Maple Grove City Council Meeting minutes August 19, 2024 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on August 19, 2024 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Kristy Barnett, and Kristy Janigo. Absent was Councilmember Rachelle Johnson. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; - Chris LaBounty, Public Works and Engineering Director; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. Approval of the 2023 pay equity report Motion to approve the City of Maple Grove 2023 Pay Equity Report, which is based on salary and workforce statistics as of December 31, 2023. E. Recruitment approval for economic development manager Motion to authorize staff to begin recruitment for the economic development manager in the community & economic development department due to the resignation of Joe Amerman, which was accepted with an effective date of August 16, 2024. Hindu Society of Minnesota - Project No. 24-18 award contract and approve developer's agreement Resolution No. 24-111 Motion to adopt Resolution No. 24-111 accepting quotes for Hindu Society of Minnesota Education Center Sanitary Sewer Improvement Project No. 24-18 and approving developer’s agreement, subject to final review by the city attorney and director of public works and engineering. G. Joint powers agreement with the Shingle Creek Watershed Resolution No. 24-113 Maple Grove City Council Minutes August 19, 2024 Page 3 Make a motion to approve the proposed Shingle Creek Watershed Management Commission joint powers agreement. H. Joint powers agreement with the West Mississippi Watershed Resolution No. 24-114 Make a motion to adopt Resolution No. 24-114 approving the proposed West Mississippi Watershed Management Commission joint powers agreement. I. Maple Grove Parkway restriping This item was removed by Councilmember Janigo for discussion. J. Public works snowplow purchase Motion to approve the use of capital equipment replacement reserve funds to fund the remaining cost of procurement and outfitting of a tandem snow plow. K. Rush Creek Stream Restoration Project No. 23-06 approving plans and specs - authorizing ad for bids Resolution No. 24- 112 Motion to adopt Resolution No. 24-112 approving plans and specifications for the Rush Creek Stream Restoration, Project No. 23-06 and ordering the advertisement for bids. L. TH 169 - Elm Creek Boulevard preliminary design Motion to authorize SRF Consulting Group, Inc. to provide professional services related to the completion of a preliminary design of the TH 169/Elm Creek Boulevard interchange project. M. Transit Station 2024 license agreement with the Maple Grove Lions Club Motion to approve the Maple Grove Transit Station license use agreement with the Maple Grove Lions Club for shuttle bus service for the concerts at Central Park on Friday, September 13, 2024. Maple Grove City Council Minutes August 19, 2024 Page 4 N. Sureties - 08-19-24 Motion to approve the surety actions. ADMINISTRATIVE ITEMS O. Appointment of Joe Hogeboom to EMG Board Motion to appoint Community and Economic Development Director Joe Hogeboom to the Experience Maple Grove (EMG) Board of Directors. P. International Overdose Awareness Day August 31, 2024 This item was removed by Councilmember Barnett for discussion. Q. Findings of fact on Hilton Garden Inn - Resolution No. 24- 116 Motion to adopt Resolution No. 24-116 making findings, conclusion, and decision imposing a civil penalty of $2,000 and a two (2) day suspension on Hilton Garden Inn, 6350 Vinewood Lane N, Maple Grove, Minnesota. R. Findings of fact on Paulies - Resolution No. 24-117 Motion to adopt Resolution No. 24-117 making findings, conclusion, and decision imposing a civil penalty of $2,000 and a two (2) day suspension on Paulie’s, 15641 Grove Circle N, Maple Grove, Minnesota. S. Findings of fact on Teresas Mexican Restaurant - Resolution No. 24-118 Motion to adopt Resolution No. 24-118 making findings, conclusion, and decision imposing a civil penalty of $2,000 and a two (2) day suspension on Teresa’s Mexican Restaurant, 16314 County Road 30, Maple Grove, Minnesota. T. Community Center renovation and expansion phase one – Maple Grove City Council Minutes August 19, 2024 Page 5 early procurement award Adopt Resolution No. 24-115 accepting and awarding the balance of bid package #1 early procurement contracts for the Maple Grove Community Center – arena renovation and expansion project. U. Approval of memorandum of understanding for joint ownership of tactical armored vehicle and repair costs of jointly owned tactical vehicle Motion to approve and authorize the mayor and city administrator to execute a new memorandum of understanding for joint ownership of tactical armored vehicle for the joint ownership between the cities of Maple Grove and Plymouth of an Oshkosh TPV armored vehicle with an estimated repair amount of $66,800.70. V. Approval of contract with BKV Group architect to conduct a pre-design study for the Pets Under Police Security facility Motion to approve and authorize the mayor and city administrator to execute the contract from BKV Group to provide a pre-design and feasibility study for Pets Under Police Security (PUPS) facility in the amount of $29,500.00, with the contract cost shared by the other seven JPA members of PUPS being Champlin, Crystal, Brooklyn Center, Brooklyn Park, New Hope, Plymouth, and Robbinsdale. W. Approve claims Motion to approve claims totaling $ 6,170,012.59. Motion by Councilmember Barnett, seconded by Councilmember Hanson, to approve the consent items as amended, removing items 3I (Maple Grove Parkway restriping) and 3P (International Overdose Awareness Day August 31, 2024). Upon call of the motion by Mayor Steffenson, there were four ayes and no nays. Motion carried. Consideration of The following items were pulled from the consent agenda. Maple Grove City Council Minutes August 19, 2024 Page 6 items pulled from Regarding Item 3I (Maple Grove Parkway restriping), the agenda Councilmember Janigo discussed the proposed restriping that would occur at Maple Grove Parkway near Lawndale Lane and 77th Avenue. She explained the project would address sight line concerns and she appreciated how the city was addressing this matter. Motion by Councilmember Janigo, seconded by Councilmember Barnett, to approve restriping of Maple Grove Parkway in the vicinity of the Lawndale Lane/77th Avenue intersection. Upon call of the motion by Mayor Steffenson, there were four ayes and no nays. Motion carried. Regarding Item 3P (International Overdose Awareness Day August 31, 2024), Councilmember Barnett reported August 31 is designated as International Overdose Awareness Day in the City of Maple Grove. She noted this was a global event that recognized those who have been lost to a drug overdose. She stated back in 2020 she met Chrissy Princeton who had lost her 19-year-old son Grant to an overdose and was asked to begin honoring National Overdose Day. She appreciated how this proclamation honors this family and keeps Grant’s memory alive. She noted Town Green would be lit purple on August 31 in honor of National Overdose Day. She stated getting to know the Princeton family was one of the things she was most proud of as her time serving on the City Council. She thanked the Princeton family for being in attendance at this meeting. Councilmember Janigo stated she was very pleased the city honored National Overdose Day in Maple Grove. She encouraged residents to utilize the medicine drop box at the Maple Grove Police Department to safely dispose of unused medicines. She also encouraged residents to take the Narcan training that was offered by the Hennepin County Sheriff’s Department. Motion by Councilmember Barnett, seconded by Councilmember Hanson, to proclaim August 31, 2024, as International Overdose Awareness Day in Maple Grove. Upon call of the motion by Mayor Steffenson, there were four ayes and no nays. Motion carried. Maple Grove City Council Minutes August 19, 2024 Page 7 Special business Open forum Bill Lewis, 8583 Upland Lane, explained he was a 30-year resident of Maple Grove. He encouraged the City Council to consider addressing the management, monitoring and enforcement of the criteria and expectations regarding single family rentals. He discussed how for sale properties were turning into rentals in his neighborhood. He stated there were six rentals in the two blocks that surrounded his home. He commented on how these rental properties were not being properly maintained and he would like the city’s rules and regulations properly followed. He indicated this issue came to the forefront for him when he considered selling his own home and the value would be $5,000 to $10,000 less due to the rental properties in his neighborhood. He encouraged the City Council to enforce its standards and practices for all single- family properties in the city. Public hearings Public hearing City Administrator Nelson stated the Minneapolis Elks Lodge has requested an on-sale club liquor license. She reported all On-sale club necessary paperwork and fees have been submitted to the city. liquor license for Staff commented further on the request and recommended Minneapolis Elks approval. Lodge No. 44 Jerry Schultz, Elks Lodge representative, thanked the City Council for considering his request. He noted the Elks Lodge No. 44 was the oldest Elks Lodge in the State of Minnesota. He explained his organization conducts community service, conducts visits with veterans, offers scholarships and offers programs to youth. He stated he was happy to be bringing the Elks Lodge No. 44 to the City of Maple Grove. Jason Churchill, Elks Lodge representative, stated he has been a member of the Elks Lodge for the past 10 years. He reported the Elk Lodge’s three main pillars are children, veterans and the community. He commented further on programs that were offered to youth, as well as the programs that were available for veterans. He explained he looked forward to the Elks Lodge moving to Maple Grove. Motion by Councilmember Hanson, seconded by Maple Grove City Council Minutes August 19, 2024 Page 8 Councilmember Barnett, to open the public hearing. Upon call of the motion by Mayor Steffenson, there were four ayes and no nays. Motion carried. Mayor Steffenson opened the public hearing at 7:51 p.m. and asked if anyone would like to address this issue. No public testimony was offered. Motion by Councilmember Janigo, seconded by Councilmember Barnett, to close the public hearing at 7:52 p.m. Upon call of the motion by Mayor Steffenson, there were four ayes and no nays. Motion by Councilmember Hanson, seconded by Mayor Steffenson, to approve the on-sale club liquor license for Minneapolis Lodge No. 44 of the Benevolent and Protective Order of Elks of the United States of America dba Minneapolis Elks Lodge #44, 6812 Hemlock Lane North, Maple Grove, Minnesota, subject to compliance with liquor licensing requirements in Chapter 4, Article I of the City Code, with said license to expire June 30, 2025. Councilmember Janigo welcomed the Elks Lodge to Maple Grove. She stated she appreciated how this organization would serve the community and looked forward to working with this organization. Mayor Steffenson welcomed the Elks Lodge to Maple Grove as well and stated he looked forward to working with this organization in the future. Engineering- public works items Report on Public Works and Engineering Director LaBounty updated the upcoming Council regarding the following: engineering  The city acquired the necessary easements for street items improvements on 94th Avenue and Maple Grove Parkway. Administration items Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She noted that bus administration service would be available weekends and Labor Day from the items Maple Grove ramp in Arbor Lakes for the Minnesota State Fair again this year. She indicated a North Metro Mayor’s Forum would be held for House Representatives from Districts 37A and 37B in the Council Chambers on Tuesday, August 27 at 6 p.m. Items added to None the agenda Adjournment Motion by Councilmember Barnett, seconded by Councilmember Janigo, to adjourn to the regular City Council meeting on September 3, 2024 at 7:30 p.m. Upon call of the motion by Mayor Steffenson, there were four ayes and no nays.
