Maple Grove City Council Meeting Meeting minutes December 18, 2023 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on December 18, 2023 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Kristy Barnett, Kristy Janigo, and Rachelle Johnson. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; Chris LaBounty, Public Works Director/City Engineer; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the City in the Pledge of Allegiance. Approval of a quote under the master services and purchasing agreement with Axon Enterprise, Inc. Motion to approve quote Q-523135-45266.612NB under the master services and purchasing agreement with Axon Enterprise, Inc., for services related to body-worn cameras, in- squad cameras, interview room systems, Tasers, and all other necessary equipment, training, storage, and software for a ten- year contract at an annual cost of $296,343.04 for the first year and $388.937.55 for each subsequent year; and to direct the mayor and city administrator to execute the quote. Q. Cancellation of January 2, 2024, City Council meeting Motion to cancel the January 2, 2024, regular City Council meeting. R. Fire Relief Association bylaws This item was removed by Councilmember Barnett for discussion. S. T. Metropolitan Council microtransit grant agreement Motion authorizing the mayor and city administrator to execute grant agreement SG-23MMG-16 between the City of Maple Grove and the Metropolitan Transit for microtransit funding in the amount of $200,000. U. Purchase of replacement police vehicles for patrol division Motion to approve the purchase of two 2023 Ford Interceptor Utility AWD patrol vehicles from Guardian Fleet Safety in the amount of $86,282.00. V. Transfer road reconstruction funds to debt service funds Motion to transfer $318,000 from the road reconstruction fund to the 2012A road reconstruction debt service fund for the city’s share of debt service in 2023. Motion to transfer $120,000 from the road reconstruction fund to the 2014A road reconstruction debt service fund for the city’s share of debt service in 2023. Motion to transfer $492,000 from the road reconstruction fund to the 2014B road reconstruction debt service fund for the city’s share of debt service in 2023. Construction manager at risk agreement Community Center renovation and expansion Enter into an agreement with RJM Construction to provide construction manager at risk services for the completion of the Community Center renovation and expansion project including all pre-construction and construction services for phase one arena and future phases per the AIA Document A133-2019 dated December 4, 2023 and AIA Document A201– 2017 contingent on final review by the city attorney and parks and recreation director. X. Operations and capital investment agreement - OMGHA Approve the operations and capital investment agreement with Osseo Maple Grove Hockey Association for the Community Center third sheet of ice. Y. Consideration of The following items were pulled from the consent agenda. items pulled from the agenda Regarding Item 3R (Fire Relief Association bylaws), Councilmember Barnett explained she has received numerous questions from firefighters on this item which has led her to raise a lot of questions. She recommended action on this item be tabled to a future City Council meeting. Motion by Councilmember Barnett, seconded by Councilmember Johnson, to table action on this item to a future City Council meeting. Upon call of the motion by Mayor Steffenson, there were four ayes and one nay (Councilmember Hanson). Motion carried. Special business Open forum There were no open forum issues brought before the Council at this meeting. Maple Grove Maple Grove Ambassadors Aspen Erickson, Alexis Faller and Ambassadors Chloe Lamothe introduced themselves to the City Council. presentation Mayor Steffenson thanked the Ambassadors for representing Maple Grove throughout the community, Twin Cities metro area, and State of Minnesota. Councilmember Hanson thanked the Ambassadors for participating in the upcoming Polar Plunge. Councilmember Janigo thanked the Ambassadors for serving the community well and for portraying Maple Grove in a positive light. Councilmember Barnett thanked the Ambassadors for representing the Maple Grove well. Councilmember Johnson thanked the Ambassadors for Maple Grove City Council Minutes December 18, 2023 Page 8 participating in the Polar Plunge and for representing the City well. Public hearings Public hearing City Administrator Nelson reported Tono Pizzeria + Cheesesteaks has requested an on-sale wine and 3.2% malt On sale wine and liquor license. She reported all necessary paperwork and fees 3.2 malt liquor have been submitted to the city and staff recommended license for Tono approval. Pizzeria + Cheesesteaks Antonio Gambino, Tono Pizzeria + Cheesesteaks representative, introduced himself to the Council and thanked them for considering his request. He explained his restaurant would be serving pizza, salads, cheesesteaks, beer and wine. He stated he looked forward to serving the people of Maple Grove. Mayor Steffenson stated he has heard only good things about Tono Pizzeria. He encouraged Mr. Gambino to properly train his employees on how to serve alcohol to ensure underage minors are not served. He explained the city provides free training for businesses with liquor licenses and noted the city would be conducting alcohol compliance checks several times throughout the year. Councilmember Hanson urged Mr. Gambino to have his employees attend the city-sponsored alcohol training. She encouraged Mr. Gambino to consider purchasing a card reader for their point of sale program. Motion by Councilmember Barnett, seconded by Councilmember Johnson, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7:50 p.m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Barnett, seconded by Councilmember Hanson, to approve the on-sale wine and 3.2% malt liquor license for Tono Grove, LLC dba Tono Pizzeria + Cheesesteaks, 7767 Main St N, Maple Grove, Minnesota, subject to compliance with liquor licensing requirements in Chapter 4, Article I of the City Code, with said license to expire June 30, 2024. Administration items Adopt 2024 Finance Director Sticha stated the proposed 2024 general fund general fund budget totals $48,576,400, a 6.43% increase over 2023, and budget and tax provides funding for a growing suburban community. The levy current population is just over 0.5% higher than October of the previous year and 40% higher than the 2000 Census. It reflects Resolution No. the tremendous residential construction that has occurred in 23-180 Maple Grove in the last twenty years. The 2024 general fund budget includes 2.1 FTEs. Staff commented further on the proposed changes within the budget. It was noted the property tax levy is proposed to increase 6.68% to $43,955,600 in 2024. As in prior years, the city continues to receive the largest portion of general fund revenue from the property tax levy. The general fund portion, $40,805,600 of the tax levy will provide approximately 83.5% of the revenue with licenses and permits being the next largest revenue source at approximately 6.7%. It is important to note that budgeted building permit revenue was kept flat for budget year 2024. The proposed 2024 budget reflects the continued growth and demand for services of the city. The city continues to strive each year to implement efficiencies and cost saving strategies. The continued growth in the city has increased the city’s tax base and has cushioned the impact of the property tax levy. The impact of the proposed levy for 2024 on the average valued Maple Grove home is an increase of approximately $17 for the entire year or just under 1% as compared to the previous year. Staff commented further on the proposed budget and tax levy, comparing it to neighboring communities and recommended approval. Motion by Councilmember Hanson, seconded by Councilmember Johnson, to adopt Resolution No. 23-180, adopting the general fund budget and tax levy, the road reconstruction fund tax levy, and the capital improvement plan tax levy for 2024. Councilmember Barnett thanked Finance Director Sticha and the finance team for all of their efforts on the 2024 budget and Maple Grove City Council Minutes December 18, 2023 Page 11 tax levy. Councilmember Janigo thanked all of the staff directors for their efforts on the budget. Mayor Steffenson reminded residents that the city does not use franchise fees to assist with covering budget expenditures. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She explained the administration City Council would not be meeting on Tuesday, January 2. It items was noted the Council would meet next on Tuesday, January 16, 2024.
