Maple Grove City Council Meeting minutes November 4, 2024 Call to order Pursuant to call and notice thereof, a regular meeting of the Maple Grove City Council was held at 7:30 p.m. on November 4, 2024 at the Maple Grove Government Center/Public Safety Facility, Hennepin County, Minnesota. Members present were Mayor Mark Steffenson and Councilmembers Judy Hanson, Kristy Barnett, Kristy Janigo and Rachelle Johnson. Absent was none. Present also were Heidi Nelson, City Administrator; Joe Hogeboom, Community and Economic Development Director; - Chris LaBounty, Public Works and Engineering Director; and Justin Templin, City Attorney. Mayor Steffenson called the meeting to order at 7:30 p.m. and led the city in the Pledge of Allegiance. I. 2024 Water Meter Technology Upgrade Project No. 24-06 approving second amendment to settlement agreement Resolution No. 24-143 Motion to adopt Resolution No. 24-143 approving second amendment to settlement with Ferguson Waterworks for 2024 Water Meter Technology Upgrade Project No. 24-06. J. 2025 Agreement with Metropolitan Council for Metro Transit to operate transit service Motion to authorize the mayor and city administrator to enter into an agreement with the Metropolitan Council allowing Metro Transit to operate Maple Grove Transit bus service for the period of January 1, 2025 through December 31, 2027. K. Arbor Lakes Gateway Project No. 23-14 Change Order No. 1 Motion to approve change order No. 1 to Arbor Lakes Gateway Project No. 23-14 in the amount of $70,945.60. L. Rush Hollow Project No. 23-06 Change order No. 1 Motion to approve Change order No. 1 to the Rush Hollow Project No. 23-06 in the amount of $805,683.09. O. Sureties - 11-04-24 Motion to approve the surety actions. ADMINISTRATIVE ITEMS P. Zoning ordinance text amendment - prohibit retail sales of dogs and cats - Ordinance No. 24-16 Motion to adopt Ordinance No. 24-16 approving the zoning ordinance text amendment regarding prohibiting retail sales of dogs and cats. Q. Independent contractor agreement for fire consulting services Motion to approve independent contractor agreement for fire consulting services. R. Towing, impounding, and storage of motor vehicles contract agreement approval Motion to approve and authorize the mayor and city administrator to enter into a contract agreement with Citywide Service Corp. for towing, impounding, and storage of motor vehicles. S. Consideration of None items pulled from the agenda Special business Open forum There were no open forum issues brought before the Council at this meeting. Community and economic development items Report on Community and Economic Development Director Hogeboom upcoming updated the Council regarding the following: community and economic  The Planning Commission will be meeting next on Tuesday, development November 12. items  Staff reviewed the ribbon cuttings that will be held next week.  It was noted the I-94 West Chamber of Commerce would be holding their annual celebration on Thursday, November 14. Engineering- public works items Maple Grove and Public Works and Engineering Director LaBounty explained Plymouth Joint given the changes in public transit post-pandemic and new Transit Study funding through transit sales tax sources, staff sought Proposal and JPA proposals for a joint transit needs and feasibility study for the City of Maple Grove and the City of Plymouth. The study is aimed at reviewing how the two systems are serving their respective communities, identify potential areas for expansion or modification of service, and explore how the two agencies Maple Grove City Council Minutes November 4, 2024 Page 6 could better collaborate. Attachment A is an example of the request for proposal sent to six transit consulting firms. Proposals were due on September 23, 2024 and three responses were received. Staff from Maple Grove and Plymouth reviewed the three proposals and reached a consensus that the Stantec proposal was in the best interest of both cities, so staff is recommending approval of the Stantec proposal. It is proposed that Maple Grove will act as the lead agency and enter into an agreement with Stantec consistent with the proposal. The two cities agree to equally share the cost of the study for a total study cost not to exceed $114,909.77. It is also recommended that the city enter into a joint powers agreement to stipulate the terms of the cost share arrangement. The study would kick-off in late 2024 and be completed in the spring of 2025. Councilmember Janigo requested further information regarding how community engagement would occur and what tactics would be pursued by the city. Public Works and Engineering Director LaBounty explained the city will be looking at key stakeholders while targeting the Transit Commission. He indicated broad engagement would be done with riders as well as the entire community. Councilmember Barnett thanked staff for their efforts on this project, noting she understood this project has been in the works for quite some time. She commented on how Maple Grove and Plymouth run their own transit services. She appreciated the fact Maple Grove and Plymouth would be working together on this initiative. She thanked Transit Administrator Mike Opatz for his efforts on this project as well. She indicated she would support this proposal moving forward. Councilmember Johnson stated she was interested in learning more about workforce mobility and recommended the city speak with business owners as stakeholders for data collection purposes. She suggested workforce development in the Gravel Mining Area also be considered through this study. Motion by Councilmember Barnett, seconded by Councilmember Johnson, to approve the proposal received by Stantec Consulting Services, Inc. to provide a joint transit Maple Grove City Council Minutes November 4, 2024 Page 7 needs and feasibility study for the City of Maple Grove and the City of Plymouth and to authorize the mayor and city clerk to execute the corresponding joint power agreement with the City of Plymouth. Upon call of the motion by Mayor Steffenson, there were five ayes and no nays. Motion carried. Report on Public Works and Engineering Director LaBounty updated the upcoming Council regarding the following: engineering  Staff commented on the transit digital signage project items noting new signage would be added at both transit stations. Administration items Report on City Administrator Nelson explained that the Council has her upcoming Monday report if there are any questions. She reported polls administration would be open 7 a.m. to 8 p.m. on November 5 at all 15 items precincts in the City of Maple Grove. She thanked her election staff and the city’s election judges for all of their efforts. She stated city offices would be closed on Monday, November 11 for Veteran’s Day. She commented Beyond the Yellow Ribbon would be hosting an event at Central Park at the Veteran’s Memorial on Monday, November 11 at 11 a.m. She explained the City Council would be meeting on Friday, November 15 at 8:30 a.m. to canvas the election. Items added to Mayor Steffenson encouraged residents to get out and vote on the agenda Tuesday, November 5.
