members Bob Henke, Cody Lensing and Mary Parenteau at their meeting on Monday, January 3, 2022. Terms for Bob, Cody and Mary will expire on December 31, 2024. Oaths of Office will be given to the reappointed members. Thanks to you all for your continued desire to be part of the Arbor Committee. *** Council also approved the appointment of Jake Wanek to the Arbor Committee at their meeting on January 3, 2022. ATTACHMENTS: Attachment A: December 9, 2021 draft minutes  Attachment A MAPLE GROVE ARBOR COMMITTEE REGULAR MEETING MINUTES DECEMBER 9, 2021 EMERGENCY OPERATIONS CENTER 7:00 PM Call to Order The regular meeting of the Arbor Committee was called to order by Chair Parenteau at 7:00 p.m. Members Present Chair Mary Parenteau, Vice-Chair Frank Kampel, Sarah Piket, Julie Gamber, Don Varney, Bob Henke, Cody Lensing and Mike Aasen. Members Absent Ed Reichow, Steve Courtney, Marilyn Arnlund Also Present Judy Hanson, Jesse Corrow, Staff Liaison Approval of Agenda Motion Henke, second Piket to approve the agenda. Vote all ayes. Motion passed. Approval of Minutes Motion Piket, second Henke to approve the minutes from September 9, 2021. Vote all ayes. Motion passed. Old Business 3A – Arbor Subcommittee A subcommittee meeting is planned for early January to Update create a list of proposed changes to the landscape ordinance. These changes will be brought to the next Arbor Committee meeting for discussion. 3B – Forest Management A revised version of the management plan was provided to Plan Review committee members. Kampel reviewed the changes as shown on the redline version. Kampel walked the trails at the forest preserve and compared the trail map created by staff to the actual trail locations. All trails appear to be located accurately, however a few should be removed from the map because they appear to be non- designated foot paths. Kampel will provide changes to the trail map to staff. Varney suggested that a paved parking area may be a better option than the existing gravel, adding that pavement can provide better access and exposure to the site. Parenteau feels the committee should be promoting a permeable surface parking area so close to a natural area. Other porous options  were discussed. At a minimum, class 5 gravel should be added and the parking area should be maintained more regularly. An edit was made to section A.6.c. to allow for broader surfacing options in the future. Parenteau made a motion to approve the revised Forest Management Plan so it can be brought to the City Council for approval. Second by Kampel. 3C – Conservation Partners Committee members Parenteau, Kampel and Aasen recently Legacy Grant met to review the grant and explore how the funds could be applied. Parenteau feels that a number of items within the Forest Management Plan could be funded with grant money. Council Member Hanson informed the committee that the City Administrator should be engaged in the context of the grant application. Corrow agreed that the intent is to provide the application to staff for review before submittal. 3D – Fall Tree Festival Corrow provided a review of the 2021 Fall Tree Festival and informed the group that an Arbor Day Celebration at the Community Center can be planned for 2022. If the group decides to hold both events in 2022, the committee felt that the tree scavenger hunt should not be held and the tree seedling giveaway should take place as part of the Arbor Day Celebration in the spring. Planning for the Arbor Day event will continue in January. New Business 4A – Tri-Care Tree Corrow explained that a large area of T-Zone trees was Removal removed on the Tri-Care property on or before September 29, 2021. A grading permit was issued for the property but the tree removal was not approved by City Council or planning staff. Staff is working with the applicant to protect the remaining trees on the property and replace any necessary trees. The Arbor Committee requested to review the updated tree inventory when it is available. 4B – Arbor Committee Parenteau requested that additional videos should be added to Website Videos the Arbor Committee website, including the recent tree planting video hosted by Arnlund and Varney. The Committee decided that additional resources should be also added, especially more EAB information. Committee members will review and discuss additional website updates at future meetings. 4C – Low Cost Trees for Parenteau expressed that a number of residents are displeased EAB Affected Residents with the ash tree removal occurring in the Boundary Creek neighborhood and other impacted areas. The committee discussed the possibility for providing low cost replacement trees to affected residents but decided that logistics and tree warranties may not allow for this. The City has reduced the number of planned tree removals in these neighborhoods, however. 4D – 2022 Arbor Committee The committee brainstormed goals for the year ahead. Goals and Workplan Proposed goals were recorded and will be reviewed at the next Arbor Committee meeting. Area Reports Henke reviewed progress on new Arbor Committee t-shirts. The Committee agreed that the existing Arbor Committee Logo will be used on the t-shirts two shirt colors will be provided to each member. Henke will try to get another quote before moving forward on the order. Parenteau and Kampel discussed a recent meeting with a U of M student who was researching a tree inventory program for the City of West St Paul. The committee commended the Maple Grove Rotary Club for its contributions at the buckthorn removal event at the Forest Preservation Area. Parenteau applauded the recent tree plantings that took place at Boston Scientific. Adjournment Motion Piket, second Gamber to adjourn the meeting at 8:37 p.m. Vote all ayes. Motion carried. Goals and objectives for the 2022 calendar year include: • Draft landscape ordinance Updates • Implement and actively manage the revised Forest Management Plan • Apply for the Conservation Partners Legacy Grant and put to use • Explore other grant opportunities • Update Arbor Committee website to include more resources and better identify upcoming events • Organize a city-wide tree planting event COMMENTS: A final draft will be provided to the City Council, please review for any changes or additions. Similar to last year, the available tree inventory has become somewhat limited in the spring months and in order to offer a wider selection, the tree supplier would like to hold the sale in early September. RECOMMENDED ARBOR COMMITTEE ACTION: Compile a wish list of preferred tree species that would attract the most buyers. Staff will meet with the supplier February to discuss the tree selection possibilities. COMMENTS: 35 residents ordered a total of 74 trees during the 2021 tree sale.
