Maple Grove City Council Meeting Meeting Minutes November 2, 2020 Call to Order Pursuant to call and notice thereof, a Regular Meeting of the Maple Grove City Council was held at 7: 30 p. m. on November 2, 2020 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota and online via WebEx. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Karen Jaeger, Phil Leith, and Kristy Barnett. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Peter Vickerman, Planning Manager; Ken Ashfeld, Public Works Director/ City Engineer; Tim Bush, Fire Chief; Eric Werner, Police Chief; Chuck Stifter, Parks Director; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7: 30 p. m. and led the City in the Pledge of Allegiance. Regular Meeting — October 19, 2020 PERSONNEL ITEMS B. Light Equipment Operator Appointment Motion to approve the hiring of Andrew Kohnen to the position of Light Equipment Operator in the Public Works Department at an annual salary of $44, 410. 08 ( starting pay per Labor Agreement), effective on Nov. 3, 2020, subject to a 12- month probationary period. All required screenings and background checks have been successfully completed. COMMUNITY & ECONOMIC DEVELOPMENT ITEMS C. Apex Facilities Solutions Street Light Poles Amendment Motion to execute an amendment to the guaranteed energy savings agreement with Apex Facilities Solutions regarding the street lighting component subject to the review and approval of the City Attorney. D. Metropolitan Council Family Affordable Housin, 2 Proeram ( FAHP) Addition - Resolution No. 20- 158 Motion to adopt Resolution No. 20- 158 approving a cooperation agreement with the Metropolitan Council for the acquisition and operation of a residential property in conjunction with the Metropolitan Council' s family affordable housing program and authorizing the Mayor and City Clerk to execute the cooperation agreement on behalf of the city. E. The Village at Arbor Lake 12th Addition Final Plat - Resolution No. 20- 157 Motion to adopt Resolution No. 20- 157 approving the final plat The Village at Arbor Lake 12th Addition. ENGINEERING ITEMS F. Rush Creek Commons Phase 1 Final Acceptance Project No. 2018- 08 Motion to approve the final acceptance of the Rush Creek Commons Phase 1 Project No. 2018- 08 completed by Kuechle Underground, Inc. subject to the warranty provisions of the contract and statutory law. Maple Grove City Council Minutes November 2, 2020 Page 3 G. Final Acceptance Proiect No. 2019- 04 Motion to approve the final acceptance of the Arbor Lakes Corporate Center Project No. 2019- 04 completed by Valley Paving, Inc. subject to the warranty provisions of the contract and statutory law. H. Havenwood of Maple Grove Proiect No. 2019- 17 Change Order No. 1 Motion to approve Change Order No. 1 to The Havenwood of Maple Grove Project No. 2019- 17 in the amount of $53, 641. 99. I. 610 Extension Proiect Preliminary Design & Environmental Documentation Motion to accept proposal from SRF Consulting Group, Inc. to conduct the second half of the CSAH 610 Preliminary Design — Part B in the amount of $297, 407. J. Rice Lake Drawdown 2020- 2021 Motion to approve the Rice Lake Drawdown Project for the 2020- 2021 winter season. K. Southwest Crossroads Eighth Addn. Amendment to Developer' s Agreement Motion to adopt Resolution No. 20- 163 approving Amendment to Developer' s Agreement for Southwest Crossroads Third Addition, subject to final review by the City Attorney and Director of Public Works. L. Deferral of Special Assessment - Resolution No. 20- 160 Motion to adopt Resolution No. 20- 160 levying special assessments against benefited land and deferring special assessment pursuant to assessment agreement to parcel 04- 119- 22- 34- 0017 approved by council on August 19, 2019. Authorize purchase of ProiectDox electronic workflow for Communitv & Economic Development and En2ineerin2 plan review Motion to purchase Avolve' s ProjectDox electronic workflow for Community & Economic Development and Engineering plan review. O. Gleason Fields Athletic Com_ olex Grant Application - Resolution No. 20- 162 Motion to adopt Resolution No. 20- 162 directing staff to submit an application for grant funding from the Hennepin Youth Sports Program in the 2021 budget cycle for the planned Gleason Fields Athletic Complex. P. Cancel Tax Levies — Resolution No. 20- 161 Motion to adopt Resolution No. 20- 161 canceling a tax levy. CLAIMS Q. Motion to approve the claims as listed: City Checks: $ 5, 729, 638. 62 Purchasing Card: $ 43, 242. 15 Electronic Payments: $ 5, 280. 00 Motion by Councilmember Barnett, seconded by Councilmember Hanson, to approve the Consent Items as amended, removing item 3.1 ( Rice Lake Drawdown 2020- 2021). Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Consideration The following items were pulled from the Consent Agenda. of Items Regarding Item 3J ( Rice Lake Drawdown 2020- 2021), Councilmember Pulled from Jaeger discussed the history of the drawdowns on Rice Lake. She the Agenda reported the majority of the drawdowns have worked. She commented on the importance of the lake having ice before a large snowfall. She indicated the drawdown would reduce the invasive curly leaf pond weed Maple Grove City Council Minutes November 2, 2020 Page 5 and Eurasian milfoil growth. Motion by Councilmember Jaeger, seconded by Councilmember Barnett, to approve the Rice Lake Drawdown Project for the 2020- 2021 winter season. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Special Business Open Forum Mayor Steffenson reported he received a public comment via email from Kyle Gaffaney, 17354 Weaver Lake Drive, stating there was a rise in the number of coyotes in the community. This resident encouraged the Council to harvest some of the coyotes out of the City in order to protect domestic pets. Oath of Office Police Chief Werner introduced Commander Adam Lindquist and for Police Commander Jonathan Wetternach to the City Council and described how Commanders each of these individuals have served the community. Mayor Steffenson administered the Oath of Office to Commander Lindquist and Commander Wetternach. A round of applause was offered by all in attendance. Oath of Office Police Chief Werner introduced Police Sergeant Jon Proulx to the City for Police Council and described Sergeant Proulx' s work history. Sergeant Mayor Steffenson administered the Oath of Office to Sergeant Proulx. A round of applause was offered by all in attendance. Retirement of Fire Chief Bush recognized Deputy Fire Chief Kurt Kramer for his 20 Deputy Fire years of service to the City of Maple Grove and the Maple Grove Fire Chief Kurt Department. He discussed the numerous ways Deputy Fire Chief Kramer had served the community over the years and wished him well in his Kramer retirement. Mayor Steffenson thanked Deputy Fire Chief Kramer for his years of service to the City of Maple Grove. Councilmember Hanson commended Deputy Fire Chief Kramer on a tremendous career. She stated she appreciated his efforts that focused on fire fighter safety. She wished Deputy Fire Chief Kramer all the best in his retirement. Councilmember Jaeger thanked Deputy Fire Chief Kramer for all of his Maple Grove City Council Minutes November 2, 2020 Page 6 years of service and for the many ways he has positively impacted the community. Councilmember Leith thanked Deputy Fire Chief Kramer for his dedicated service to Maple Grove and wished him a long and healthy retirement. Councilmember Barnett thanked Deputy Fire Chief Kramer for his tremendous service and for being a mentor to the Maple Grove Fire Department. She wished him all the best in his retirement. Retirement of Parks Director Stifter recognized Lynne Lundquist and thanked her for Rental her 21 years of service as the city' s Rental Coordinator in the Parks and Recreation Department. He thanked Lynne for her commitment to Maple Coordinator Grove and wished her all the best in her retirement. Lynne Lundquist Mayor Steffenson thanked Ms. Lundquist for her tremendous service to the city at the community center. Councilmember Jaeger congratulated Ms. Lundquist on her retirement and stated her smiling face would truly be missed. Councilmember Leith thanked Ms. Lundquist for her dedicated service to the city and wished her all the best in her retirement. Councilmember Hanson thanked Ms. Lundquist for her service to the community and wished her a long and healthy retirement. Update on Fire Chief/Emergency Management Director Bush provided the Council COVID- 19 with an update on the city' s response to COVID- 19. He explained the State of Minnesota has over 153, 000 confirmed cases of COVID, with Response over 37, 500 of those cases being in Hennepin County. He explained Maple Grove has had 1, 391 confirmed cases of which 31 people have died. He commented 60% of the county could contract COVID over the next year. He stated the county was going through its third wave of cases. He commented on how the number of confirmed cases was on the rise in Europe. He reviewed the numbers from Minnesota in further detail and explained Minnesotans over 80 were most at risk. He discussed how testing has increased over the past three months. He indicated the positive test rate for COVID was on the rise, but the fatality rate was moving slightly downward. Mayor Steffenson thanked Fire Chief Bush for his presentation. 7: 30 p. m. Public Works Director/ City Engineer Ashfeld requested the Council Maple Grove City Council Minutes November 2, 2020 Page 7 Public consider adopting a resolution that would levy the remaining balance for the Church of the Open Door. He reported a deferment was being Hearing requested for a two year period. He discussed the assessment amount in further detail with the Council and recommended approval of the request. Church of the Open Door Councilmember Jaeger asked if the Council had approved this type of deferment for another business in the community. Public Works Resolution No. Director/ City Engineer Ashfeld reported the Council has approved 20- 159 deferments in the past. He explained the uniqueness of this request was that the city would be deferring special assessments on a developed parcel. Motion by Councilmember Hanson, seconded by Councilmember Barnett, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 8: 05 p.m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Jaeger, seconded by Mayor Steffenson, to close the public hearing at 8: 06 p. m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Motion by Councilmember Leith, seconded by Councilmember Jaeger, to approve adopting Resolution No. 20- 159 levying new assessment amount and cancelling the existing amount. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Community Development Items Report On Community and Economic Development Director Hogeboom updated Upcoming the Council regarding the following: Community . The Planning Commission would meet next on Monday, November 9 and Economic where the group would be reviewing a new neighborhood near Development Jefferson Highway, along with a market rate housing project by the Items Maple Grove Hospital. 0 The Planning Commission would meet on Monday, November 30 to Maple Grove City Council Minutes November 2, 2020 Page 8 discuss the Bottineau Ridge Apartment Complex. Riviera Maya would be holding its official Grand Opening ceremony on Wednesday, November 4. Chase Bank was now open for business. The Great Greek restaurant would be open for business in the next week or two in the old Pieology location. Report on Director of Public Works/ City Engineer Ashfeld updated the Council regarding the following: Upcoming Engineering • Prequalification of contractors interested in the painting the Ranch View Water Tower had been conducted. Items Heidi Nelson, Ms. Nelson explained that the Council has her Monday report if there are any questions. She reported all 24 of the city' s precincts would be open City Administrator from 7: 00 a.m. to 8: 00 p.m. on Election Day, Tuesday, November 3. She encouraged residents with outstanding absentee ballots to turn in their ballots by 3: 00 p.m. on November 3. She thanked all of the election staff for their efforts on behalf of the community. Reconvene to Mayor Steffenson reconvened the regular City Council meeting at 8: 17 Regular P. M. Meeting Items Added Councilmember Jaeger stated it would be 2021 in two short months. She to the Agenda hoped the virus would be gone by then. Councilmember Jaeger discussed the wealth of resources that were available from the Age Friendly Maple Grove group. She noted this group met the second Friday of each month from 8: 30 a. m. to 10: 00 a. m. via Zoom. Councilmember Jaeger reported the farmers market would be held next on Thursday, November 12. She explained the event would be held at the former space that was rented by Forever 21 at the Shoppes at Arbor Lakes. Councilmember Barnett indicated she spent some time with Congressman Emmer at an event on Sunday, November 1 and she Maple Grove City Council Minutes November 2, 2020 Page 9 discussed TH610. She appreciated Congressman Emmer' s continued support of this project. Mayor Steffenson wished Councilmember Hanson and Councilmember Barnett all the best during the upcoming election.
