Maple Grove City Council Meeting Meeting Minutes September 8, 2020 Call to Order Pursuant to call and notice thereof, a Regular Meeting of the Maple Grove City Council was held at 7: 30 p.m. on September 8, 2020 at the Maple Grove Government Center/ Public Safety Facility, Hennepin County, Minnesota and online via WebEx. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Karen Jaeger, Phil Leith, and Kristy Barnett. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Peter Vickerman, Planning Manager; Ken Ashfeld, Public Works Director/ City Engineer; Chuck Stifter, Parks Director; Tim Bush, Fire Chief; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7: 30 p. m. and led the City in the Pledge of Allegiance. Consideration None. of Items Pulled from the Agenda Special Business Maple Grove City Council Minutes September 8, 2020 Page 7 Open Forum Mayor Steffenson noted the online public comment received from Stephanie Onken, 6615 Zircon Lane N, stating Ms. Onken had concerns regarding the Gleason baseball project. Recognition of Parks Director Stifter stated after 20 years of dedicated service Deb Syhre to the community, Deb Syhre would be stepping down from her Resigned position with the Maple Grove Community Organization MGCO). He reported Ms. Syhre would be presented with a MGCO plaque at the next Park Board Meeting. President Park Board Chair Bill Lewis thanked Deb Syhre for her service to the City of Maple Grove. He reported Ms. Syhre has an uncommon personal passion for Maple Grove parks while also maintaining a highly professional polish when conducting herself. He stated he tremendously appreciated Ms. Syhre' s extra efforts, noting she recently visited all 63 parks in Maple Grove. He anticipated there was not a single place in Maple Grove, between the Park Board and her work with the MGCO, that doesn' t have her finger print on it. Mayor Steffenson thanked Deb Syhre for her years of dedicated service and strong leadership to the community on the Maple Grove Community Organization. Councilmember Jaeger stated it has been her pleasure to have known Ms. Syhre all these years. She thanked Ms. Syhre for being a wonderful person and for her tremendous service on the MGCO. Councilmember Leith commented on how Maple Grove Days had grown under the direct leadership of Ms. Syhre and thanked her for all of her efforts. Councilmember Hanson thanked Ms. Syhre and the MGCO for the positive impact they have had on the community. She appreciated how Ms. Syhre acknowledged and gave credit to her entire committee. She stated she was looking forward to continuing to work with Ms. Syhre on the Park Board. Councilmember Barnett thanked Ms. Syhre for her dedicated service to the community. Deb Syhre thanked the Mayor, City Council and staff members for their kind words. She stated it had been a great 20 years and Maple Grove City Council Minutes September 8, 2020 Page 8 she was proud to have been a part of Maple Grove Days. She thanked all of the members of the MGCO for their service to the community. MRPA Award Parks Director Stifter reported the City received a Minnesota Recreation and Park Association Award of Excellence for the of Excellence Fernbrook Fields. He explained this was a key facility in Maple Fernbrook Grove and was being recognized for its progressive design, Fields along with the unique partnerships with youth athletics and the school district. He noted this four field artificial turf complex was one of the largest in the region. Elizabeth Owens, MRPA Awards Committee Member, presented the City Council with an Award of Excellence for the Fernbrook Athletic Field Complex. She reported the MRPA was founded in 1937 to foster the growth and development of parks and parks careers throughout the State of Minnesota. She noted the MRPA Awards Committee was created in 1987 in an effort to acknowledge excellence in the field of parks, recreation and leisure studies. She discussed how projects were nominated for awards and commended the City of Maple Grove on a job well done. COVID- 19 Fire Chief Bush provided the Council with an update on the Update from City' s response to COVID- 19. He discussed how the number of COVID- 19 cases has begun to decline and noted those most at Fire Chief risk remain persons over the age of 70 or those with underlying Tim Bush health conditions. He reported the State of Minnesota has increased testing since June and the majority of positive cases were coming from individuals aged 10 to 49. He explained 1. 6 million COVID tests have been completed in Minnesota, but over 400, 000 were repeat tests. He stated the positive test rate was slowly on the rise. He reviewed several COVID- 19 models and noted when a second wave may occur. He indicated the pandemic was playing out differently in the US than in other countries. He commented questions were being raised regarding immunity, vaccines and the severity of future outbreaks. He reported it was too early to determine how the COVID model would play out and noted he would continue to monitor this situation on behalf of the community. Councilmember Jaeger asked if the state was encouraging Maple Grove City Council Minutes September 8, 2020 Page 9 residents to get the flu shot. Fire Chief Bush reported the Minnesota Department of Health and the CDC recommends Minnesotans receive a flu shot. He explained flu season was coming up and noted it was not impossible for people to have both the flu and COVID. 7: 30 p. m. City Administrator Nelson requested the Council consider an On Sale Wine and 3. 2% Malt Liquor License for The Great Public Greek. Great Greek Mayor Steffenson discussed the requirements that went along with holding a liquor license in the City of Maple Grove and encouraged Ms. Maiers and her staff members to attend the city sponsored alcohol training. He reported the city had a number of violations after a recent compliance check. Ms. Maiers understood this was important and noted she and her husband attended the recent city sponsored training. She explained she would be sending her employees to this training after staff members were hired. Councilmember Leith asked if this was Ms. Maiers first restaurant. Ms. Maiers reported this would be the first restaurant for her and husband. She noted she was familiar with restaurant financing. Councilmember Jaeger questioned when the restaurant would be open. Ms. Maiers commented she hoped to be open for business by mid-October. Motion by Councilmember Leith, seconded by Councilmember Barnett, to open the public hearing. Public Works Director/ City Engineer Ashfeld requested the Council consider the vacation of an easement on Outlot F of the Public Villages of Arbor Lakes. He explained a new plat was being Hearing created from Lot 1, Block 1 and Outlot F that would encompass the Arbor Lakes Senior Development. He requested the Council Easement vacate the area in yellow in order to rededicate easements within Vacation No. the new plat. 20- 08 Motion by Councilmember Jaeger, seconded by Resolution No. Councilmember Hanson, to open the public hearing. Community Development Items Cook Lake Motion by Councilmember Leith, seconded by Councilmember Hanson, to remove this item from the table. Maple Grove PUD Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Residential Concept Stage Planning Manager Vickerman requested the Council consider Plan approving the Cook Lake Maple Grove PUD residential concept Amendment stage plan amendment to the previously approved development. He noted the previous request had 42 lots and the new proposal Resolution No. has 58 lots with an amenity lot and potential park trail. He 20- 121 noted the overall plans were similar with the lots pulled back from Cook Lake. He discussed how the applicant shifted the street alignment since the Planning Commission meeting. He reported Cook Lake was classified as an environmental lake. Further discussion ensued regarding the setback requirements for environmental lakes. It was noted the development had 56% open space and the lot sizes were approximately 6, 000 square feet. Staff commented further on the proposed amendment and reported the Planning Commission recommended approval of the request. Ben Schmidt, thanked staff for the thorough staff report. He commented on how he would vary the streetscape within this development which would make for a very appealing neighborhood. Councilmember Hanson asked if the Arbor Committee had to review this request. Planning Manager Vickerman reported the Arbor Committee would look at this during the Development Stage Plan phase of this project when a full landscaping plan was provided to the city. Maple Grove City Council Minutes September 8, 2020 Page 12 Motion by Councilmember Leith, seconded by Councilmember Hanson, to approve adopting Resolution No. 20- 121 approving the Cook Lake Maple Grove PUD residential concept stage plan amendment, subject to: 1. The applicant addressing to the satisfaction of the city any remaining applicable comments contained in the memorandums from: a. The Community & Economic Development Department dated August 4, 2020 b. The Water Resources Engineer dated July 22, 2020 c. The Traffic Engineer dated July 30, 2020 d. The Fire Department dated July 27, 2020 e. Agreement for Community and Economic Development Director Hogeboom The Shoppes requested the Council approve authorizing a sign agreement at Arbor between the city and PRISA for the installation of signage on the Maple Grove Transit parking ramp. He noted the Council Lakes discussed this topic previously in May and staff was directed to Signage at negotiate a contract with the Shoppes at Arbor Lakes. He Maple Grove commented further on the proposed contract and recommended Transit approval of the sign agreement. Parking Ramp Motion Councilmember Jaeger, seconded by by Councilmember Leith, to approve authorizing Sign Agreement between the City of Maple Grove and PRISA Arbor Lakes LLC for the installation of " The Shoppes at Arbor Lakes" signage on the Maple Grove Transit parking ramp. Motion carried. Maple Grove City Council Minutes September 8, 2020 Page 13 Apex Facilities Planning Manager Vickerman requested the Council consider Solutions executing an amendment to the Guaranteed Energy Savings Sports Dome Agreement with Apex Facilities Solutions regarding the lighting at the Sports Dome. He discussed this project further and Lighting described the work that has been completed since April. He Amendment reported additional lighting was needed at the sports dome. Staff would like this lighting purchased at this time in order to be in place for this fall. Councilmember Jaeger questioned how many years the sports dome has been in use. Parks Director Stifter reported the sports dome was in its nineth year. Councilmember Jaeger asked why the lighting had to be changed at this time given the fact it has been working for the past nine years. Parks Director Stifter explained the city' s target was to pursue energy savings with the new lighting, noting the new lighting would pay for itself over time. Mayor Steffenson commented the new lighting would be an improvement to lighting levels in the facility. Motion by Councilmember Leith, seconded by Councilmember Hanson, to approve executing an amendment to the Guaranteed Energy Savings Agreement with Apex Facilities Solutions regarding the Sports Dome lights subject to the review and approval of the City Attorney. Report On Community and Economic Development Director Hogeboom updated the Council regarding the following: Upcoming Community The Council would be holding a worksession meeting on and Economic September 21s' to discuss the Tree Preservation Ordinance. Development Items The Planning Commission would be addressing a variance request at their meeting on September 28tn Governor Walz ordered a Blue Ribbon Study to investigate the structure and governance issues of Met Council and regional transit. Updates will be provided to Council as the study progresses. Maple Grove City Council Minutes September 8, 2020 Page 14 Report on Director of Public Works/ City Engineer Ashfeld updated the Council regarding the following: Upcoming East bound I- 94 from east bound Weaver Lake Road would Engineering be closed through October 01' Items It was noted work on the sound walls would begin in September. Staff would be reviewing an interchange report and a detailed report would be provided to the Council at a future date. City of Maple City Administrator Nelson reviewed the City of Maple Grove' s Grove Goals goals for the years 2020 through 2022 and requested Council approval. for 2020- 2022 Motion by Councilmember Hanson, seconded by Councilmember Barnett, to approve the five main goals for 2020- 2022 for the City of Maple Grove. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Heidi Nelson, Ms. Nelson explained that the Council has her Monday report if there are any questions. She reported a special legislative City session would be held on September llth. She explained Administrator interviews for the Finance Director position would be held on September 14th at 7: 00 p. m. She noted absentee voting would begin at the Government Center on September 18th. It was noted additional information regarding absentee voting was available on the City' s website. She explained the Farmer' s Market was open to the Agenda through October 2" d Councilmember Jaeger indicated National Night Out has been canceled. Councilmember Jaeger stated Age Friendly Maple Grove would be meeting next on Friday, September 1 ltn Councilmember Leith reported on September 19, 2019 the first Concert on the Lawn event was held. He stated in 2020 the Maple Grove Lions took over the running for this event but due to COVID- 19 the concert had been canceled. He explained he looked forward to the event that would be held on September 18, 2021. Councilmember Hanson stated over the past week she attended funeral services for Firefighter Captain Mike Paidar. She explained the ceremony was very moving and was very well attended.
