November 16, 2020
Call to Order Pursuant to call and notice thereof, a Regular Meeting of the Maple
Grove City Council was held at 7: 30 p.m. on November 16, 2020 at the
Maple Grove Government Safety Facility, Hennepin
Center/ Public
County, Minnesota and online via WebEx. Members present were
Mayor Mark Steffenson and Councilmembers Judy Hanson, Karen
Jaeger, Phil Leith, and Kristy Barnett. Absent was none. Present also
were Heidi Nelson, City Administrator; Joe Hogeboom, Community and
Economic Development Director; Peter Vickerman, Planning Manager;
Ken Ashfeld, Public Works Director/ City Engineer; Tim Bush, Fire
Chief; and Justin Templin, City Attorney.
Mayor Steffenson called the meeting to order at 7: 30 p. m. and led the
city in the Pledge of Allegiance.

probationary period. All required screenings and background checks

D. Administrative Secretary
Motion to approve the hiring of Allison Schonning to the position of
Administrative Secretary in the Public Works Department at an annual
salary of $54, 367. 04 effective on Nov. 17, 2020, subject to a 12- month
probationary period. All required screenings and background checks
have been successfully completed.
E. Combination Inspector — Electrical/ Buildiniz
Motion to approve the hiring of Matthew Slind to the position of
Combination Inspector- Electrical/ Building Department at an annual
salary of $73, 511. 36 effective on Nov. 17, 2020, subject to a 12- month
probationary period. All required screenings and background checks
have been successfully completed.
F. Authorization to Recruit for Police Captain
This item was removed by Councilmember Leith for discussion.
G. Recruitment Approval for Police Sergeant
Motion to authorize staff to fill Police Sergeant position and subsequent
positions in the Police Department due to the resignation of Tanya Petz
effective Nov. 9, 2020.
H. Police Officer Appointment
Motion to approve the hiring of Cameron Beman to the position of
Police Officer ( 2020 Contract Wage Schedule; salary step $ 79, 516. 32

annually), effective on December 1, 2020, subject to a 12- month
probationary period. All required screenings and background checks

I. Police Officer Appointment
Motion to approve the hiring of Thomas Stolee to the position of Police
Officer ( 2020 Contract Wage Schedule; starting salary step of
59, 639. 84 annually), effective on December 1, 2020, subject to a 12-
month probationary period. All required screenings and background
checks have been successfully completed.
J. Police Officer Appointment
Motion to approve the hiring of Samuel Ortman to the position of Police
Officer ( 2020 Contract Wage Schedule; PO 06M salary step of
61, 110. 40 annually), effective on December 1, 2020, subject to a 12-
month probationary period. All required screenings and background
checks have been successfully completed.

Motion to approve the final acceptance of the Southwest Crossroads

Motion to approve Change Order No. 1 to The Minnesota Health
Village Utility and Street Improvement Project No. 2019- 21 in the

Motion to adopt Resolution No. 20- 165 accepting the bid for Ranchview

Agreement for the 2020- 2021 snowmobile season.

Motion to authorize a 1- year lease agreement with North Memorial
Health Care for the period December 1, 2020 through November 30,
2021 for a monthly fee of $400. 00.
Motion to authorized City Mayor Mark Steffenson and City Clerk Amy

Regarding Item 3F ( Authorization to Recruit for Police Captain),

Councilmember Leith discussed the conversation the Council had
the Agenda
regarding the structure of the police department at a previous
worksession meeting. He recalled that when Captain Terlinden retired
another discussion would be held regarding future Police Captains and
the police department structure. He recommended this item be tabled to
a future worksession meeting.
Motion by Councilmember Leith, seconded by Councilmember
Hanson, to table action on this item to a future City Council
Worksession meeting. Upon call of the motion by Mayor Steffenson,
there were five ayes and no nays. Motion carried.
Regarding Item 3P ( Donation from Wal- Mart), Councilmember Jaeger
thanked Wal- Mart for their generous donation to the city for fire
prevention programs.
Motion by Councilmember Jaeger, seconded by Mayor Steffenson,
to accept the donation of $ 1500 from Wal- Mart for Various Fire
Prevention Programs. Upon call of the motion by Mayor Steffenson,
there were five ayes and no nays. Motion carried.
Regarding Item 3 S ( Rice Lake Draw Down), Councilmember Jaeger
stated at the last Council meeting the draw down of Rice Lake was
approved. She explained since that time, the DNR has stopped this
action because an endangered blandings turtle was found in the lake.

Open Forum There were no open forum issues brought before the Council at this
meeting.
Recognition of Fire Chief Bush reported the Maple Grove Fire Department has been
participating in a poster contest for many years. He discussed the

Grove' s 2019 Grand Prize winner, Cruz Urbina, of the fire prevention
poster contest. He explained Cruz was not able to attend the meeting
due to COVID- 19, but was able to visit Fire Station No. 3.
COVID- 19 Fire Chief Bush provided the Council with an update on how the City of
Maple Grove was responding to COVID- 19. He explained there has

been a marked increase in cases and testing. He reported Maple Grove
had 1, 995 confirmed cases and 31 deaths. He discussed how COVID
was spreading in Europe and it was his hope that like Europe, the United
States' numbers would spike and come down rapidly. He indicated the
positive test rate in Minnesota was on the rise, but the fatality rate
continues to decline. He anticipated Governor Walz may put more
restrictions in place in the coming weeks to slow the spread of COVID-
19. He commented on how the cold and flu season was impacting the
pandemic, noting it was possible for people to test positive for both
viruses.

Report On Community and Economic Development Director Hogeboom updated

The Hennepin County Business Recovery Program was working to
promote local businesses and the Grove Shopping Center received a

CROSS sent its thanks to the Maple Grove City Council for the
assistance that was provided through CARES Act dollars.
The Planning Commission will meet next on Monday, November
301h at 7: 00 p.m. where the group will be reviewing Avery Park,
MHV multi -family an apartment building near the Maple Grove
Hospital and Bottineau Ridge phase III 50-unit apartment building.
Report on Director of Public Works/ City Engineer Ashfeld updated the Council

Engineering • The I- 94 project has wrapped up for the year and construction will

begin again next spring on the westbound lanes.
The bituminous plants would be closing next week and all asphalt
projects in the city would be finished this week.
Heidi Nelson, Ms. Nelson explained that the Council has her Monday report if there
City are any questions. She reported the 7`h Annual Community Forum on
Administrator Race would be held virtually on Wednesday, November 181h
Items Added Councilmember Jaeger encouraged seniors to contact the Maple Grove
to the Agenda Fire Department if they need assistance checking their smoke detectors.
Councilmember Jaeger reported on November 301h the Maynard' s
Restaurant in Rogers would be donating 100% of their proceeds to
CROSS.
Councilmember Jaeger stated The Lookout would be offering a special
turkey dinner for takeout on Thanksgiving Day. She noted they would
also be serving Thanksgiving dinner.
Councilmember Jaeger explained the historical society did not meet in
November.
Councilmember Jaeger indicated the farmers market would meet next on
Thursday, November 19`' from 3: 00 p. m. to 6: 00 p. m. in the old Forever
21 building.
Councilmember Jaeger reported Age Friendly Maple Grove would be
meeting virtually on Friday, November 20`1' from 8: 30 a.m. to 10: 00 a. m.
Councilmember Jaeger stated the Rotary Gala would be held Saturday,
November 21 s` and bidding began today. She encouraged residents to
consider participating in this online fundraising event to support the
community.
Councilmember Jaeger indicated Pearl Harbor Day was Monday,
December 71h
Councilmember Jaeger encouraged residents to wear their masks and to
stay socially distanced through the holidays in order to slow the spread
of this virus.

by the Lions Club to the Maple Grove Fire Stations and Police
Department. He thanked the first responders for their dedicated service
to the community.
Mayor Steffenson congratulated Councilmember Hanson and
Councilmember Barnett for being reelected to the City Council.
Adjournment Motion by Mayor Steffenson, seconded by Councilmember Barnett,
to adjourn to the regular City Council meeting on December 7, 2020
at 7: 30 p. m. Upon call of the motion by Mayor Steffenson, there
were five ayes and no nays. Motion carried.
