Maple Grove City Council Meeting Meeting Minutes October 19, 2020 Call to Order Pursuant to call and notice thereof, a Regular Meeting of the Maple Grove City Council was held at 7: 30 p.m. on October 19, 2020 at the Maple Grove Government Center/ Public Safety Facility, Hennepin County, Minnesota and online via WebEx. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Karen Jaeger, Phil Leith, and Kristy Barnett. Absent was none.Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Peter Vickerman, Planning Manager; Ken Ashfeld, Public Works Director/ City Engineer; Jupe Hale, Assistant City Engineer; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7: 30 p.m. and led the City in the Pledge of Allegiance. Government Center Window Repair Project No. 18- 15 Change Order Nos. 2 and 3 Motion to approve Government Center Window Repair Project No. 18- 15 Maple Grove City Council Minutes October 19, 2020 Page 3 Change Order Nos. 2 and 3 in the amounts of $13, 250 and $ 5, 280, respectively. H. Chapel Wood... Street Reconstruction Project 2020- 02 Change Order No. 2 Motion to approve Chapel Wood, Weaver Estates, Wicklow Meadows, and Weaver Lake Boat Launch Street Reconstruction Project 20- 02 Change Order No. 2 to the scope of the project and resulting in a net change in the contract amount of $64, 203. 25. New revised amount would total $ 3, 550, 357. 52. Motion to approve include excavating behind the curb of 350' of roadway to install drain tile and sump hose connections on both sides of Polaris Lane between 67th Ave and 67TH PL. Work would provide sump hose connection to 6 homes and install drain tile to remove excessive water from the road base. I. Fernbrook Lane / Territorial Road Project No. 20- 19 - Resolution No. 20- 112 This item was removed by Councilmember Hanson for discussion. J. Timber Crest Street Rehabilitation Project No. 20- 04 Chanv-e Order No. 3 Motion to approve Timber Crest Forest, Scott Middlemist and Townhomes of Rosemary Woods Street Rehabilitation Project No. 20- 04 Change Order No. 3 to the scope of the project and resulting in a net change in the contract amount of 89, 877. 50. New revised amount would total $ 5, 152, 618. 90. Motion to approve improvement of existing drainage issues in Donahue South Park and for the contactor to perform grading and restoration work per the agreed grading plan. K. Wellhead Protection Plan Update Project No. 20- 18 - Resolution No. 20- 146 Motion to adopt Resolution No. 20- 146 establishing Wellhead Protection Plan Update Project No. 20- 18, approve the proposal from AE2S for preparation of Wellhead Protection Plan Update and authorizing its execution by city officials. L. Adopt 2020 Water Su_n_nly & Distribution Svstem Vulnerability Report - Resolution No. 20- 147 Motion to adopt Resolution No. 20- 147 adopting the 2020 Water Supply & Distribution System Vulnerability Report for the City of Maple Grove. M. Utility Service Agreement with Citv of Corcoran Motion to approve Utility Service Agreement with the City of Corcoran to allow a resident of Corcoran to connect to Maple Grove water and sewer. O. Old Bass Lake Road No Parking Zone - Resolution No. 20- 154 Motion to adopt Resolution No. 20- 154 designating a no parking zone along Old Bass Lake Road, west of Jewel Lane. P. Senior Citizen/ Permanently Disabled Assessment Deferral Annual Renewal - Resolution No. 20- 156 Motion to adopt Resolution No. 20- 156 approving the Senior Citizen/ Permanently Disabled assessment deferral on 12 previously deferred properties for the 2021 tax year. Q. Sureties Motion to approve the surety actions as identified on the Council Action Form. ADMINISTRATIVE ITEMS R. Award Sale of Refunding Bonds - Resolution Nos. 20- 151 and 20- 152 This item was removed by Mayor Steffenson for discussion. CLAIMS S. Assistant City Engineer Hale reported the Council was being asked to receive the feasibility study for the roundabout at Fernbrook Lane and Territorial Road. He explained the next step would be to review plans and specifications. He reported staff continues to work with Hennepin County on the project. He anticipated construction on this project would begin in June of 2021. Motion by Councilmember Hanson, seconded by Councilmember Barnett, to adopt Resolution No. 20- 112 receiving feasibility report for Fernbrook Lane/ Territorial Road Project No. 20- 19. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Regarding Item 3R ( Award Sale of Refunding Bonds - Resolution Nos. 20- 151 and 20- 152) Mayor Steffenson stated the city refinanced several bonds and this would save taxpayers over $ 1, 000, 000. He thanked staff for their hard work on this. Motion by Mayor Steffenson, seconded by Councilmember Leith, to adopt Resolution No. 20- 151 providing for the issuance and sale of $ 1, 525, 000 General Obligation Road Reconstruction Refunding Bonds, Series 2020B, pleading for the security thereof special assessments and levying a tax for the payment thereof. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Motion by Mayor Steffenson, seconded by Councilmember Leith, to adopt Resolution No. 20- 152 providing for the issuance and sale of $ 16, 205, 000 Taxable General Obligation Refunding Bonds, Series 2020C, pleading for the security thereof special assessments and levying a tax for the payment thereof. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Special Business Open Forum Mayor Steffenson reported the city' s bonding bill passed last week by the legislature.He explained the remaining portion of TH610 was funded along with the expansion of the city' s gun range. He thanked Senator Limmer, Representative Bahner and Representative Robbins for all of their efforts on behalf of the City of Maple Grove. Councilmember Leith reported he received an email regarding the Gleason Fields project. This individual was concerned about the project timeline for public input opportunities. He explained on November 10"' staff and the city' s consultant would be presenting the new schematic plan to the owner' s team. On November l Itt' the new plan would be posted on the city' s website and public Maple Grove City Council Minutes October 19, 2020 Page 6 input would be taken by staff through November 19t", when the plan will be presented to the Park Board. Retirement of Ann Jacklitch, Building Inspection Service Director, reported Building Inspector Building Larry Wetternach retired from the city on October 91h. She explained Mr. Inspector Wetternach would be very missed and the city wished him all the best in his retirement. Larry Wetternach 7. 30 p. m. Assistant City Engineer Hale requested the Council adopt special assessments Public against benefited lands for development projects that were completed this summer. He reported one water/ sewer connection was also included in this Hearing special assessment. Adopting Motion by Councilmember Leith, seconded by Councilmember Hanson, to Special open the public hearing. Upon call of the motion by Mayor Steffenson, Assessments there were five ayes and no nays. Motion carried. Against Benefited Mayor Steffenson opened the public hearing at 7: 41 p. m. and asked if anyone would like to address this issue. Land No public testimony was offered. Resolution No. 20- 153 Motion by Councilmember Jaeger, seconded by Councilmember Hanson, to close the public hearing at 7: 42 p. m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Motion by Councilmember Hanson, seconded by Councilmember Leith, to approve adopting Resolution No. 20- 153 adopting the special assessments against benefited lands for various projects. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Sheri Robertson, Assistant Finance Director, requested the Council approve the 7: 30 p. m. Public delinquent weed and tree certificates. She reported the city sent out 31 invoices of which 14 have been paid. She reviewed the list of accounts to be paid and Hearing recommended approval of the remaining balance. Delinquent Motion by Councilmember Hanson, seconded by Councilmember Barnett, Weed and to open the public hearing. Upon call of the motion by Mayor Steffenson, Tree there were five ayes and no nays. Motion carried. Certification Mayor Steffenson opened the public hearing at 7: 43 p. m. and asked if anyone Would like to address this issue. Resolution No. 20- 149 No public testimony was offered. Motion by Councilmember Leith, seconded by Councilmember Jaeger, to approve adopting Resolution No. 20- 149 adopting the Special Assessments for 2020 Delinquent Weeds & Trees. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Assistant Finance Director Robertson requested the Council approve the 7: 30 p. m. delinquent utilities. She reported 986 notices were sent to property owners in Public mid -September. She explained 350 have been paid. She reviewed the Hearing outstanding balance and list of accounts that have yet to pay the city and Delinquent recommended approval of the utility certification. Utility Councilmember Jaeger asked why businesses and townhomes were not paying Certification their utility bills. Assistant Finance Director Robertson explained she was uncertain as to why these bills were not paid. She reported late fees had been Resolution No. assessed to these outstanding bills. 20- 150 Motion by Councilmember Jaeger, seconded by Mayor Steffenson, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7: 46 p. m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Hanson, seconded by Councilmember Leith, to close the public hearing at 7: 47 p. m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Motion by Councilmember Hanson, seconded by Mayor Steffenson, to approve adopting Resolution No. 20- 150 adopting the Special Assessment for 2020 Delinquent Utilities. Community Development Items Report On Community and Economic Development Director Hogeboom updated the Upcoming Council regarding the following: Community . The Planning Commission would meet on November 91" where the group and Economic will discuss Avery Park and ROERS apartment proposal in the Minnesota Development Health Village project. Maple Grove City Council Minutes October 19, 2020 Page 8 Items . The Planning Commission would meet on November 30th to discuss Bottineau Ridge Phase III. It was noted Riviera Maya opened to the public on October 19th It was noted Face Foundrie Spa would be holding its grand opening on Friday, October 23rd at 10: 00 a.m. Staff has reached out to local stakeholders regarding upcoming virtual meetings that are being planned for the Main Street rehabilitation project. Report on Director of Public Works/ City Engineer Ashfeld updated the Council regarding the following: Upcoming Engineering • The I- 94 project was moving along on schedule. Items . Staff was beginning to prep for the upcoming snow event. Heidi Nelson, Ms. Nelson explained that the Council has her Monday report if there are any City questions. She discussed the dates and times residents could vote absentee at the Administrator government center. EDA Meeting Reconvene to Mayor Steffenson reconvened the regular City Council meeting at 7: 55 p.m. Regular Meeting Items Added Councilmember Jaeger reported Age Friendly Maple Grove would be meeting to the Agenda on Friday, November 13th at 8: 30 a.m. She explained this group will continue to meet on the second Friday of each month via Zoom. Councilmember Jaeger encouraged residents of Maple Grove to visit the last outdoor farmers market on Thursday, October 291h. She stated the indoor farmers market would begin in November and would likely be held at the community center. Councilmember Jaeger invited all residents 18 and older to get out and vote on or before November 3rd Adjournment Motion by Mayor Steffenson, seconded by Councilmember Jaeger, to adjourn to the regular City Council meeting on November 2, 2020 at 7: 30 p. m.
