Maple Grove Arbor Committee regular meeting minutes May 9, 2024 Mayor’s Conference Room 7:00 p.m. Call to order The regular meeting of the Arbor Committee was called to order by Chair Parenteau at 7:00 p.m. Members present Chair Mary Parenteau, Frank Kampel, Don Varney, Marilyn Arnlund, Bob Henke and Rachael Lamsal Members absent Sarah Piket, Apeckchya Karki, Cody Lensing and Darlene Lindgren Also present Rachelle Johnson, City Council Liaison Jesse Corrow, Staff Liaison Shane DeGroy, City Forester Approval of agenda Parenteau added item 5B, Conservation Partners Legacy Grant, and Henke added item 5C 2023 Tree Planting Event. Motion Varney, second Lamsal to approve the agenda for May 9, 2024. Vote all ayes. Motion passed. Approval of minutes Motion Kampel, second Arnlund to approve the minutes from April 11, 2024. Vote all ayes. Motion passed. Special Business Welcome New City Forester The new City Forester, Shane DeGroy, introduced himself and discussed his past experience. Each committee member introduced themselves and welcomed Shane. Parenteau discussed the role of the Arbor Committee and highlighted past accomplishments. Old Business Parking lot subcommittee Subcommittee discussed recent updates that were made since the last meeting. The subcommittee welcomed input from the City Forester before presenting the proposed ordinance changes to staff and City Council. 2024 Committee Goals The Arbor Committee proposed goals for 2024 were reviewed. It was noted that the list was not displayed correctly on the agenda. An updated list of goals will be 2024 Arbor Day Event shared at the next meeting. Parenteau added the Forest Preservation Management Plan to the list. Committee members were asked to share their thoughts on the Arbor Day event and provide recommendations for next year. Committee members noted several handouts were missing and have decided to inventory all of the Arbor Day items at a future time. Appreciation was expressed to City Council member Janigo for attending and tallying the number of visitors. The committee also liked how the tree New Business seedlings were packaged this year. Maple Grove Days Parade The committee discussed whether to participate in the parade this year after low participation from committee members last year. Staff will register for the parade and determine if they will attend at the June 13 meeting. The Conservation Partners parade will take place on July 11, 2024 at 6:30 p.m. Legacy Grant Chair Parenteau asked city staff to review the Conservation Partners Legacy Grant and if the city can re-apply for another round of the grant. Staff will look into this and report back at Tree Planting Event the June 13 meeting. Henke visited the tree planting site and noted that the trees generally look good. There may be two or three that may not have survived the winter and should be monitored. Corrow confirmed there is not a warranty on these trees because they were purchased at a wholesale price. Staff will re-install the banner sign at the site of the tree plantings. Area reports Chair Parenteau provided an update on the buckthorn group and their recent presentation to the Rice Lake Association. Their visit was well attended and well received. Buckthorn pulls will be on every second and fourth Tuesdays at 5 p.m. The “MG Buckthorn” Facebook page will indicate where the buckthorn pulls are occurring. Old Business Parking lot subcommittee The subcommittee shared several diagrams that will be provided in development applications and will be referenced in the updated landscape ordinance. Other recent updates include specifics on mulching, porous pavers, and inspector discretion. The subcommittee will begin preparing a presentation of the ordinance updates for staff. 2024 Committee Goals The Arbor Committee proposed the following goals for 2024 and will be added to the goals previously discussed: • Review website contents and determine if additional information is needed • Apply for additional grants to better manage the Forest Preservation Area • Explore new ways to spend T-zone cash-in-lieu money • Utilize Tree City USA flags at city fire stations and other public places • Install Tree City USA signs at Maple Grove entrance points The above goals are in addition to the goals proposed at the March meeting: • Install a small permanent sign at the site of last year’s tree planting event • Host a public tree planting demonstration • Host public tree related classes/seminars at the Government Center • Replace trees removed as part of the 610 extension and other road projects The Committee will work with the City Forester towards achieving the 2024 goals. 2024 Arbor Day Event Arbor Committee members provided updates to the “to do” list and discussed other items that need to be taken care of before the event. New Business Street Cleanup Committee members scheduled the next street cleanup day for Wednesday, May 15. The committee will meet at Basswood elementary at 5:30 p.m. Metro Blooms Committee member Arnlund shared information about the educational workshops that are put on by Metro Blooms. The Committee discussed the possibility of sponsoring a public workshop in the Emergency Operations Center at the Government Center. Corrow will look into any limitations on the T-zone cash-in-lieu money and if these funds could be spent on this type of workshop. Prairie Restoration Arnlund shared that Prairie Restorations also holds educational workshops at their headquarters in Princeton, MN. Arnlund will find out if they would be interested in holding a workshop in Maple Grove and will look into how registration works. Area reports Committee member Varney recalled a nice experience he had with the Public Works department and wanted to give kudos to Jesse Schumacher for his prompt response in placing soil and grass seed on a disturbed area near his neighborhood. Respectfully submitted, Jesse Corrow, City Planner City of Maple Grove Arbor Committee REQUEST FOR ARBOR COMMITTEE ACTION MEETING DATE: May 9, 2024 PREPARED BY: Jesse Corrow, City Planner AGENDA ITEM: New City Forester – Special Business PREVIOUS ACTIONS: None RECOMMENDED ARBOR COMMITTEE ACTION: Welcome the new Maple Grove City Forester, Shane DeGroy. COMMENTS: In April, 2024, Shane DeGroy was hired as the Maple Grove’s first City Forester. Shane previously worked for Hennepin County as its Senior Forester in the urban and community forestry program. Shane graduated from the University of Minnesota with a Bachelor of Science in Environmental Sciences, Policy, and Management. Shane will be responsible for reviewing landscape plans, enforcing landscape plan compliance, emerald ash borer initiatives, preparing grants for environmental based initiatives and for providing guidance and training to field staff on matters related to arboriculture, among many other tasks. COMMENTS: Members of the subcommittee (Arnlund, Piket, Varney) will provide an update on meetings that have taken place since the last Arbor Committee meeting. COMMENTS: Not enough Arbor Committee members were able to participate in the parade last year and there was discussion on whether or not to continue taking part. The 2024 Maple Grove Days parade which is scheduled for Thursday, July 11 at 6:30 p.m. Parade line up and other information will be sent out in June, this will include route map, instructions and all other important information.
