Maple Grove City Council Meeting Meeting Minutes December 7, 2020 Call to Order Pursuant to call and notice thereof, a Regular Meeting of the Maple Grove City Council was held at 7: 30 p.m. on December 7, 2020 at the Maple Grove Government Center/ Public Safety Facility, Hennepin County, Minnesota and online via WebEx. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Karen Jaeger, Phil Leith, and Kristy Barnett. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Peter Vickerman, Planning Manager; Ken Ashfeld, Public Works Director/ City Engineer; Greg Sticha, Finance Director; Fire Chief Tim Bush; Parks Director Chuck Stifter; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7: 40 p. m. and led the city in the Pledge of Allegiance. Motion to authorize City Mayor Mark Steffenson to sign service license agreement on behalf of the City of Maple Grove. O. Mass Notification Svstem Motion to authorize the Maple Grove Fire Department purchase of a subscription to the Code Red mass notification system at a cost of $10, 150. P. Carteuaph Asset Manap-ement Agreement Motion to approve the Cartegraph Agreement # PA3172 which will provide the support for 2021, 2022, 2023 at an average cost of $72,426. 91 per year. Consideration None. of Items Pulled from the Agenda Special Business Open Forum There were no open forum issues brought before the Council at this meeting. Update on Fire Chief Bush provided the Council with an update on how the City of Maple COVID- 19 Grove was responding to COVID- 19. He explained over 4. 6 million COVID Response tests have been conducted in Minnesota. He stated in the past three weeks Maple Grove has seen an additional 1, 500 positive tests and two additional deaths. He reported Hennepin County has updated its COVID- 19 public dashboard with cases and deaths by city. He commented on how the third wave of COV11) was impacting the Midwest. He stated the positive test rate peaked on November 12"' and has slightly declined since that time. He discussed how Europe has been experiencing COVID- 19 over the past few months. He explained those most at risk remain those over the age of 70 and those with preexisting health conditions. He noted the Minnesota Department of Health updated its quarantine requirements. He then discussed the rates of transmission for communal living facilities. He commented on how the cold and flu season was impacting the pandemic, noting it was possible for people to test positive for both viruses. 7: 30 p. m. Finance Director Greg Sticha reviewed the 2021 Budget in detail with the Council. He reported the preliminary levy was set by the Council in Public September. He commented on the process that was followed for the budget Hearing each year and discussed the proposed expenditures and revenues for the 2021 Budget coining year. He described how property taxes were disbursed between the city, county, and other taxing districts. The cost to provide city services was reviewed in detail with the Council. He discussed how the proposed budget and tax levy would impact the median value homeowner in Maple Grove. He commented further on the proposed 2021 budget and asked for comments or Maple Grove Cite Council Minutes December 7, 2020 Page 6 questions. Motion by Councilmember Leith, seconded by Councilmember Barnett, to open the budget public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7: 52 p. m. and asked if anyone would like to address this issue. Mayor Steffenson reported the Council received one public comment via the city' s website from Sybil Lang, 18541 971h Place N, Maple Grove, that asked why taxes were increasing and how this burden would impact Maple Grove taxpayers. Motion by Councilmember Jaeger, seconded by Councilmember Leith, to close the budget public hearing at 7: 53 p. m. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Community Development Items Planning Manager Vickennan explained the applicant is requesting a Avery Park comprehensive plan amendment and planned unit development concept stage Comprehen- plan approval for a 23. 9- acre development that would consist of 42 single sive Plan family detached homes and 77 townhomes. The site is currently the Ahrens Amendment Greenhouse property at 9533 Jefferson Highway North and consists of PUD Concept greenhouse buildings and open grass areas. Stage Plan Planning Manager Vickennan reported the current comprehensive plan guides this land for low -medium density residential uses which allows generally single- family residential units at a density of one to four units per acre. The applicant is requesting that the site be reguided to medium density residential which has a range of 4- 10 units per acre. The applicant' s proposal is at five units per acre, thus necessitating the request for an amendment. The concerns from the neighbors were discussed with the Council. Staff commented further on the concept plan of the development and reported the Planning Commission recommended approval with conditions, reguiding the townhome portion of the project. Councilmember Leith commented on the construction traffic and asked if this would be addressed at the Development Stage Plan phase. Planning Manager Vickennan reported this was the case. Councilmember Jaeger reported she walked around this neighborhood and stated this was a lovely and peaceful neighborhood. She explained her only concern was with the right- in/ right- out onto Jefferson Highway. She noted she Maple Grove City Council Minutes December 7, 2020 Page 7 was also concerned about the roadway width within the townhome development. Councilmember Hanson explained the Planning Commission discussed splitting the density between the single- family and townhome development, with the townhome development being medium density. She asked if the motion before the Council would allow for this type of comprehensive plan amendment. Planning Manager Vickerman reported the western half of the development does not need to be reguided, only the eastern half. Mayor Steffenson requested comment from the applicant at this time. Deb Ridgeway, D.R. Horton, introduced herself to the Council. She discussed the roadway width within the development and noted she would be working with staff on this issue. She noted 24- foot roadways were not uncommon in these types of townhome developments. Mayor Steffenson asked if the roadway width was being approved this evening. City Attorney Templin advised the City Council was not approving the roadway width this evening. James Penaz, stated he was speaking to the Council as the representative from the adjacent neighborhood. He commented it appears staff has covered a number of significant issues that were brought up in previous meetings. He discussed the peaceful nature of his neighborhood and thanked Councilmember Jaeger for acknowledging this. He thanked D. R. Horton for listening to the neighbor' s concerns and for being willing to adjust their plans. He encouraged the Council to get something in writing that the construction traffic will be mitigated so as not to impact the adjacent neighborhood. A public comment was received via the city' s website from Richard Kentzelman, 9928 95"' Ave N, Maple Grove, regarding concern over construction parking on Nathan Lane. Councilmember Hanson thanked staff and the P1atming Commissioners for talking through this item thoroughly at their last meeting. Motion by Councilmember Leith, seconded by Councilmember Jaeger, to approve directing the City Attorney to draft a Resolution approving the Avery Park comprehensive plan amendment for the eastern portion of the site and PUD concept stage plan subject to: 1. The applicant addressing to the satisfaction of the City any remaining applicable comments contained in the memorandums from: a. The Community & Economic Development Department dated Maple Grove City Council Minutes December 7, 2020 Page 8 November 10, 2020 b. The Engineering Department dated November 10, 2020 c. The Water Resources Engineer dated October 12, 2020 d. The Parks & Recreation Department dated November 10, 2020 e. MnDOT dated November 3, 2020 The applicant shall acknowledge that Park Dedication requirements are based on staff review and recommendation to the Park and Recreation Board and their subsequent board action. Board meetings are held on the third Thursday of each month. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Bottineau Community and Economic Development Director Hogeboom explained Duffy Ridge Phase Development Company is proposing to develop the third and final phase of the III PUD Bottineau Ridge apartments, located west of Hemlock Lane and north of Arbor Residential Lakes Parkway. Bottineau Ridge was first conceptualized in 2015 as a location Development for attainable family housing that is near to jobs, services, and future transit opportunities. At that time, the city approved the concept of the project, as well Stage Plan as approved a comprehensive plan amendment that enabled its development. and Final Plat Community and Economic Development Director Hogeboom explained the proposed third phase of the Bottineau Ridge development will consist of a four-story, 50- unit building that will be a mirror image of the second phase. The second and third phase buildings will connect via a courtyard area. On -site amenities will include a community room, a fitness room, a business office, and an on -site property management office. There will be an average of two parking stalls available per unit, half of which will be located in an underground parking garage. This, as well as building facade treatments, are identical to that of Phase II. Bottineau Ridge provides affordable housing to families in Maple Grove. In addition to housing, Bottineau Ridge offers various on -site services and amenities to assist residents in obtaining various needs. A brief fly -through video was presented to the Council. Staff commented further on the proposed project and reported the Planning Commission recommended approval with conditions. John Duffy, Duffy Development, introduced himself and thanked staff for the detailed presentation. He stated he was looking forward to completing the final phase of this project. He explained he supported all of staff s recommendations. Councilmember Barnett stated this was a great looking project and she supported the third phase moving forward. Councilmember Leith agreed. Maple Grove City Council Minutes December 7, 2020 Page 9 Councilmember Jaeger thanked Mr. Duffy for the great developments he was completing in the City of Maple Grove. Motion by Councilmember Jaeger, seconded by Councilmember Barnett, to approve directing the City Attorney to draft a Planned Unit Development Agreement and a Resolution approving the Bottineau Ridge Phase III PUD development stage plan and final plat subject to: 1. The applicant addressing to the satisfaction of the City any remaining applicable comments contained in the memorandums from: a. The Engineering Department, dated October 27, 2020 b. Water Resources Engineer, dated October 22, 2020 c. The Fire Department, dated November 5, 2020 d. The Building Department, dated October 19, 2020 e. The Arbor Committee, dated November 16, 2020 f. The Parks & Recreation Department, dated November 9, 2020 The applicant shall acknowledge that Park Dedication requirements are based on staff review and recommendation to the Park and Recreation Board and their subsequent board action. For this project, the City Council previously enacted various fee waivers that impact park dedication fee amounts. Board meetings are held on the third Thursday of each month. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. MHV Multi- Planning Manager Vickennan stated the applicant is requesting a planned unit development ( PUD), development stage plan and final plat for a 250- unit Family market rate apartment building. The proposed building is located at the Planned Unit southwest corner of Grove Circle Drive and 99"' Place North in the Project Development, 100/ Minnesota Health Village (MHV) campus that was approved conceptually Development in February 2020. Stage Plan and Final Plat Planning Manager Vickennan explained the proposed apartment building is in the same general location as what was shown in the concept plan. The building has been rotated 90 degrees so that the courtyard opens to the west versus the south, but in most other respects it is similar to the concept plan approval. Vehicular access comes off of 991h Place North and there is a combination of underground and above ground parking. A large central courtyard with a pool is proposed in the middle of the site with the building wrapping around the courtyard. A public park component, wetland and other open space sit to the south of the building. Overall the proposal is in conformance with the approved concept plan. Staff reviewed the landscaping Maple Grove City Council Minutes December 7, 2020 Page 10 plan in further detail and reported the Planning Commission offered a recommendation of approval with conditions. Councilmember Hanson asked if the overstory tree issues on the plan had been addressed by the applicant. Planning Manager Vickennan reported the applicant would address this matter when they came to the city with plans for the building permit application. Councilmember Hanson commented she would like to see the city sticking with the 1. 8 parking spaces per unit for this plan. Councilmember Leith asked if staff was comfortable with the parking number that was being provided by the applicant. Planning Manager Vickennan discussed how the parking trends were changing noting more people were living alone, without roommates. Mayor Steffenson requested the applicant speak at this time. Jeff Koch, Roers Development, thanked the Council for their time and consideration. He noted this was his company' s third project within Maple Grove. He stated there were a lot of great things going on in the City of Maple Grove. He commented on the building materials that would be placed on the building noting additional brick would be used. He discussed the parking requirements and stated he believed the complex would be adequately parked. Councilmember Jaeger commented on how congested traffic was along County Road 30. She feared that people would miss the turn into the development and would end up on the freeway. Mr. Koch discussed how the site would be accessed by vehicular traffic from the north and south. Motion by Councilmember Leith, seconded by Councilmember Barnett, to approve directing the City Attorney to draft a Planned Unit Development Agreement and a Resolution approving the MHV Multi -Family PUD development stage plan and final plat, subject to: 1. Report on Community and Economic Development Director Hogeboom updated the Upcoming Council regarding the following: Community . The Planning Commission would meet next on Monday, December 14, and Economic 2020 where the group will review a new Hy- Vee gas station. Development Items 0 The Maple Grove Main Street planning and design project was ongoing and staff was seeking public input. The Crumbl Cookie would be opening within the Fountains at Arbor Lake. Staff encouraged residents of Maple Grove to take in the vignettes that were located on Main Street, the Shoppes at Arbor Lakes, the Fountains at Arbor Lakes and the Village at Arbor Lakes during the holiday season. Parks and Recreation Items Gleason Fields Parks Director Stifter requested the Council consider approving the schematic design and project budget for the Gleason Fields Athletic Complex. He Athletic discussed the history of this project, which began in 2019. He reported the Complex project was estimated to cost $ 12. 3 million and would be funded by multiple sources. He noted the city would be partnering with the Osseo/ Maple Grove Schematic Athletic Association to fund 20% of the ballpark complex. He commented Design further on other funding and grant sources that would be pursued by the city. He discussed the project further and recommended approval. Paul Page, HKGi, further reviewed the updated site plan for the Gleason Fields Athletic Complex. He explained this project would create a tournament -ready youth baseball and fastpitch complex, while also offering enhanced neighborhood park amenities. He commented on park amenities in further detail with the Council, noting the new field configuration. He stated all four ball fields were proposed to be synthetic turf as this would prolong the baseball and softball season. It was noted two pickleball courts had been added to the park. The parking demand was reviewed and it was noted expanded spaces would be located within the west lot. The location of the pedestrian trail was Maple Grove City Council Minutes December 7, 2020 Page 12 discussed. He thanked the Council for their time and consideration, noting he was available for questions or comments. Motion by Councilmember Leith, seconded by Councilmember Hanson, to approve the Gleason Fields Athletic Complex schematic design and project budget and to direct the Park Board to proceed with construction documents and public bid. Councilmember Barnett thanked the Park Board for all of their hard work and leadership on this project. Mayor Steffenson agreed the Park Board had done a great job on this project. Councilmember Hanson stated this project had turned into more than she had imagined. She indicated this sports complex would be a great amenity for the City of Maple Grove once it was completed. Councilmember Jaeger complimented the Park Board for their tremendous efforts on this project. She questioned what had happened to the cricket pitch. Parks Director Stifter reported this had been put on hold and would be considered within a future park. Councilmember Leith thanked the Park Board for all of their efforts on this project. Upcoming Engineering Items Heidi Nelson, Ms. Nelson explained that the Council has her Monday report if there are any City questions. She reported the City Council would be holding a worksession Administrator meeting on December 21, 2020. She explained the skating loop has been very popular. Items Added Councilmember Jaeger reported 79 years ago 2, 900 people lost their lives at Pearl Harbor. to the Agenda Councilmember Jaeger discussed the Angel of Hope gathering that was held on Sunday, December 6"' Councilmember Jaeger encouraged residents to check the batteries in their smoke detectors. Councilmember Jaeger reported the Maple Grove Historical Society meeting Maple Grove City Council Minutes December 7, 2020 Page 13 for December has been canceled. Councilmember Jaeger stated the Maple Grove fanner' s market would be held on Thursday, December 101h and Thursday, December 17t1' Adjournment Motion by Councilmember Leith, seconded by Councilmember Barnett, to adjourn to the regular City Council meeting on December 21, 2020 at 7: 30 p. m.
