Call to Order The regular meeting of the Arbor Committee was called to
order by Chair Parenteau at 7 p.m.
Members Present Chair Mary Parenteau, Sarah Piket, Cody Lensing,
Frank Kampel, Don Varney, Rachael Lamsal, Marilyn Arnlund,
Apeckchya Karki and Darleen Lindgren
Members Absent Bob Henke and Emma Molls

Oath of Office Chair Parenteau administered the oath of office to Marilyn
Arnlund Sarah Piket and new Arbor Committee members
Apeckchya Karki and Darleen Lindgren.
Approval of Agenda Motion Kampel, second Piket to approve the agenda for
March 9, 2023. Vote all ayes. Motion passed.
Approval of Minutes A typo was noted by Kampel. Motion Kampel, second Piket
to approve the minutes from February 9, 2023. Vote all ayes.
Motion passed.
Old Business
Hy-Vee North Funds Parenteau informed the new committee members why these
funds are available and how the Arbor Committee is planning
to spend the money. The committee confirmed that they
plan to focus on site #1 this year for a tree planting event
along with additional tree plantings by a contractor.
The committee would like to determine if the soils are
appropriate for tree plantings. Corrow will check to see if city
staff has the equipment to make this determination. The
committee will begin designing a landscape design at its next
meeting with plans for the tree planting event to take place
in September 2023.
Arbor Day Event The Arbor Committee reviewed the “to do” list and each
member discussed the progress that has been made to date.
The list will continue to be updated leading up to the event.
Piket provided possible designs for the new signs and the
committee agreed on one. The 2023 Arbor Day event will be
held on Saturday, April 29 from noon to 3 p.m. at the Maple
Grove Community Center.
Buckthorn Eradication Group Chair Parenteau provided information on the group’s last
meeting. Paul Buck, City Forester in Plymouth, joined the
meeting and shared an example of a buckthorn removal
project that took 11 years, he also offered other suggestions
to the group. Tom Anderson had a good conversation with
the mayor about the Buckthorn Eradication Group.
Parenteau requested that the Arbor Committee provides a
buckthorn informational article in the summer newsletter.
Area Reports Lindgren had questions on the landscape plan review
process.
Parenteau recommended that the new Arbor Committee
members receive copies of the landscape and T-zone
ordinances for their review.
Varney mentioned a newspaper article that discussed how
communities are scaling back minimum parking stall
requirements. Corrow mentioned that parking numbers have
been trending downward in Maple Grove with the flexibility
provided by PUD zoning. Johnson noted that new
developments are reviewed on a case-by-case basis, and that
traffic patterns and parking needs are considered for each
specific use.
Adjournment Motion Piket, second Kampel to adjourn the meeting at 8:32
p.m. Vote all ayes. Motion carried.

RECOMMENDED ARBOR COMMITTEE ACTION:
Administer the Oath of Office to Committee Members Arnlund, Karki and Lindgren.
COMMENTS:
City council approved the reappointment for Arbor Committee member Marilyn Arnlund at
their meeting on Tuesday, January 3, 2023. Marilyn’s term will expire on December 31, 2025.
The Oath of Office will be given to the reappointed member.
City Council approved the appointments for Apeckchya Karki and Darleen Lindgren to the
Arbor Committee at their meeting on Tuesday, February 21, 2023. The Oaths of Office will be
given to Apeckchya and Darleen and their terms will expire on December 31, 2025.
Welcome Apeckchya and Darleen, and thank you for serving on the Maple Grove Arbor
Committee! Thank you Marilyn for your continued desire to be part of the Arbor Committee.

Special Business
Data ethics practices, open Training has been rescheduled to the April 13, 2023 Arbor
meeting law training Committee meeting.
Oath of Office Committee member Arnlund was absent and will receive her
oath of office at the next meeting.
Approval of Agenda Motion Henke, second Piket to approve the minutes from
February 9, 2023. Vote all ayes. Motion passed.
Approval of Minutes Motion Henke, second Piket to approve the minutes from
January 12, 2023. Vote all ayes. Motion passed.
Old Business
Hy-Vee North Funds The committee reviewed the pros and cons of the four
remaining city-owned properties that are candidates for
future tree planting projects. Corrow presented another
potential site located at the northeast intersection of County
Road 30 and Upland Lane. Gleason park would also be
considered as a site for a public tree planting event. Henke
suggested prioritizing the sites and spreading out the tree
plantings in future years. The committee ranked the sites as
follows:
1. County Road 30/Upland Lane
2. Maple Grove Pkwy/Bass Lake Road (Site #5)
3. Vicksburg Lane/Elm Road (Site #3)
4. Vicksburg Lane/Nottingham Pkwy (Site #7)
Corrow will find out if Gleason Park can become a T-Zone
district if Arbor Committee trees are planted there and if
Parks department is able to dig the holes needed for a tree
planting event.
Arbor Day Planning The Arbor Committee reviewed the “to do” list and each
member discussed the progress that has been made so far.
The list will continue to be updated leading up to the event.
Henke suggested a large T-zone map and ordinance
information should be added to a booth. The 2023 Arbor Day
event will be held on Saturday, April 29 from noon to 3 p.m.
at the Maple Grove Community Center.
New Business
T-Zone Notifications Committee members discussed publishing an article in the
city newsletter as an effective way notify residents if they
live in a T-Zone. The article can be published several times
each year and will include a link to the neighborhood
information website in order to determine if a specific
address is in a t-zone. The city’s zoning map with T-zone
overlay will be used because it is easier to read than the T-
zone map. Social media posts would also be an effective way
to get this information out.
Lamsal will forward a T-zone map to the Eagle Lake
homeowners association since there is a lot of T-zone areas
around that lake.
Area Reports Parenteau mentioned that a few Arbor Committee members
attended a winter tree identification course put on by the
University of Minnesota. She also provided an update of the
Buckthorn Eradication Group.

AGENDA ITEM: Hy-Vee Funds - Agenda Item 5A
PREVIOUS ACTIONS:
At their meeting on February 9, 2023, the Arbor Committee discussed options on how the
spend the $67,150 cash-in-lieu received from Hy-Vee for excessive tree removal at their
property at 9960 Maple Grove Parkway.
RECOMMENDED ARBOR COMMITTEE ACTION:
Continue to discuss possible uses for these funds.
COMMENTS:
The committee ranked four possible city owned properties that are candidates for future tree
planting projects. These sites were ranked as follows:
1. County Road 30/Upland Lane
2. Maple Grove Pkwy/Bass Lake Road (Site #5)
3. Vicksburg Lane/Elm Road (Site #3)
4. Vicksburg Lane/Nottingham Pkwy (Site #7)
The committee can begin planning a fall tree planting event and discuss contracting any
additional tree plantings. The holes needed for the public tree planting event will be prepped
by Parks and Streets staff.

At their meeting of Thursday, February 9, 2023, the Arbor Committee discussed roles and
responsibilities for the event.
RECOMMENDED ARBOR COMMITTEE ACTION:
Continue planning this year’s Arbor Day event which will be held at the Community Center on
Saturday, April 29 from noon to 3 p.m.
COMMENTS:
The list of committee member responsibilities is attached and will be updated ahead of
each meeting leading up to Arbor Day.

RECOMMENDED ARBOR COMMITTEE ACTION:
The area reports section of the agenda provides an opportunity for any Committee member
to report any item in the city that needs staff attention. Arbor related items will be
forwarded to the appropriate staff member with a response provided at the next meeting.
COMMENTS:
All committee members are encouraged to attend the Data and ethics practices, open
meeting law training which will be held just prior to the April 13 meeting. Training will begin
at 6:30 p.m. followed by the regular Arbor Committee Meeting.
