Call to order Pursuant to call and notice thereof, a regular meeting of the
Maple Grove City Council was held at 7:30 p.m. on November
15, 2021 at the Maple Grove Government Center/Public Safety
Facility, Hennepin County, Minnesota. Members present were
Mayor Mark Steffenson and Councilmembers Judy Hanson,
Karen Jaeger, Phil Leith (attending via WebEx), and Kristy
Barnett. Absent was none. Present also were Heidi Nelson,
City Administrator; Joe Hogeboom, Community and Economic
Development Director; Ken Ashfeld, Public Works
Director/City Engineer; Mike Opatz, Transit Administrator; and
Justin Templin, City Attorney.
Mayor Steffenson called the meeting to order at 7:30 p.m. and
led the city in the Pledge of Allegiance.

HUMAN RESOURCES ITEMS
B. Appointment of light equipment operator
Motion to approve the appointment of Lane Stock to the
position of light equipment operator in the Public Works
Department at an annual salary of $46,063.68, effective
November 16, 2021 subject to a twelve-month probationary
period. All required screenings and background checks have
been successfully completed.
C. Appointment of zoning enforcement officer
Motion to approve the appointment of Steven Vue to the
position of zoning enforcement officer in the Community and
Economic Development Department at an annual salary of
$69,026.88, effective November 16, 2021 subject to a twelve-
month probationary period. All required screenings and
background checks have been successfully completed.
COMMUNITY & ECONOMIC DEVELOPMENT ITEMS
D. Crocus Grove PUD concept stage plan, development stage
plan, rezoning, preliminary plat and administrative lot
division
Motion to table the application at the request of the applicant.
E. Hansen Shih Maple Addition PUD concept stage plan,
development stage plan and final plat
Motion to adopt Resolution No. 21-166 approving the Hansen

Shih Maple Addition PUD concept stage plan, development
stage plan and final plat subject to:
1. Planned Unit Development agreement final review and
approval of the City Attorney and the Director of
Community & Economic Development.
ENGINEERING ITEMS
F. 2021-2022 Snowmobile Trail Agreement
Motion to adopt Resolution No. 21-170 approving the location
of the snowmobile trail for 2021-2022 and approving the
Snowmobile Trail Agreement for the 2021-2022 snowmobile
season.
G. Havenwood of Maple Grove - final acceptance
Motion to approve the final acceptance of the Havenwood of
Maple Grove, Project No. 2019-17 completed by Eureka
Construction, Inc. subject to the warranty provisions of the
contract and statutory law.
H. Main Street Rehabilitation - approve feasibility report and
order public hearing
Motion to adopt Resolution No. 21-165 receiving feasibility
report for Main Street Rehabilitation Project No. 19-10,
approving feasibility report and ordering public hearing.
I. Special assessment deferment on MXD properties
Motion to adopt Resolution No. 21-167 establishing the
deferment of special assessments (principal payments) for
certain Mixed Use guided properties for the tax year 2022.
Motion to adopt Resolution No. 21-168 establishing the
deferment of special assessments (principal and interest
payments) for certain Mixed Use guided properties for tax year
2022.

ADMINISTRATIVE ITEMS
K. Acting city administrator
Motion to approve Public Works Director/City Engineer Ken
Ashfeld as acting city administrator effective Thursday,
November 18, through Sunday, November 21, 2021.
L. Amended license agreement with Parnassus Preparatory
School for Zachary Park and Ride
Motion to authorize the mayor and city administrator to execute
the amended license agreement for event parking at the Zachary
Park and Ride lot between the City of Maple Grove and
Parnassus Preparatory School.
M. Agreement with Midwest Paratransit Services to operate
transit service
Motion to authorize the mayor and city administrator to enter
into an agreement (Agreement No. 11/15/2021 – 01) with
Midwest Paratransit Services to operate Maple Grove Transit
MY RIDE for the period of January 1, 2022 through December
31, 2024.
N. Agreement with Metropolitan Council for Metro Transit to
operate transit service
Motion to authorize the mayor and city administrator to enter
into an agreement with the Metropolitan Council allowing
Metro Transit to operate Maple Grove Transit bus service for
the period of January 1, 2022 through December 31, 2024.
O. Maple Grove Transit 2022 Operating and Capital
Improvement Program budgets
Motion for the mayor and City Council to approve the Maple
Grove Transit 2022 Operating and Capital Improvement
Program budgets.
P. Resolution approving laws 2021, first special session,

Q. Ordinance amending Maple Grove City Code Chapter 26,
Article II regarding organic recyclables
Motion to approve Ordinance No. 21-19 amending Maple
Grove City Code Chapter 26, Article II regarding organic
recyclables.
Motion to authorize publication of the ordinance summary of
Ordinance No. 21-19.
R. North Ambulance MGFD Station 4 lease agreement
Motion to authorize a 2-year lease agreement with North
Memorial Health Care for the period December 1, 2021 through
November 30, 2023 for a monthly fee of $400.00.
Motion to authorize City Mayor Mark Steffenson and City
Clerk Amy Dietl to sign lease agreement on behalf of the City
of Maple Grove.
S. Approval of NTI Northern Technologies, LLC special
inspection agency contract and Resolution No. 21-171 for
the North Metro Regional Public Safety Training Facility
expansion project
Motion to adopt Resolution No. 21-171 and approve the award
of a contract for construction materials testing and special
inspection services to Northern Technologies, LLC at a cost of
$20,999 for the North Metro Range Regional Public Safety
Training Facility expansion project, and authorize the Chief of
Police to execute the agreement subject to final approval by the
City Attorney.
T. Approve claims
Motion to approve claims totaling $ 2,141,387.27.

Motion by Councilmember Jaeger, seconded by
Councilmember Barnett, to approve the consent items as
amended, removing item 3P (Resolution approving laws
2021, first special session, chapter 14, article 8, section 12,
relating to allowing the city to impose a local sales tax in the
amount of one-half of one percent, following local
referendum in November 2022, for the purpose of
expanding and renovating the Community Center and
authorizing certificate of approval of special law by
governing body pursuant to Minn. Stat. 645.02 and
645.021). Upon call of the motion by Mayor Steffenson,
there were five ayes and no nays. Motion carried.

Regarding item 3P (Resolution approving laws 2021, first
from the special session, chapter 14, article 8, section 12, relating to
agenda allowing the city to impose a local sales tax in the amount of
one-half of one percent for the purpose of expanding and
renovating the Community Center and authorizing certificate of
approval of special law by governing body pursuant to Minn.
Stat. 645.02 and 645.021), Mayor Steffenson discussed the
proposed resolution and noted he accepted the special law
which would allow Maple Grove to impose a local option sales
tax in the amount of one-half of one percent in order to expand
the Maple Grove Community Center following a referendum in
November 2022. He explained this resolution allows the city to
use up to $90M from local sales tax for the expansion and
renovation of the Community Center. He noted the Community
Center was built in the mid 1990’s and was in need of
substantial improvements due to its age.
Councilmember Jaeger asked for clarification on what the
current sales tax rate was in Maple Grove. City Administrator
Nelson reported the state’s base sales tax rate was 6.875% and
Hennepin County has a .65% sales tax.
Councilmember Barnett recommended the city to provide a
great deal of education to the public over the coming year to
inform them of the plans for the Community Center expansion
and renovations.

Special
business
Open forum Diane Sjolander, 13000 85th Pl N, stated she was a 32-year
resident of Maple Grove. She suggested the city explore the
option of closed hauling or that this item be placed on a future
ballot for resident consideration. She believed that it would
benefit the city to have an organized garbage hauler versus
having large numbers of heavy trucks using the city’s streets.
Hennepin Hennepin County District Court Chief Judge Toddrick Barnette
County provided the Council with an update from the Fourth Judicial
District and on areas of interest to Maple Grove. He discussed
District Court
how difficult things have been over the past year and a half due
presentation to the pandemic and asked for comments or questions from the
Council.
Mayor Steffenson thanked Chief Judge Barnette for his
presentation and commended him on his efforts over the past
year and a half through trying circumstances.
Presentation Transit Administrator Opatz stated in October at the Minnesota
of MPTA Public Transit Association, Maple Grove Transit was awarded
the 2021 Management Innovation Award. He reported this

award was given to the city for its work on the mobility hub at
Innovation the Maple Grove Transit Station. He presented the City Council
Award with the plaque.
Councilmember Barnett explained she works with Mr. Opatz on
transit and she appreciated all of his efforts on behalf of the
community. She believed Mr. Opatz was leading the city in the
right direction when it comes to transit.

Summerwell Community and Economic Development Director Hogeboom
Maple Grove explained the developer has requested this item be tabled to a
future Council meeting.
PUD concept

Report on Community and Economic Development Director Hogeboom

Items added to Councilmember Jaeger stated the upcoming indoor farmers
the agenda market dates were November 23, December 9 and December
21.
Councilmember Jaeger reported the Maple Grove football team
made it to the playoffs and would be playing Eden Prairie at the
US Bank Stadium.
Councilmember Jaeger thanked all who attended the Veterans
Day memorial event.
Councilmember Jaeger wished all residents a Happy
Thanksgiving.
Adjournment Motion by Councilmember Hanson, seconded by
Councilmember Barnett, to adjourn to the regular City
Council meeting on December 6, 2021 at 7:30 p.m. Upon
call of the motion by Mayor Steffenson, there were five ayes
and no nays. Motion carried.
